Abstract:
Durante la última década, la seguridad energética ha experimentado una escalada en la lista de prioridades estratégicas de la política energética y exterior de la UE. Las profundas transformaciones en el panorama energético global, impulsadas por los continuos avances tecnológicos, importantes desafíos geopolíticos, además de los imperativos derivados de la transición hacia un sistema energético descarbonizado, exigen la reevaluación de la estrategia de seguridad energética de la UE. Un proceso que, sin embargo, se encuentra condicionado por las tensiones derivadas de la necesidad declarada en favor de políticas de cooperación y coordinación reforzadas y el respeto por los intereses nacionales energéticos de los Estados Miembros. El objetivo de este trabajo se centra en analizar los desafíos que afronta la estrategia de seguridad energética de la UE en un mundo en transformación, identificando políticas y mecanismos que contribuyan a su fortalecimiento. La promoción y desarrollo de unas sólidas relaciones energéticas entre la UE y sus vecinos del sur del Mediterráneo representan una extraordinaria oportunidad para diseñar y alcanzar renovados objetivos estratégicos en beneficio de ambas regiones.

Abstract:
The claims made by migrants seeking protection under the 1951 Convention Relating to the Status of Refugees (Refugee Convention) have created a staggering body of state practice emerging from the interpretation by national courts of what is the earliest universal human rights treaty. The first edition of James Hathaway’s The Law of Refugee Status, alongside Guy Goodwin-Gill and Jane McAdam’s The Refugee in International Law, is one of the essential texts on every refugee lawyer’s bookshelf. Now in its second edition, co-authored by Hathaway and Michelle Foster, The Law of Refugee Status is likely to maintain its standing.

Abstract:
The loss of over 700 lives in a single incident in the Mediterranean on 18 April 2015, following a six-day period in which over 10,000 migrants were rescued, has sparked renewed debates about whether extraterritorial processing – sometimes called ‘offshore processing’ – might save lives at sea.1 Despite a plethora of European proposals over the past 20 years, none has ever been sufficiently fleshed out to receive adequate support to be implemented. Legal and practical concerns have proven insurmountable. There is also recognition that while regional or other external processing arrangements may provide a useful complement to other protection mechanisms, they are not a solution in and of themselves. This paper examines European proposals for extraterritorial processing and the establishment of regional protection centres by considering: • their policy rationale; • their history; • legal concerns; • comparisons with Australia and the United States; • the role of host States; • models for regional processing; and • complementary strategies that can provide a protection ‘toolkit’. Cooperative regional approaches can help States to develop more coherent, systematic and predictable responses to refugee movements. But they must acknowledge the concerns and interests of all participating States. And timely solutions for refugees will be central to their success or failure. The paper concludes by offering a flexible range of tools that can help States to provide protection in a safer, and more regular, manner. Unless States create measures to allow people to seek protection lawfully, dangerous journeys will continue.

Abstract:
Security relations with the US have been critical for Turkey. Cold War strategic imperatives dictated typical bandwagoning policies, although disagreements and frictions were present at times. In the 2000s, a combination of domestic developments and rapidly changing regional security patterns has resulted in a more assertive Turkish regional security policy, which for many represents a departure from traditional Kemalist principles. This article attempts to assess the current course of Turkish regional security engagement and the extent to which relations between the USA and Turkey are subject to major change. The analytical context accounts for the impact of domestic, regional and global levels. The empirical focus is on Turkey’s involvement in the Syrian sectarian conflict and on the trajectory of the bilateral relations with Israel.

Abstract:
This study surveys the Turkish intelligence community’s (non-) sharing intelligence behavior. The factors affecting failures to share intelligence and how to increase intelligence sharing practices are examined based on the views of Turkish intelligence insiders. These insiders’ views reveal that the complexity of bureaucratic structures, lack of trust, compartmentalization, power, egoism, fear, informal groupings, lack of reciprocity and lack of feedback are the causes for non-sharing of intelligence. Policy solutions for shifting from non-sharing towards intelligence sharing behaviors is discussed in a new framework including respective government willingness, enhancing capacity of intelligence collection, building intelligence aquariums, creating rules for establishing new intelligence sharing, opening up new communication channels, training, and support for sharing culture. This framework argues that policy change should start first at the agency level, then at the community level and finally at the international level.

266. Turkey’s New Vision for “Man’s Best Hope for Peace”: United Nations Reform and Reorganization of the Security Council

Abstract:
Despite its present reputation as weak, inefficient, and discreditable, the United Nations is one of humanity’s most noble endeavors. Although the structure of the Security Council prevents its decision-making procedures from being more democratic, the UN still seeks to suppress aggression, respect self-determination, and promote human rights and well-being. Furthermore, political cosmopolitans’ proposals for comprehensive UN reform, which goes far beyond increasing the number of permanent members of the Security Council, give us hope for substantial improvement. Nevertheless, the UN is still the sum of the states it is comprised of and UN reform depends on the broader and ambitious project of state reform as both concept and practice. Within this context, this paper argues that focusing exclusively on the Security Council and the geographical distribution of permanent membership only harms the comprehensiveness of the analyses seeking to reform the UN from a larger perspective. The fact that the success of a UN reform is closely related with the enhancement of member states’ ethical capacities should also be taken into consideration. The next round of debates for a proper solution to the UN impasse takes place in 2015, and Turkey is emerging as an enthusiastic voice for further reform and for its own potential permanent membership in the Security Council. However, Turkey has also developed a significantly anti-UN discourse unprecedented in its foreign policy, which now runs the risk of curtailing the country’s capacity to partake in substantial change in UN decision-making procedures. Turkish Foreign Minister Ahmet Davutoğlu currently acts as a statesman, insisting on a statist reform (which focuses more on states’ individual interests) of the Security Council. Interestingly, in the 1990s, when Davutoğlu was a university professor, his views of the UN tended to be more cosmopolitan and suggested a civilization-based solution. This paper, while elaborating on the discussions of reforming the UN from a cosmopolitan perspective, also probes Davutoğlu’s conflicting approaches to the issue. It thus seeks to argue that Turkey, instead of pushing for a purely statist model, should consider supporting pluralistic, multilevel, and more-complex participation in the UN’s decision-making procedures.

267. Macroeconomic and fiscal challenges faced by the Southern and Eastern Mediterranean region

Abstract:
The current fiscal imbalances and fragilities in the Southern and Eastern Mediterranean countries (SEMC) are the result of decades of instability, but have become more visible since 2008, when a combination of adverse economic and political shocks (the global and European financial crises, Arab Spring) hit the region. In an environment of slower growth and higher public expenditure pressures, fiscal deficits and public debts have increased rapidly. This has led to the deterioration of current accounts, a depletion of official reserves, the depreciation of some currencies and higher inflationary pressure. To avoid the danger of public debt and a balance-of-payment crisis, comprehensive economic reforms, including fiscal adjustment, are urgently needed. These reforms should involve eliminating energy and food subsidies and replacing them with targeted social assistance, reducing the oversized public administration and privatizing public sector enterprises, improving the business climate, increasing trade and investment openness, and sector diversification. The SEMC may also benefit from a peace dividend if the numerous internal and regional conflicts are resolved. However, the success of economic reforms will depend on the results of the political transition, i.e., the ability to build stable democratic regimes which can resist populist temptations and rally political support for more rational economic policies.

Mediterranean and EU member countries consider enhancing innovation and R&D an important policy objective. In order to improve economic competitiveness and increase their citizens’ welfare, these countries have been formulating and implementing innovation policies. In recent years, the volume of resources allocated to such policies has considerably increased and the number of instruments used in this framework has widened. Nevertheless, a relatively limited number of studies have been conducted to assess the effectiveness of innovation policies in these countries and formulate proposals for those aspects of policies that are in contradiction with the aims.

Abstract:
With substantial gas discoveries off the coasts of Israel, and more recently, Cyprus, the Eastern Mediterranean has emerged as an important new hydrocarbons frontier. This article examines Turkey’s energy relations in the Eastern Mediterranean region (focusing on Cyprus and Israel), covering its energy activities before 2011, key political issues influencing hydrocarbons development, and implications for on‐going disputes in the region. It begins with an overview of Turkey’s earlier energy pipeline initiatives with Arab states and Israel, followed by a summary of recent exploration and discoveries in the Levant Basin (Israel, Cyprus, Gaza, Lebanon and Syria). Next the article analyzes how the Cyprus dispute and more recent fluctuations in its relations with Israel are shaping Turkey’s energy policies in the region. It concludes by briefly exploring the extent to which the transformative capacity of hydrocarbons can play a role as an enabler for reconciliation and cooperation between Turkey, Cyprus and Israel.

Abstract:
The Centre for European Security Studies (CESS or the Centre) in the Netherlands has conducted three consecutive capacity-building programmes on civil-military relations and good governance of the security sector in Turkey since 2004. This was done in close cooperation with local partners from Ankara and Istanbul and financially supported by the Ministry of Foreign Affairs of the Netherlands. As the last programme, which commenced in 2010, draws to a close, the time has come to reflect on the outcomes of the work of CESS in Turkey.
