1. Exploring the Potential of Minilateralism for the Europe-Mediterranean Partnership

Abstract:
The Mediterranean and Europe, as interconnected regions sharing geographical spaces and proximity, severe challenges, common interests and intertwined goals, present a compelling opportunity to explore minilateralism as a framework for fostering cooperation and developing resilience. This research examines the potential of minilateralism to contribute to the Europe-Mediterranean partnership, highlighting the rationale, objectives, potential areas of focus, and expected outcomes of promoting minilateral frameworks in this context. Two minilateral frameworks will be examined: Israel-Greece-Cyprus and Israel-Morocco-European Union (EU). Based on this examination, the research will discuss particular insights regarding these specific configurations, and general insights regarding characters, opportunities and challenges of minilateralism in the region as a way to foster the Europe-Mediterranean partnership.

Abstract:
This joint policy study examines the European Union’s (EU) readmission system in the context of the Euro-Mediterranean and Euro-African regions and its impact on interstate cooperation, human rights observance, and migrants’ conditions. The authors suggest rethinking how these issues are tackled by emphasising that asymmetrical patterns of cooperation on readmission result not only from unequal costs and benefits but also from meaningful relations between state actors. The study discusses how cooperation on readmission between EU and non-EU countries in the Mediterranean and Africa has altered patterns of interdependence and interactions beyond migration governance. It explores how informalisation has been presented as a solution to uncertainties, with some non-EU countries expressing their own reverse conditionalities and reveals the limits of international cooperation on readmission. The study analyses the case of Morocco, which has become a crucial player in controlling migration between Europe and Africa, and how it has skilfully leveraged its cooperation with the EU to achieve its own goals. It advocates for a more balanced approach to migration management that takes into account human rights and the need for formal migration pathways. It looks into the negative effects of intra-African expulsions on migrants’ human rights and the safety of people on the move and discusses how the physical obstacles to mobility have resulted in violence and social instability, which has led to less safe, orderly, and regular migration within Africa.

3. EuroMeSCo Annual Conference 2023: “From the Euro-Mediterranean Partnership to a Euro-Mediterranean Geostrategic Alliance”

Abstract:
“From the Euro-Mediterranean Partnership to a Euro-Mediterranean Geostrategic Alliance” was the theme of the EuroMeSCo Annual Conference which took place at the Spanish Ministry for Foreign Affairs, European Union, and Cooperation in Madrid on 10-11 October 2023. The event welcomed around 150 participants from 32 countries across the region, including representatives from think tanks, academic institutions, government, civil society organisations, and the private sector, as well officials from EU institutions and members states, the Union for the Mediterranean and the European Investment Bank in view of discussing common regional challenges and contributing to policy shaping in the region. New arising geostrategic security and energy challenges in the region call for intensified cooperation of the EU with its southern neighbours. This has opened new horizons for Euro-Mediterranean relations and calls for reflections on how existing Euro-Mediterranean cooperation mechanisms and institutions could be adapting to this new reality, offering the conditions for win-win partnerships between equals. Along the same lines, the creation of the European Political Community involving Eastern neighbours of the EU, with two summits foreseen in 2023, also calls for renewed and parallel efforts to instil new dynamism into the Southern dimension of the European Neighbourhood Policy, whose 20th anniversary is celebrated in 2023-2024.

Abstract:
The Mediterranean countries are char­acterised by evident gaps in terms of demographic growth, socioeconomic conditions and natural resources avail­ability, which undermine the process of Euro-Mediterranean cohesion and cre­ate a situation of structural weakness that makes them extremely vulnerable to destabilising events. In just over a dec­ade, the Mediterranean region has been affected by major changes that, at first glance, do not seem to be related to each other. The wave of pro-democracy pro­tests called the “Arab Spring” that has plagued the regimes of the Middle East and North Africa (MENA) since 2010 has shown how climate-driven crop failures in major food exporting countries may contribute to driving up international food prices and to amplifying social and polit­ical destabilisation, especially in food-im­port dependent countries (Werrell & Femia, 2013). The “Arab unhappiness” that spurred the popular uprisings has not faded over the years, giving rise to what has been referred to as the “Arab Spring 2.0”. This new round of turmoil, in which protesters demand a better quality of life, has been exacerbated by 2020s COVID-19 pandemic, clearly demon­strating, once again, the close inter­connection between human well-being and planetary health.[1] In the same time frame, in the Northern Mediterranean Countries (NMCs), the migrant-refugee crisis, characterised by new migration waves triggered by traditional as well as unconventional push factors linked to the effects of climate and environmental changes, is becoming one of the most important and divisive issues in recent European politics, adding a new layer of instability to the already shaky European Union (EU) (Pawel & Roland, 2018).

Abstract:
The global rivalry between the US and China, as well as geopolitical competition and instability in the EU’s southern neighbourhood, are perceived by France as urgent matters requiring stronger EU foreign policy, conceptualized as European sovereignty. The French foreign policy elite are still largely committed to the idea of France’s exceptional role in the world, and to the extent that the EU as a whole fails to live up to the tasks presumed by France, continue their attempts at forging coalitions of the willing. France has in recent years built a web of strategic partnerships, for example with Greece, the Republic of Cyprus, the United Arab Emirates, and Egypt, through which it aims to govern the instability in the EU’s southern neighbourhood. The aim is also to deter regional adversaries such as Turkey, a strategy that needs to be re-evaluated due to the Russian invasion of Ukraine. France often equates its national interests with those of the EU. While this can be seen to enhance European sovereignty, it also risks increasing the perception that the EU would be a participant in various Middle Eastern conflicts. This undermines the EU’s ability to function as an objective broker and anchor of norms.

8. The East Mediterranean Gas Forum: Regional Cooperation Amid Conflicting Interests

The discovery of sizable natural gas reserves off the coasts of Cyprus, Egypt and Israel over the past decade has revealed a promising resource potential in the Eastern Mediterranean and at the same time challenges in converting part of this potential into exploitable commodities. The discovery of gas resources in the Eastern Mediterranean added a new layer of complexity to a region already marred with decades-old conflicts. Amid increasingly competitive gas markets the East Mediterranean Gas Forum (EMGF) offers a platform to coordinate efforts among the various players in the region to lower costs and improve regional integration. The author of this paper starts by providing a quick overview of the EMGF, its objectives and internal working mechanisms, and its first efforts to assess– with the aim of improving– prospects for monetization. The author then explores the geopolitical dynamics with a focus on mapping perceptions of threats emanating from various regional actors, as these dynamics have played a role in the establishment and membership of the Forum. In the third and last part, the author focuses on bringing offshore Eastern Mediterranean gas to market.

9. Post-Covid-19 EU-Southern Neighbourhood Trade Relations

Abstract:
The European Union (EU) is a key trade partner, both in terms of goods and services, for the countries in its Southern Neighbourhood (SN): Morocco, Algeria, Tunisia, Egypt, Israel, Palestine,[1] Jordan and Lebanon.[2] The economic (and otherwise) relationship between the two partners is governed by the Euro-Mediterranean Association Agreements (EMAAs), which came into force from the early to mid-2000s. The ongoing COVID-19 pandemic has, however, affected the trade exchange between the two, just as it has an adverse impact on trade globally. As pointed out in the second chapter of this policy study, one of the sectors of great importance to both the EU and the SN is agri-foods. Despite a general drop in merchandise trade, the agri-food exports from the EU actually increased globally by 0.5% during the first 10 months of the pandemic compared to the same period the year before, up to €151.8 billion. In the case of the SN, exports of agri-foods during the first three quarters of 2020 (year-on-year) grew particularly strongly in the case of Morocco (27.2%) and Algeria (20.3%) and decreased most visibly in the case of Lebanon (-37.9%). As for exports from the EU to the SN, during the same period a particularly impressive growth was witnessed in the case of Tunisia (40.3%) but the value of agri-food imports of Morocco also went up (8.4%). Trade in services, as analysed in chapter three, was hit more severely than trade in goods and declined significantly in all countries in the region during the first months of the pandemic. For Morocco, for instance, during the first three quarters of 2020 it plummeted by almost 60% (year-on-year). Because of lockdowns and travel bans, the tourism sector was among the hardest hit, even though the countries in the SN are mostly visited by travellers from nearby markets: the SN region or Europe – in 2019 the latter constituted between 29.4% (Tunisia) and 68.2% (Morocco) of all arrivals (after excluding nationals of SN countries who live abroad). As a result, tourism revenues plummeted (in Palestine, for instance, by an estimated 68%) and a significant number of people were made redundant; before the pandemic, between just under 6% (Algeria and Israel) and nearly 20% (Lebanon) of all (formally employed) workers were employed in the travel and tourism sector. The disturbances outlined above have adversely impacted food security in the region, as initial data presented in chapter four suggests. While isolating the impact of the COVID-19 pandemic on food security is difficult, as many other factors – such as bad harvest due to weather conditions in Morocco – were in play in 2020, the pandemic clearly affected both supply of and demand for foodstuffs. Some countries were more affected than others, as has already been mentioned above in the case of agri-food trade with the EU. At the same time, the impact on food security within the countries was also far from homogenous, with refugees (e.g., due to loss of work in informal sector) and poorer households – spending a bigger share of domestic budget on increasingly more expensive food products – more often forced to adopt emergency livelihood coping strategies, such as limitation of daily calory intake. Looking towards the post-COVID-19 trade relations, as outlined in chapter one of this study, the EU’s post-pandemic recovery plans and trade strategy review offer a new momentum for the SN countries to strengthen and modernise their framework for trade relations with the EU, to capitalise on potential re-shoring and near-shoring trends in EU and global value chains, and to promote (intra-) regional economic integration. However, the envisaged Deep and Comprehensive Free Trade Areas (DCFTAs) currently under negotiation with Tunisia and Morocco may not be the most realistic option at this stage. A more gradual approach based on sectoral agreements could be adopted in the short- to medium-term instead, leading to a DCFTA-like model of trade integration. Moreover, in order to strengthen the (intra-)regional economic and value chain integration, modernisation of the Pan-Euro-Mediterranean Convention should remain a priority. Finally, the modernisation of EU-SN trade relations should be linked and integrated into the broader (and longer-term) plans for EU-Africa trade relations, with an eye on the “continent-to-continent Free Trade Area” in the long run. Internally, governments in the SN should prioritise development of high productivity service sectors and work towards curbing their reliance on tourism and transportation. In order to achieve that goal, improving the quality of their institutions is as important as upgrading telecommunications infrastructure or adopting incentives such as tax breaks. More broadly, speeding up digital transformation would both facilitate servicification and reduce costs associated with merchandise trade.

Abstract:
On 28 June 2021, the Banco de España, the Central Bank of Tunisia, the Organisation for Economic Co-operation and Development (OECD), and the European Institute of the Mediterranean (IEMed), organised the VI Conference of Mediterranean Central Banks. After the success of the last five Conferences held in Barcelona (2014, 2017), Rabat (2015), Tunis (2018) and Madrid (2019), this sixth edition counted with the first-ever participation of 10 Central Banks from the Mediterranean region, which were represented by their Governors, and the presence of high-level representatives of the European Central Bank. With the aim to foster a comprehensive dialogue on the economic and financial situation of the Mediterranean region, this VI Conference allowed organisers and participants to take a very important step forward in the ambition to strengthen cooperation ties and enhance knowledge-sharing among partner Mediterranean central banks, which is of outmost importance especially in times of crisis.
