Abstract:
The discussion about the implications of an objective like strategic autonomy has primarily circled the question, could the Europeans defend themselves against a Russian offensive without US support? (Barrie et al., 2019; Meijer & Brooks, 2021). This scenario is a critical one, especially considering the long-term implications of the Russia-Ukraine war. Nevertheless, it presents a narrow view of European security interests shaped only by challenges from its eastern flank. As a result, the debate tends to emphasize the need to invest in European ground and air capabilities for a Cold War-like scenario of military operations on the continent. This paper does not discount the demands of the Russian challenge on Europe’s military posture, but it offers a different perspective by looking at an under-researched topic: the concurrent need to secure European interests in the maritime domain vis-à-vis threats originating from the area going from the Mediterranean to the Strait of Hormuz.

Abstract:
When Russia’s invasion of Ukraine resumed after a hiatus of many months, it prompted the European Union and 17 other countries to cut off relations with Russia and Belarus. Most of the goods and food that people in the West use now come from foreign plantations and factories. The length of the war will significantly affect the extent to which it disrupts global food supplies and the intensity of the resulting food crisis. A symptom of this movement, and a warning against overreliance on Russian energy supplies, is the European Political Community. While the article’s focus is on the potential impact of the war between Russia and Ukraine on food supplies throughout the world, it also serves to remind readers that there is more to a crisis than a shortage of Russian oil and gas.

Abstract:
On May 2–3 2022, the Konrad-Adenauer-Stiftung Syria/Iraq Office and the Foreign Policy Research Institute convened a panel of foreign policy experts for a dialogue on security challenges present in the Eastern Mediterranean. The first day addressed state fragility in the region and how this phenomenon intersects with systemic security issues, including climate change, maritime issues, and migration. The second day of dialogue addressed military issues, including Russian naval modernization, US-Russian regional retrenchment, and how each country views the other’s long-term regional ambitions. Additionally, the conversations in the second day covered European regional security views and how the broader US-Russia rivalry impacts thinking on the continent amidst the current crisis landscape. In each panel, two guest speakers shared their subject matter expertise on the focus topic and a dialogue followed brief presentations. The entirety of the event was conducted under Chatham House Rule, wherein the participants could share views and opinions freely. As a result, findings from these conversations can be more transparent than traditional formal dialogues in traditional diplomatic channels. In this report, we share the consensus highlights and points of contention which came from the discussions. As the nature of Chatham House Rule protects the identity of our participants, below are a few areas of expertise found among those involved in the dialogue.

Abstract:
The new strategic concept of the alliance looks at the Mediterranean situation as a shift in the engagement with a history that is as old as the origins of the Western bloc. In this history, the Italian role has been an example for the other Mediterranean countries that later joined NATO. The steps in the construction of the Atlantic coalition started also in Mediterranean with U.S. military engagement grounded in Truman’s doctrine. Twenty years late, the North Atlantic Council’s report on the alliance’s future tasks examined crucial “exposed areas” for NATO, and first among them was the Mediterranean. After the collapse of the Soviet system, NATO worked on a relationship of coexistence and cooperation with Russia. The ongoing invasion in Ukraine has thwarted years of discussion and work, but the partnerships promoted by NATO with the countries of the so-called enlarged Mediterranean stand as a success story.

Abstract:
The secure defense of NATO members does not depend on the Kyiv frontline; the southern flank is the most unguarded. This paper deals with the Mediterranean, a closed sea without borders which globalized before globalization, examining some strategic alternatives for Western allies. The Mediterranean is a point of contact, a diaphragm, and a battlefield. In addition, the central Mediterranean is a relevant area where Russia and China have their foot in the door because of the disengagement of France and Italy and the lack of attention of NATO. It is precisely on this weaker frontier that NATO must relaunch its commitment and presence. Defending marine spaces determines the continent’s safety. So, losing the Mediterranean can be disastrous. And finally, it examines Italian policy in the Mediterranean to date and the reasons why Italy can and must correct the strabismus of the USA, which is completely looking at the Indo-Pacific, and of imagines a peripheral Europe without politics.

Abstract:
The Mediterranean region has faced a significant number of challenges that have stemmed from turbulent events taking place on its Southern shores: conflicts and instability, the migration crisis, disruptions of regional value chains, souring regional relations, and foreign power interferences that have severely affected the region. The Covid-19 pandemic wreaked havoc on the Southern Mediterranean, but the health crisis had ambiguous effects on the underlying economic, social, and political trends of the region. It has exposed and exacerbated much of the previous sources of tension and, obscured many of them as public attention moved towards facing the public health emergency. Will the Covid-19 pandemic spur governments and civil societies to action? Or will it just serve as another smokescreen behind which to hide the region's longstanding problems?

10. Ensuring Water Security in the Middle East: Policy Implications

Abstract:
Over the last decades, the Middle East, and more specifically the Eastern Mediterranean region, has experienced a rapid process of desertification. In water-scarce areas, access to water is thus of key importance for economic prosperity, political stability and the vitality of the civilian population. As a result, in those Eastern Mediterranean countries facing severe water scarcity water has been framed as an existential threat, leading governments to use and justify emergency measures highly concentrated at the governmental and military level. The overall analysis of this Joint Policy Study asserts that though water management is highly securitised in the Middle East, and access to the resource is considered a national security issue, water security and multilateral cooperation is not ensured but jeopardised by ongoing securitising trends. Securitisation promotes a national and centralised approach towards water management at the expense of the participation of civil society, neutral monitoring and data collection, and the creation of secure, sustainable and transparent access to water for local communities.
