3501. Stretching the Model of "Coalitions of the Willing"

Abstract:
Two models may be draw up of coalitions of the willing. The first model is epitomized by the group of countries assembled by the United States for the mobilization of the 2003 Iraq war. The second model is the form of coalition associated with the anti-personnel landmines campaign and the initiative on the International Criminal Court in the mid to late 1990s. This paper will explore the relationship between these different types of coalitions. The former type is characterized by a top-down, state-centric, and coerced/opportunistic strategic form. The latter type by way of contrast takes a bottom-up, voluntary, mixed actor, diplomatic approach. Yet, along side these differences are some striking, but unanticipated similarities. Most dramatically, both types have been assembled on an intense stylistic basis with an eye to avoiding the frustrations associated with working via established institutions. By looking more closely at the external expression and inner workings of these modes of activity, the model of coalitions of the willing is stretched out in terms of their motivations, sense of ownership, and future trajectory.

The political and economic landscape in the Middle East is changing in ways that would have been hard to imagine months ago. With changes in governments, the near cessation of violence, the more active reengagement of the United States in the peace process, and various positive signals from both sides, including direct meetings between Israeli Prime Minister Ariel Sharon and Palestinian President Mahmoud Abbas, the longstanding conflict between Israelis and Palestinians is entering a period of relative optimism. Recent indications are that the Palestinian Authority is ready to work jointly with five parallel working groups being set up by the Government of Israel to address different aspects of the planned disengagement from Gaza, and the Quartet Principals have appointed out- going World Bank President James D. Wolfensohn as Special Envoy for Gaza Disengagement. The Special Envoy is charged with leading, overseeing and coordinating the international community's efforts in support of the disengagement initiative.

Abstract:
An understanding of religious fundamentalism as a source of conflict in the Middle East is significantly furthered by examining "asymmetrical threats" in other areas. This article suggests that a particular form of asymmetrical conflict ("Marginalized Violent Internal Conflict"[MVIC]) was proliferating well before September 11, 2001, and that examples appeared in Mexico and Egypt, as well as possibly in Nigeria, Chile and the Philippines. Arguing that the "War on Terrorism" may be the result of MVIC having been raised to the level of Marginalized Violent International Conflict, the author examines policy implications raised by the goal of global security.

Abstract:
Turkish-Israeli relations, which are important in the Middle East, were excellent in the mid-l990s but suffered from ups and downs between 2000 and 2005. Turkish-Israeli relations, which celebrated their “golden age” after 1996, reached their lowest point in 2003-2004. This can be explained by changes in the balances between countries in the Middle East and by internal factors in the two countries. It can be argued that the “golden age,” which began with the birth and strengthening of a shared threat perception, deteriorated in the absence of the threat perception. This article examines the structural and conjunctional factors in Turkish-Isreali relations and attempts to predict how those factors may affect Turkish-Israeli relations in the near future.

Although you have not dealt with the local insurgents or foreign fighters operating in Iraq, previously you managed to observe up close the preparations made by Serbian nationalist groups in Republika Srpska, Bosnia and Herzegovina, and by Yugoslav military, security services, and Serbian nationalist paramilitary groups in the Kosovo-Metohija province of Serbia for long-term insurgencies against the U.S. and NATO. Abstract:
Iraq underwent a particularly deadly war with neighbouring Iran during the 1980s with perhaps a million deaths occurring. Following the Persian Gulf war of 1991, more than 60,000 Iraqis were believed to have been killed by the government in retaliation for perceived support of the US-led coalition during the conflict. The level of violence within Iraq has not been well recorded in recent years and, in fact, no survey or census-based estimate of crude mortality has been made in Iraq since 1997 and the last estimate of mortality in children under five years of age was a UNICEF-sponsored demographic survey of 1999.

The Egyptian Islamist ideologue Sayyid Qutb (1906-1966) is a founding figure of modern Sunni militancy. The West knows Sayyid Qutb through the prism of his Milestones, the 1964 manifesto urging a Qur'anic revolution against illegitimate Muslim regimes. However, it was Qutb's commanding Qur'anic interpretation, In the Shade of the Qur'an, which provided the rich lodestone for Milestones. 3510. Global Jihad, Sectarianism and The Madrassahs in Pakistan

Abstract:
In the wake of terrorist attacks on September 11, 2001, discussions on ties between Islamic religious educational institutions, namely Madrassahs, and radical militant groups have featured prominently in the western media. However, in the frenzied coverage of events, a vital question has been overlooked: why have Islamic educational institutions whose traditions date back thousands of years been transformed so drastically? This paper attempts to seek an answer to this question through an examination of Madrassahs in Pakistan, the second most populous Musim country of the world. Pakistan has seen a phenomenal increase in Islamic religious schools since its independence. The paper argues that while encouragements from successive regimes, an unremitting flow of foreign funds (especially from Saudi Arabia), and the absence of governmental oversigt are the principal factors in the dramatic rise in numbers, the transformation of Madrassahs into schools of militancy and the recruiting ground of 'global Jihadists' is instrinsically linked to the sectarianism prevalent in Pakistan. Sectarianism has been encouraged by various regimes over the last three decades and received substantial support from outside since 1979. The menace of sectarianism has not only made the country ungovernable but also increasingly turned it into a breeding ground for transnational terrorists.
