11. Guiding Principles for Israel’s Foreign Policy toward the Eastern Mediterranean

Abstract:
In recent years, the Eastern Mediterranean has become a central focus of world powers, of states in the Middle East, Europe, and beyond, and of international corporations. Regional geopolitical developments, as well as economic opportunities generated by natural gas discoveries in the Mediterranean, have contributed to this trend and turned the Eastern Mediterranean into a distinct sub-region perceived as having unique features. Israel plays a central role in this development. Israeli diplomacy identified these trends correctly, successfully becoming an active and dominant player in the region. The natural gas findings in Israel’s exclusive economic zone (EEZ) provide it with a wider range of diplomatic options, helping it promote relationships with various states in the region; including some engaged in conflict with each other. Israelis regard the Mediterranean as an important component of their identity, as reflected in the 2018 Israeli Foreign Policy Index of the Mitvim Institute, in which 22 percent of those surveyed claimed Israel belongs predominantly to this region (compared with 28 percent who said it belongs to the Middle East and 23 percent to Europe).

Abstract:
The significance of the Eastern Mediterranean for Israel has increased in the last decade, an outcome of interlocking factors associated with the civil war in Syria, the deterioration of relations with Turkey, and discoveries of new gas fields. The effectiveness of Israeli policy, especially in energy issues, depends on strengthening relations with the states of the region, such as Egypt or Cyprus. Hence, regional cooperation will deepen, which may have a positive impact on Israel-EU relations.

Abstract:
This article reviews the ways in which various actors in Turkey have used the terms ‘Eurasia’ and ‘Eurasianism’ since the end of the Cold War. It presents two arguments. First, compared to Russian Eurasianism, it is difficult to talk about the existence of a ‘Turkish Eurasianism’. Yet, the article employs the term Turkish Eurasianism as a shorthand to describe the ways in which Eurasia and Eurasianism are employed in Turkey. Second, Turkish Eurasianism is nothing but the use or instrumentalization of Eurasia to create a geopolitical identity for Turkey that legitimizes its political, economic, and strategic interests primarily in the post-Soviet space, but, from time to time, also in the Balkans and Africa. Various Turkish state and non-state actors have used Eurasia to mean different things and justify different goals: reaching out to Turkic Republics, being pro-Russian, creating a sphere of influence in former Ottoman lands, or, recently, cloaking anti-Western currents.

Abstract:
Tunisia and Egypt are two countries that have experienced the fall of longstanding authoritarian leaders. Transitions in both countries then took entirely different directions. This paper deals with the question of whether and how political change in the two countries has affected their foreign policy-making towards the European Union (EU). Building on a liberal international relations (IR) perspective and elite theory, the paper focuses on the politically relevant elites (PRE). PRE shape discourses and influence decision-making processes. Building on the assumption that the composition and discourses of the PRE influence policies and positions towards the EU, the paper analyses the structure of the elites and their disputes over power resources.

This is a study of Eastern Mediterranean security and how the United States and Israel can improve cooperation to protect their common interests. The study’s particular focus is the maritime domain. Few things in world affairs survive for millennia. It’s also true that few are ever really new. In the Eastern Mediterranean, what has endured for thousands of years is the strategic attention of great powers. The region retains it today, commanding interest not only from local and regional actors, but also from global players. As Iran works to extend its reach to the Mediterranean, Russia, as it has for centuries, strives to exert its influence across the Middle East. The United States, on the other hand, has been signaling a desire to reduce its involvement in the region. Remarkably, China too has become a player. Its increasing presence in the Middle East reflects commercial and strategic motives and signifies its rise as a force competing for global economic and military predominance. China is at once a security challenge and a close economic partner. It is the world’s major rising and disruptive power and plays a huge role in global trade and investment.

Abstract:
The collapse of the talks in Crans-Montana caused significant concerns to the Turkish Cypriots that believe in the Federal solution of the Cyprus issue. These segments of the community, which hope that the establishment of a united federal Cyprus will lead to the resolution of all their socio-political and economic problems are searching for a political framework through which they will channel their dissatisfaction and their aspirations. At the same time, the Turkish Cypriot community, being cut off from the international scene, depends solely on Turkey and the Anatolian economy which is currently facing systemic problems. Within this context, the Turkish Cypriots understand that the need for the social, political and economic reconstruction of “TRNC” is urgent.

Similarly to the previous years, in 2017 most of the Czech foreign political actors kept to the strategic notion that they support the efforts of Serbia, other Western Balkan countries and Turkey to integrate with the European Union as a means of ensuring stability, the democratic rule of law and prosperity in Southeastern Europe.2 However, in regard to this matter, the Czech actors themselves were divided between those tending towards a rhetorically offensive foreign policy and those striving to co-operate in the institutional structures of the EU, NATO, and other international organisations. The Czech foreign policy towards the Balkans and Turkey also had to cope with problems stemming from the geopolitical rivalry of the EU (or the West) with Russia, instability in the Middle East, migration, the unfolding of the authoritative turn in Turkey, terrorism, the faltering of the EU integration and enlargement process, and the multiple sore points reminiscent of the Yugoslav wars. The South-East dimension, nonetheless, remained an essential aspect of the Czech foreign policy. Besides, this area has recently attracted rising volumes of Czech investments, and the mutual trade with it has been steadily growing.

Abstract:
The use of the EU instrument of political and economic sanctions has continually been rising since 1987. However, the sanctions are used differently according to geographic vicinity, political motivation, and which security objectives the EU promotes. Clara Portela explored the European sanction regime for the period 1987-2003 and showed that the EU has different political motivations and objectives for each region and that, in particular, geographic vicinity plays a significant role for the application for sanctions. This article relates to Portela´s analytic approach from 2005 and verifies her hypotheses for the period 2005-2015. In summary, the article shows that the EU still focuses on geographic vicinity and security relevance. Only the area of sanction application has changed, moving from Eastern Europe to the Middle East.

Abstract:
Georgia and Turkey have become important partners in the Caucasus region after the independence of Georgia in 1991. Two countries preferred to follow pro-West policies in their foreign policy against the Russian factor. They have geopolitical importance and geostrategic location for Russia throughout history. This article analyzes the foreign policies of Georgia and Turkey and examines the Baku-Tbilisi-Ceyhan Crude Oil Pipeline as a common foreign policy between them. The paper found out that this kind of project between Georgia and Turkey would make them important actors rising from the regional level to the global level in the future.

Abstract:
This study focuses on the growth of transnational forces and increased global interdependence in the Post-Cold War period, posing serious challenges to conservative regimes in the Middle East – manifested by popular uprisings for economic and political change, beginning 2010 in Tunisia. Since then the Arab states of Middle East are in turmoil. The situation has become complex due to the presence of Al-Qaeda network and ISIS (‘Islamic’ State of Iraq and Syria) radicals in the Middle East and Mediterranean region. Such non state extremists groups are a collective threat to future Europe also. On the other hand various countries of the Middle East and gulf region, have been engaged in waging the proxy wars against each other in order to achieve their specific objectives. Geographically, historically and politically Turkey has been a bridge between Middle East and Europe. The underlying assumption of this study establishes Turkey’s matured foreign policy not only as a model for struggling states of the Muslim World but holds keys to emerging threats to Europe. The study explores possibilities of Turkey to be central player not only for the resolution of regional issues but also as an active player at the global level.
