Abstract:
The question of recognising the Palestinian state has once again revealed deep divisions within the EU, its weakness and marginality of the problem in light of the euro crisis. In the following study Patrycja Sasnal examines the Palestinian options at the United Nations and claims that the EU can still save face and make a difference in the Peace Process by unanimously abstaining or voting in favour of the Palestinian state, depending on the wording of the resolution. Daniel Levy then gives reasons for why a "yes" vote at the UN can advance the Peace Process. In a chaotic and changing Middle East the immediate goal is to avoid another round of violence between the conflicted parties.

Abstract:
There is a great similarity between the Egyptian and Tunisian political changes at the beginning of 2011. Not only were there similarities between the two economies—imbalanced development and investment indicators and increasing rates of inflation and unemployment—but also in a symbolic sense in the reaction of citizens to the harsh living conditions. The very same week that a young Tunisian man, Mohamed Bou Azeezi, set himself on fire to object to the municipality's confiscation of the goods he was selling, Egyptian Hamdy Al-Senoosi lighted himself on fire as well, objecting to the confiscation of his “tuctuc”. Many analysts point to differences in the political system: In Egypt, there was allowed some space for political practices, while in Tunisia there existed a very repressive environment to the extent that human rights activists called Zine El Abidine Ben Ali “The Arab Pinochet.” That repression led to the explosion of public outrage in Tunisia. The Tunisian system is a typical authoritarian one while the former Egyptian system was a model of “electoral authoritarianism,” allowing some space of political movement via a sort of “pluralism” (even if it was a facade), a somewhat independent judiciary (even if it was subject to political pressures), something akin to freedom of expression (even if owners of media channels could not cross certain lines) and seats in parliament for the opposition (even if the majority always went to the main party).

Abstract:
With the enlargements of 2004 and 2007, the EU reached at borders with new neighbors stretching from Northern Africa, to Middle East and Southern Caucasus. Despite their structural instability, those three regions possess rich energy resources. The EU promulgated the blue prints of the Union's future relations with the new neighbors in March 2003 with the paper on "Wider Europe Neighborhood: a New Framework for Our Relationships with the Eastern and Southern Neighbors." The framework redefined the basic parameters of the so-called neighborhood policy. The major difference that differs the neighborhood policy from the rest of the Union policies with non-member countries is its unique approach to the concept of human security. Human security is a distinct security approach distancing "the state" from being the major subject of security and instead individuals have been placed gradually in the center of relations between the EU and Central, Eastern and Southeastern Europe. This study which tries to lure attention to the symbiotic bonds between human security and security community approaches, unfolds the problematic aspects of the neighborhood policy which is based on human security and offers some solutions to those problems.

Abstract:
This moment in American history represents a confluence of major national and international events almost unparalleled in modern history. The United States faces two major wars, a massive and seemingly intractable recession that has robbed many of its citizens of their livelihoods and savings, and a sclerotic system of American government that seems to have lost its ability to take on and overcome big challenges for the good of the American people. Internationally, the “Arab Spring” in the Middle East has led to the toppling of feckless dictators and a move toward democracy in Egypt. However, it has also led to the deaths of thousands of civilians, further political repression in certain parts of the region, and a civil war in Libya, which also features military action by NATO and the United States and its Arab and Western allies. This chaotic and troubling time presents numerous challenges for the United States and the world.

Abstract:
On the twentieth anniversary of the fall of the Soviet Union, long-standing authoritarian regimes in Tunisia, Egypt, and Yemen have fallen, Libya is in the fi nal stages of a civil war that toppled the forty-year rule of Muammar Gaddafi , and the regime of Bashar al-Assad in Syria may be tottering on the brink of implosion. Through 2011, demonstrations in Bahrain and Iran have been met with force, while Morocco, Jordan, Djibouti, Iraq, Oman, and Algeria have all reported protests. The Arab Spring has not been confi ned to the Middle East and North Africa; rather, its effects have gone global, with analysts drawing attention to its ripples, ramifi cations, and the potential of "revolutionary contagion" through the greater Middle East, sub-Saharan Africa, Russia and Eurasia, as well as China and East and South East Asia. Although there is broad agreement among experts and commentators who have studied the Arab Spring itself as to the scale and importance of revolutionary change in the Middle East and North Africa (MENA) region, its causes are contested, and there is little consensus as to its likely consequences and strategic effects. As Prince Hassan of Jordan noted, "The outcome of this tectonic realignment is not just unpredictable, but unknowable.

Abstract:
The Arab revolts are one dimension of the strategic change that is affecting the Middle East and Arab world as a consequence of the failure of the West, especially the United States, to shape the region in line with their views during the last decade. They definitely point to the weakening, or perhaps even the end, of a long period in which US and Western objectives in the region were supported by a large coalition of regional powers with conservative interests. The revolts did not come out of the blue and have quite a different nature and significance from the ones that Western official rhetoric and media tend to assign them. To understand the Arab revolts and work out a fresh Western approach toward the region, the West must frame the revolts in the region's evolving strategic context.

Abstract:
This article explores the Turkish-Iranian rivalry and the conflicting interests of the two countries in the region with respect to the impact of the Arab Spring on the Syrian regime. It first looks into the background of the rivalry between Turkey and Iran. It then examines the reasons of the Turkish-Iranian rivalry, particularly over Syria. It posits that the rapprochement between Turkey and Syria, which had taken place as a result of the change in Turkish foreign policy in the last decade, faced a rupture with the breaking of the Arab Spring. It then argues that the rupture in Turkish-Syrian relations increased the Iranian influence on the Syrian regime owing to the long Iranian-Syrian alliance and their converging interests in the region. Finally, the article argues that while Turkey is in favor of a change of regime in Syria towards democratization of the country, Iran is in favor of the Syrian status-quo
