Abstract:
This text aims to analyze security cooperation in the Southern African Development Community. The article is based on two theoretical approaches, the first one is a concept of security community, the second one is a human security. Both theories have become widely accepted in the early 1990s because of their ability to cover wider international changes. The Southern African Development Community is seen as a regional integration plan which aspires to become a security community in Karl Deutsch's sense. Beside the both mentioned theories, the text deals with the history of security cooperation in the south of Africa and its changes. The main discussed question is wheher the SADC could be understood as a newly emerging security community.

Abstract:
In 2006, during the heart of the Global War on Terrorism, a New York Times reporter went to Washington in an attempt to ascertain the extent that American officials understood the ideologies underpinning Islamist terrorism. The reporter began with a simple question: could senior counterterrorism officials identify which groups were Sunnis and which were Shi'is? Remarkably senior officials and lawmakers – including the Chief of the F.B.I.‟s national security branch, and members of the U.S. House of Representatives‟ committees on intelligence and counter terrorism – had “no clue” whether actors such as Iran, Hezbollah, or al-Qaida were Sunnis or Shi„is. A number of questions emerged from this encounter. First, who are the Sunnis and Shi„is? Second, where are they located? And, finally, does it matter?

Abstract:
As the Middle East continues to grapple with challenging questions of continuity and change, a group of distinguished thinkers on the region's politics and society met in Gstaad, Switzerland, to analyze current political dynamics and their implications for the region and beyond. This 11th Annual Conference organized jointly by the Geneva Centre for Security Policy (GCSP), the Crown Centre for Middle East Studies at Brandeis University, and the Gulf Research Center (GRC) aimed to take stock of developments in the Middle East over the previous year and bring about a greater understanding of the complex problems faced by a perplexingly disordered region. Following on the 10th meeting in 2012, the primary focus of the discussion was on the Arab revolutions, their overall significance and outlook as well as their impact in the region with a specific emphasis on Syria, Egypt, Lebanon, and Jordan. In addition, Iran's domestic politics and its international security implications; the GCC states and their place in the broader Middle East; as well as Israeli-Palestinian relations also featured prominently. The meeting opened by looking at the broader geopolitical and regional dynamics and concluded with a session considering policy implications in relation to present regional political dynamics. This report summarizes discussions held in the course of this meeting and in the tradition of previous reports on this Conference series, no direct, personal attributions are made herein. The Conference's program is attached.

Abstract:
Turkish-Israeli relations suffered a big blow because of the Mavi Marmara affair. As Turkey and Israel are working now on mending their relations, the question remains whether they will be able to avoid fierce competition in a relentlessly changing Middle East following the ‘Arab Spring’. As there are also mutual concerns and incentives to cooperate, the term ‘Frenmity’ may be the best way to describe the future relations between the two. In such a complex relationship, the United States may be of help in increasing the elements of amity and cooperation.

Abstract:
Focusing on three popular “anthems” of the Arab Revolutions (“Rais Lebled” by El Général, “#Jan25 Egypt” by Omar Offendum, and “Yalla Erhal Ya Bashar” by “Ibrahim Qashoush”) this article critically assesses the ways in which song has come to serve as a force for instigating socio-political and cultural change in the contemporary Arab World, particularly in Tunisia, Egypt, and Syria. The appeal and efficacy of these songs of the “Arab Spring,” as well as their characterization as “revolutionary,” are understood in aesthetic and technological terms. Hence, the article untangles a complex of interconnected, musically-related themes and issues at the core of the discourse on the recent uprisings; namely, those of self-expression and the power of the Arab youth “voice,” those of transitional dissemination via social media and information and communication technology, and those of documentation and representation through music, specifically through the genre of rap. Analysis of the songs and the themes surrounding them demonstrates substantive advancements in contemporary Arab musical, social, and political life, but also exposes serious shortcomings, naïve misconceptions, and willful exaggerations.

1986. From Spring to Summer? Revolutionary Change in Tunisia, Egypt and Libya

Abstract:
This article offers an analysis of the early stages of the revolutions that have been taking place in Tunisia, Egypt and Libya. Here we consider the early stages of the revolutions from winter 2010-11 up until the summer of 2012 and offers a comparative study of the experiences of the early stage of the revolutions in each case study. In particular this study considers the roles of six variables on the process of regime change and transition as follows: 1) duration of the uprising up to regime change; 2) the initial outcome of the revolution/uprising; 3) the number of deaths and casualties; 4) the postregime change status of key members of the former governing elite; 5) the existence and nature of post-regime change elections; and 6) levels of international involvement. This study finds that in all three case studies, considering these variables offers insight into the nature and effect of the early stages of the revolutions. Furthermore, in each case there are key similarities in some of these variables but significant differences in others which suggest that the processes of transition are not directly comparable with each other. This article also offers some thoughts on how the early stages of these revolutions could affect the direction and pace of change in each state.

1987. Ugly Truths: Saddam Hussein and Other Insiders on Iraq’s Covert Bioweapons

Abstract:
Although the inspections of the United Nations Special Commission (UNSCOM), which operated from April 1991 to October 1998, unmasked Iraq’s biological weapons program and revealed a considerable amount of detail about its planning, organization, and execution, various factors about the program remain unclear. These gaps in information persisted through the activities and reporting of both the United Nations Monitoring, Verification, and Inspections Commission, which existed from December 1999 until the outbreak of the second Gulf War in March 2003, and the Iraq Survey Group, which reported on the remnants of Iraq’s weapons of mass destruction capabilities after the 2003 Gulf War.1 To deepen understanding about Iraq’s biological weapons program, a team of analysts from the James Martin Center for Nonproliferation Studies (CNS) identified a number of research questions that, if answered, would provide a more comprehensive account of Iraq’s biological and chemical weapons programs. The twenty research questions ran the gamut of relevant topics. Specifically with regard to the bioweapons program, the research questions sought to clarify the reasons behind Iraq’s choice of biowarfare agents and delivery systems, the timeline and technical specifics for certain activities, possible interaction with governments and biowarfare experts outside of Iraq, the management of the program, and the details of how Iraq disposed of its biological munitions and bulk biowarfare agent. In an effort to answer some or all of these questions, CNS’s staff turned to the records of the Conflict Records Research Center (CRRC) database. In mid-July 2011, the time in which CNS’s staff reviewed the CRRC records for information pertinent to Iraq’s biological weapons program, it should be noted that a relatively small fraction of the documents in the possession of the CRRC had been translated into English and made available in the CRRC database. Accordingly, the review of the database did not turn up a tremendous number of documents providing insights about Iraq’s biological weapons program. Nonetheless, the review uncovered several documents that shed light largely on the political management of Iraq’s bioweapons program and how Iraq’s leaders tried to cope with UNSCOM’s inspections. This report, which begins with a brief review of the search methodology, otherwise presents the research findings in rough but not exact chronological order. To help the reader quickly grasp the relevance of the research findings in a history that is complicated and sometimes full of technical detail, the research findings are interlaced with background derived largely from Germ Gambits: The Bioweapons Dilemma, Iraq and Beyond (Stanford University Press, 2011). Germ Gambits, which tells the tale of UNSCOM’s bioweapons inspections in Iraq, is based primarily on interviews with UNSCOM inspectors, buttressed by UNSCOM documents and secondary materials. Therefore, any citation to Germ Gambits is based on numerous authoritative sources. Because this report provides the unadulterated Iraqi view on certain topics, in a certain sense it is like seeing the other side of the coin that Germ Gambits presents. CNS Senior fellow Amy E. Smithson, PhD, wrote Germ Gambits and was the principal researcher reviewing the biological weapons-related documents in the CRRC database.

Abstract:
Since the Arab Spring, China has been quietly asserting its influence and fortifying its foothold in the Middle East, while the United States pivots to the Asia Pacific after a decade of war. It is aligning with states that have problematic relations with the West and are also geo-strategically placed on the littoral of the “Four Seas”--the Caspian Sea, Black Sea, Mediterranean Sea, and Arabian Sea/Persian Gulf. Paradoxically, the U.S. eastward pivot is matched by the resurgent Middle Kingdom's westward pivot across its new Silk Road, and threatens to outflank the citadel of American geo-strategies in the region.

Abstract:
Storytelling, in its various forms, is intrinsic to solidifying, and at times creating, collective identities. Whether it is the story of a family passed down from father to son or that of a nation fighting for its independence, the sense of sharing a collective past, present, or future brings people together. One of the greatest collections of these stories is One Thousand and One Nights, the preeminent fable passed down through generations in the Arab world, with tales woven from various Arab cities along with those of Persia and South Asia. Many modern stories are rooted in One Thousand and One Nights or take inspiration from it. While there is much debate around the history and origins of One Thousand and One Nights, it is important to note the strong connection of the lauded tales to a historical sense of identity that has endured for hundreds of years. It helps to highlight the role of storytelling in forging the identities of many peoples in the Middle East region and especially amongst Arabs who consider oration and poetry to be amongst the most distinguished of skills.
