261. Iran’s foreign policy: Buying time until the US presidential elections

Abstract:
A key issue dominating Iran’s foreign policy agenda is the future of the Iran nuclear deal with regard to the next US president. Non-state armed groups mark the core of Iran’s leverage in the region, but Iran is currently looking into diversifying its means of influence. Although Iran considers its non-aligned position a strength, it is also a weakness. In an otherwise interconnected world, where other regional powers enjoy partnerships with other states and can rely on external security guarantors, Iran remains alone. By being more integrated into regional cooperation and acknowledged as a regional player, Iran could better pursue its interests, but US attempts to isolate the country complicate any such efforts. In the greater superpower competition between the US and China, Iran is unlikely to choose a side despite its current “look East” policy, but may take opportunistic decisions.

262. EU peace mediation in the 2020s: From intervention to investment

Abstract:
The European Union is renewing its Concept on Strengthening EU Mediation and Dialogue Capacities after more than a decade. The new concept is being launched at a time when international peace mediation is at risk of lagging behind in the face of accelerating power politics. The United Nations Security Council seems to be paralysed, and many peace processes frozen solid. Regional actors, such as the EU, now have a window of opportunity to strengthen their role, albeit amid difficult circumstances, as learnt, for example, in Ukraine and Syria. This Working Paper suggests that the EU has special abilities to build on in peace mediation, including exceptional resources for capacity-building and mediation support. Capable of harnessing the resources of the member states, civil society and private mediation actors alike, the EU can build tailor-made, multi-level processes for resolving conflicts, and make the essential change-makers pull together. However, there is still room for improvement in EU action, for example in the evaluation of mediation, to which end this research sheds light on several concrete steps that the EU can take in order to optimize its efforts.

263. The Arms Control–Regional Security Nexus in the Middle East

Abstract:
The erosion of the 2015 Iran nuclear agreement poses a risk for both Middle East regional security and the global nuclear non-proliferation regime. At the same time, it highlights the need to build a more sustainable regional foundation for conflict resolution and arms control in the Middle East. This paper argues that the arms control– regional security nexus should be better reflected in European policy. While maintaining the Joint Comprehensive Plan of Action (JCPOA) and preventing further US–Iranian escalation should be the European Union’s (EU) first priority, the paper urges the EU to develop a more comprehensive approach in support of regional security, arms control and disarmament in the Middle East. In addition to resolving inconsistencies in current EU policies on regional security, arms control and arms exports to the Middle East, the EU should consider throwing its political weight behind two emerging processes that could provide a much-needed opening for regional cooperation: security dialogue in the Gulf and the annual Middle East weapons of mass destruction (WMD)-free zone conferences at the United Nations. If it involved regional non-proliferation cooperation, the former process could also help manage the negative consequences of the potential collapse of the Iran nuclear agreement.

264. Protest and State–Society Relations in the Middle East and North Africa

Abstract:
Nearly a decade after the Arab Spring, the substantial political change that many across the Middle East and North Africa (MENA) have hoped for has yet to be seen. In fact, as the 2019 wave of protests shows, street protests continue to endure in the region, often over the same recurring issues. This paper takes a regional approach to understanding the state of the social contract in MENA countries. It describes, country-by-country, the impact of protest movements, or their absence, on relations between society and the state, and the likely effect of the COVID-19 pandemic on those relations. It then examines the roles and impact of external actors, and the attitudes that they have adopted towards protests. Based on this analysis, the authors recommend that the European Union (EU) adopts a new approach to regional security and stability that takes the needs of the populations as the starting point. This would involve a broader EU agreement on priorities in MENA that emphasize aspects that answer those needs.

265. Strengthening Global Regimes: Addressing the Threat Posed by Chemical Weapons

The inadequate response to the use of chemical weapons by a state against its own population was an important catalyst leading to the creation of the 1993 Chemical Weapons Convention (CWC). A great deal has been achieved under the CWC, which is an important example of how multilateral cooperation can succeed. Recent cases of confirmed use prove that the task of eliminating chemical weapons is not complete. Chemical weapons are once again being used on the battlefield and as terror weapons. Moreover, their use in targeted attacks against politically exposed persons presents a new challenge to the commitment made by CWC states parties that chemicals will be developed and produced exclusively for peaceful use. When they come together to review the CWC in late 2020, the states parties will have to assess whether their response to the challenges posed by the use of chemical weapons has been proportionate to the threat. If not, then they will have the responsibility to create the new capacities, invent the new instruments and develop the new initiatives that will make their efforts more effective. This SIPRI Policy Paper provides an explanation of the context for some important recent decisions and an analysis of them. It also proposes some actions that CWC states parties could take together in support of the effort to eliminate the threat of chemical weapons.

266. Iran’s Revolutionary Influence in South Asia

Soon after Iran’s Islamic revolution in 1979, its leader, Ayatollah Ruhollah Khomeini declared that Iran would challenge “the world’s arrogant powers” across the globe. 1 “We shall export our revolution to the whole world,” he announced, adding that “Until the cry ‘There is no God but God’ resounds over the whole world, there will be struggle.’” 2 The idea of exporting Iran’s ideology was also incorporated in the Islamic Republic’s constitution. Article 154 of the current Iranian constitution affirms that Iran “supports the just struggles of the mustad’afun [oppressed] against the mustakbirun [tyrants] in every corner of the globe.” As is often the case with revolutionary regimes, the early fervor of the Iranian revolution seems to have subsided and the broader goal of replicating the Islamic revolution has been modified to expanding Tehran’s influence and ensuring external support for the survival of its clerical regime. But Iran still pursues a robust policy of cultivating and deploying proxies in other, mainly Muslim countries. The role of Iran’s proxies and allies in the Middle East is well known, partly because it is more overt. Hezbollah’s targeting of Israel and its efforts to dominate Lebanon, Iran’s role in propping up the Bashar Assad regime in Syria, or its political and militant meddling in Iraq and Yemen often make headlines. But the Ayatollahs have also expanded their influence across South, Central, and East Asia without attracting the same level of attention as their activities in the Middle East.

Abstract:
When Trump says that he wants NATO to take more responsibility in the Middle East, what he means is that he wants the European allies to do more. He is campaigning for re- election and has promised to bring the boys (and girls) home for Christmas. And of course, in Iraq American troops are less than welcome these days, after the targeted assassination of Iranian General Soleimani near Baghdad airport (3 January 2020). In late 2019, Trump had already withdrawn most troops from Syria, and now the peace agreement with the Taliban (29 February 2020) will allow him to draw down the US military presence in Afghanistan too. And the US is considering pulling its troops out of the Sahel as well. What does this mean for Europe?

268. The Battle for the Soul of Islam

It is not the caliphate that the world’s Muslim powerhouses are fighting about. Instead, they are engaged in a deepening religious soft power struggle for geopolitical influence and dominance. This battle for the soul of Islam pits rival Middle Eastern and Asian powers against one another: Turkey, seat of the Islamic world’s last true caliphate; Saudi Arabia, home to the faith’s holy cities; the United Arab Emirates, propagator of a militantly statist interpretation of Islam; Qatar with its less strict version of Wahhabism and penchant for political Islam; Indonesia, promoting a humanitarian, pluralistic notion of Islam that reaches out to other faiths as well as non-Muslim centre-right forces across the globe; Morocco which uses religion as a way to position itself as the face of moderate Islam; and Shia Iran with its derailed revolution. In the ultimate analysis, no clear winner may emerge. Yet, the course of the battle could determine the degree to which Islam will be defined by either one or more competing stripes of ultra-conservativism—statist forms of the faith that preach absolute obedience to political rulers and/or reduce religious establishments to pawns of the state.

269. Iran in Lebanon: A Fatal Occupation

In 2020, Lebanon should be celebrating its centenary. It is not. Instead, it is close to terminal collapse as a polity, an economy, and even as a society. Lebanon is under Iranian occupation, although ascertaining this condition may demand some attentive consideration from the uninitiated. Iran’s proponents assess it as a confirmation of the “Axis of Resistance” against imperialism and Zionism; its detractors ascribe it to a deliberate plan of Iranian expansion across the region. However, the Iranian occupation of Lebanon may be rooted in Lebanon’s own tumultuous history rather than in Tehran’s designs. Iran in Lebanon may be more an artifact of history than a product of strategy. In fact, the outcome of Lebanon’s present course may not yield Iran any tangible advantage. And it certainly seems to be on the verge of destroying Lebanon.

270. State Violence and Public Monitoring – Britain’s use of torture in Mandatory Palestine

In his influential work Torture and Democracy, Darius Rejali argues that when democracies use torture, they tend to resort to the use of stealthy torture techniques in order to avoid detection. Using primary archival sources, this paper examines Rejali’s hypothesis by looking at torture in the British Mandate in Palestine up to 1945. First, looking specifically at torture it will show that the case study fits the hypothesis, as torture was generally stealthy, but also systemic and at times officially sanctioned. It locates the reason for the use of torture in the failure of intelligence gathering, before examining the pressures public monitoring put on the British. The historical literature tends to emphasise the concerns British authorities had over propaganda in both the foreign and local press: however, this paper also highlights the threat of pan-Arabic and Muslim agitation across the Middle East and India. After noting that torture is merely one form of violence in the state’s repertoire, and therefore cannot be fully understood in isolation, the paper aims to put the use of torture in its wider context. In Palestine, torture took place alongside a brutal counterinsurgency campaign, in which British servicemen systemically carried out casual brutality against the local population, which, in contrast to the use of torture, was highly visible and unconcerned with public monitoring. It is argued that the reasons for this casual brutality were the poor conditions of service, the make- up of the force, and the racism endemic in it. Despite this seeming contradiction of the monitoring hypothesis, the paper concludes by arguing that the hypothesis can explain the disparity between stealthy torture and visible casual brutality. In doing so, it draws attention to the importance of perception in public monitoring as well as the shifts in the factors affecting the Mandate.
