Abstract:
Civilization marks its beginnings to the moment, more than 14,000 years ago, humans first gathered into settlements, leaving behind their days as nomadic hunters and gatherers. Known as sedentarization, this phenomenon likely debuted in the Fertile Crescent of the Levant, followed by the Yangtze and Yellow River basins two millennia later, and eventually in Mexico, South America, and finally the eastern shores of the United States. At each point sprang up villages, cities, and eventually, nations. Over thousands of years, fixed boundaries were codified and defended, often at great cost. Many borders have been drawn wisely, following natural formations like barriers of mountains or rivers. Many follow linguistic, ethnic, religious, or tribal boundaries. But others have been haphazardly imposed by outsiders with the stroke of a pen on some distant map. As empires fell and the speed of global trade and migration increased, boundaries became complex barriers to the free movement of people and ideas. Today, some provoke violent wars and revolutions, while others can be breached by brave individuals and new technologies—issues that World Policy Journal explores in our spring cover theme.

13. Networked Justice: Judges, the Diffusion of Ideas, and Legal Reform Movements in Mexico

Abstract:
Existing research shows that the ideas of judges matter for judicial behavior both on the bench (decision making) and off the bench (lobbying and mobilization for institutional change). Yet there is little empirical evidence regarding the content and distribution of these ideas and even less evidence and fewer theoretical propositions regarding the manner in which ideas transfer or diffuse among judges. Addressing these empirical and theoretical gaps, I survey judges in the Mexican state of Michoacán and apply techniques of network analysis. The project makes four main contributions: (1) original data on the attitudes of judges regarding prominent institutional and jurisprudential changes shaping the legal landscape in Mexico; (2) egocentric data on network structure for the sampled judges; (3) sociocentric data on network structure at the level of judicial district, state supreme court, and entire state generated by aggregating the egocentric data; and (4) a mixed-methods analysis of the causal relationship between network features and judicial attitudes, drawing on egocentric methods, sociocentric methods, and personal interviews with focal individuals. Complementing literatures on political socialization, policy diffusion, and complex systems, the analysis clarifies our understanding of the role of judicial networks in strengthening democracy and the rule of law.

14. Declining Inequality in Latin America in the 2000s: The Cases of Argentina, Brazil, and Mexico.

Abstract:
Between 2000 and 2010, the Gini coefficient declined in 13 of 17 Latin American countries. The decline was statistically significant and robust to changes in the time interval, inequality measures, and data sources. In-depth country studies for Argentina, Brazil, and Mexico suggest two main phenomena underlie this trend: a fall in the premium to skilled labor and more progressive government transfers. The fall in the premium to skills resulted from a combination of supply, demand, and institutional factors. Their relative importance depends on the country.

15. The Impact of Taxes and Social Spending on Inequality and Poverty in Argentina, Bolivia, Brazil, Mexico, and Peru: A Synthesis of Results

Abstract:
We apply a standard tax-and-benefit-incidence analysis to estimate the impact on inequality and poverty of direct taxes, indirect taxes and subsidies, and social spending (cash and food transfers and in-kind transfers in education and health). The extent of inequality reduction induced by direct taxes and transfers is rather small (2 percentage points on average), especially when compared with that found in Western Europe (15 percentage points on average). What prevents Argentina, Bolivia, and Brazil from achieving similar reductions in inequality is not the lack of revenues but the fact that they spend less on cash transfers—especially transfers that are progressive in absolute terms—as a share of GDP. Indirect taxes result in that net contributors to the fiscal system start at the fourth, third, and even second decile on average, depending on the country. When in-kind transfers in education and health are added, however, the bottom six deciles are net recipients. The impact of transfers on inequality and poverty reduction could be higher if spending on direct cash transfers that are progressive in absolute terms were increased, leakages to the nonpoor reduced, and coverage of the extreme poor by direct transfer programs expanded.

16. Mexico's Election and the Economy — Voters Face a Tough Decision

Abstract:
Although security is commonly seen as the defining issue in Mexico's upcoming presidential election, the country's economic development ranks a close second in voters' minds. On July 1, despite the pervasiveness of the drug war in the political and social discourse, voters will make their decision based largely on the perceived successes and failures of 12 years of rule by the National Action Party (PAN). This is partly because the three main parties have currently presented minor differences in tackling the security problem and partly because the Mexican economy continues to show such a dramatically uneven development pattern. Of particular importance are continuing high levels of inequality manifested in Mexico's society, a direct result of an economic system that, despite its current vitality, still offers little opportunity for upward mobility for most citizens.

17. The Cost to Mexico of U.S. Corn Ethanol Expansion

Abstract:
More than 40% of U.S. corn is now consumed in the production of ethanol. With the United States by far the world's largest producer and exporter of corn, this represents an estimated 15% of global corn production. A recent survey by the National Academy of Sciences estimated that globally biofuels expansion accounted for 20 - 40% of the price increases seen in 2007 - 8, when prices of many food crops doubled. This had a dramatic impact on poor consumers and on net - food - importing developing countries. Expanding U.S. production and consumption of corn - based ethanol, which has been encouraged by a range of U.S. government subsidies and incentives, is considered one of the most important biofuel programs in putting upward pressure on food prices. Mexico now imports about one - third of its corn from the United States. Using conservative estimates from a study on U.S. ethanol expansion and corn prices, we estimate the direct impacts of U.S. ethanol expansion on Mexican corn import costs. We find that from 2006 - 2011, U.S. ethanol expansion cost Mexico about $1.5 billion due to ethanol - related corn price increases. Other methodologies suggest the costs could be more than twice as high, surpassing $3 billion over the period.

18. What Happened to the North American Idea?

Two decades ago, the leaders of Canada, Mexico and the United States forged an agreement that transformed North America from just a geographical expression to the world's most formidable economic entity. The North American Free Trade Agreement (NAFTA) eliminated most of the trade and investment barriers that had segmented the continent. Within a decade, trade among the three countries tripled and foreign direct investment (FDI) quintupled. By 2001, the three nations of North America accounted for 36 percent of the world product—up from 30 percent in 1994. And while many economists have waxed enthusiastic about the growing power of Brazil, U.S. trade with Mexico today is more than six times larger than its trade with Brazil. Unfortunately, since 2001 regional cooperation has stagnated. NAFTA, designed to expand trade and investment, has proven too limited in addressing the current issues facing the three countries. The time has come for the leaders of North America to recommit to regional integration if they want to effectively address the policy issues facing the region. For example, in the wake of the 2008 financial crisis, NAFTA can play a major role in job creation. A revamped agreement can potentially double exports and allow North America to once again compete with integrated markets in Asia and Europe. Beyond jobs, enhanced coordination and information sharing among NAFTA partners will allow for better control of immigration and the flow of illicit drugs across our borders. Finally, strengthening ties will begin to close the development gap between Mexico and its two neighbors, fortifying the economic and political bloc. The Rise and Fall of North America Though NAFTA has long faded from the headlines, the agreement's first years showed much promise. When the North American market was created in 1992, the impact was almost immediate. Contrary to the claim by U.S. presidential candidate Ross Perot that American jobs would be “sucked” into Mexico, the dramatic increase in North American trade coincided with the largest wave of job creation in U.S. history. Between 1992 and 2000, roughly 22 million jobs were added in the U.S., while trade with and FDI in Canada and Mexico grew more than 17 percent each year. The combination of expanded trade and investment meant that the three countries were actually making products together rather than just trading them. By combining U.S. capital and technology with Mexico's cheaper labor and Canada's abundant resources, the enlarged North American market experienced rapid growth, while Europe stagnated. From the onset of the U.S.-Canadian Free Trade Agreement in 1988 to 2001, trade among Mexico, Canada and the U.S., as a percentage of their trade with the world, leapt from 36 percent to 46 percent. The decline of the integration idea could be dated to the spring of 2001, when Presidents Vicente Fox of Mexico and George W. Bush of the U.S. met Canadian Prime Minister Jean Chrétien in Québec. Fox and his Foreign Minister Jorge Castañeda arrived with a suitcase filled with proposals, such as a North American Commission, a “cohesion” fund to reduce the development gap, a customs union and an immigration agreement. But Chrétien was not interested in including Mexico in Canada's talks with the U.S., and Bush rejected any new multilateral institution or fund. The opportunity for progress was lost. The share of trade among the three countries as a percentage of their trade with the rest of the world dropped from 46 percent in 2001 to 40 percent in 2009—almost to pre-NAFTA levels. Abstract:
Celebrated by academics, multilateral organizations, policymakers and the media, Mexico's Progresa/ Oportunidades conditional cash transfers program (CCT) is constantly used as a model of a successful antipoverty program. Here I argue that the transformation of well-trained scholars into influential practitioners played a fundamental role in promoting a new conceptual approach to poverty reduction, ensuring the technical soundness and effectiveness of the program, incorporating rigorous impact evaluation, and persuading politicians to implement and keep the program in place. The involvement of scholar-practitioners also helped disseminate the new CCT “technology” to many countries around the world quite rapidly.

20. Technologies, Rules, and Progress: The Case for Charter Cities

Abstract:
Non-resident fellow Paul Romer argues that the principal constraint to raising living standards in this century will come neither from scarce resources nor limited technologies. Rather it will come from our limited capacity to discover and implement new rules—new ideas about how to structure interactions among people, such as land titles, patents, and social norms. The central task of reducing global poverty is to find ways for developing countries to adopt new rules that are known to work better than the ones they have. Economists who advise leaders on policy have often overlooked why some good rules get adopted and others do not. But a better understanding of rules-that-change-rules could lead to breakthrough thinking about development policy. The special rules of China's Special Economic Zones, where new cities like Shenzhen could grow up, created small laboratories through which rules from Hong Kong spread to the mainland, helping unleash the largest and fastest reduction of poverty on record. Romer concludes that a new type of development policy would be to voluntarily charter new cities for the purpose of changing rules, using a range of new legal and political structures analogous to the ones that made Hong Kong and Shenzhen possible. The essay is adapted from a talk presented in Mexico City on October 2009, at the conference, “Challenges and Strategies for Promoting Economic Growth,” organized by Banco de México.
