Abstract:
Relations between Russia and Türkiye have developed considerably since the end of the Cold War. What began as energy trade in the late 1980s evolved into cooperation in business, energy, construction, tourism, politics and even security. Behind the ever-expanding cooperation lies a mistrust fueled by historical enmity and regional rivalry that occasionally leads to confrontation. As the two countries seek to shape their competitive cooperation beyond the current geopolitical challenges and constraints of regional security and alliances, the question of whether they could find ways to advance their partnership is of paramount importance and has regional and global implications. This paper seeks to understand how they have managed their conflict-ridden past to develop a modus operandi in the post-Cold War world by proposing a new conceptual model, namely “competitive cooperation” or “coopetition”, to understand the relationship that developed over the last 30 years in different geographical regions.

Abstract:
Russia has fi rmly re-established its presence in the Mediterranean. Satellite imagery and geospatial analysis reveal that Russia is currently more active in North Africa and the Middle East, including operating a shadow fl eet of tankers that economically sustains Putin’s regime and its war eff orts in Ukraine. Given its size and capabilities, the current Russian squadron is not intended to engage in a full-scale naval battle against any NATO fl eet. Instead, it is deliberately kept weak enough to avoid being perceived as a major military threat.

Abstract:
After several months of significant increase in irregular migration from Tunisia to Europe, European Commission President Ursula von der Leyen and Italian Prime Minister Giorgia Meloni, along with several other European Union leaders, have set their sights on what they seem to believe is the best way to produce immediate results: increasing the provision of cash, equipment and training to the Tunisian security forces (TSF) to diminish the country’s booming irregular migration industry. In the last two months, the European Commission announced it wants to agree to “new anti-smuggling operational partnerships” with Tunisia[1] that would significantly scale up border controls, police and judicial cooperation, as well as cooperation with EU agencies (for example, Frontex). An “International Conference on a global alliance to counter migrant smuggling” was also convened in Brussels on 28 November.[2] As one top EU official in Tunis put it to Refugees International, “There is a strong desire by some in Europe to get the maximum amount of resources possible to the Tunisian government and security forces as soon as possible to stop the boats, now and in the future”.[3] The EU intended strategy, however, appears destined for failure, falling short of its narrow objective of suppressing irregular migration and lacking in the broader – and more important – criteria of adherence to legal commitments, human rights principles and effective overall migration policy. This approach is riddled with four primary deficiencies.

Abstract:
The Mediterranean Sea has become the deadliest passage in the world over the past decade, as thousands of migrants lose their lives at sea each year. It has become a key actant of European border violence perpetrated against migrants, as European national and supranational migration institutions instrumentalize the Mediterranean’s natural properties through necropolitical strategies of deterrence. The sea must be understood as a wet ontology and a fluid hybrid border. It is shaped by dynamic and complex interactions between human actors and more-than-human elements through which European violence is passed onto non-European migrants’ bodies. It conceals migrants’ deaths and disappearances, as they become ‘inevitable accidents’ caused by natural and untamable elements. The Mediterranean Sea therefore invisibilizes European structural violence occurring at the border zone and acts as an archive and witness to this violence.

Abstract:
The Mediterranean is a vibrant economic geography that could grow significantly. This paper reviews the trade relations between the EU and Southern Neighbourhood Countries (SNCs) – their history and the current status of the bilateral trade agreements. While these agreements have many similarities, there are also some differences in scale and scope. The paper also looks at the development of trade between the EU and SNCs and concludes that developments have generally been positive.

Abstract:
The discovery of new natural gas resources in the Eastern Mediterranean fueled the tension in the region and led to a highly complicated crisis involving multiple actors. This study adopts a constructivist approach in analyzing the political economy of the Eastern Mediterranean energy crisis by relying on the role of identities and ideas in shaping economic decisions. The historical enmity between Turkey and Greece over Cyprus is at the heart of the crisis. Thus, the study focuses on the Turkey, Greece, and Cyprus triangle to reveal the impact of Turkey’s image constructed by Greece and the Republic of Cyprus, on the political-economic aspect of the decisions of Greece and Greek Cypriots. To accomplish this objective, a two-stage content analysis was conducted by filtering the official statements of Greece and the RoC from their respective foreign ministries, utilizing the keyword “Eastern Mediterranean.” By scrutinizing the official discourses and documents, the analysis aims to delve into the image of Turkey held by these actors.

Abstract:
The coastal States of the Mediterranean Sea tend toward a steady decrease in their search and rescue capacities. When a migrant boat sends out a distress signal, many ships in its vicinity either ignore it, merely observe the ship, or even move away from it. Rather than allowing people in distress onto rescue boats, the coastal States control the activity from a distance via, for example, mere distress calls. This lack of action occurs despite their legal obligation to protect under the law of the sea. Due to a maritime legal black hole, those stranded are effectively rendered rightless. This article examines whether a new jurisdictional approach may serve as a remedy and explores an intermediate design. It will assess this jurisdictional approach based on progressive Inter-American Court of Human Rights and Human Rights Committee cases while bearing in mind potential advantages and drawbacks.

Abstract:
The Mediterranean and Europe, as interconnected regions sharing geographical spaces and proximity, severe challenges, common interests and intertwined goals, present a compelling opportunity to explore minilateralism as a framework for fostering cooperation and developing resilience. This research examines the potential of minilateralism to contribute to the Europe-Mediterranean partnership, highlighting the rationale, objectives, potential areas of focus, and expected outcomes of promoting minilateral frameworks in this context. Two minilateral frameworks will be examined: Israel-Greece-Cyprus and Israel-Morocco-European Union (EU). Based on this examination, the research will discuss particular insights regarding these specific configurations, and general insights regarding characters, opportunities and challenges of minilateralism in the region as a way to foster the Europe-Mediterranean partnership.

The discussion about the implications of an objective like strategic autonomy has primarily circled around the question, could the Europeans defend themselves against a Russian offensive without US support? (Barrie et al., 2019; Meijer & Brooks, 2021). This scenario is a critical one, especially considering the long-term implications of the Russia-Ukraine war. Nevertheless, it presents a narrow view of European security interests shaped only by challenges from its eastern flank. As a result, the debate tends to put an emphasis on the need to invest in European ground and air capabilities for a Cold War-like scenario of military operations on the continent. This paper does not discount the demands of the Russian challenge on Europe’s military posture, but it offers a different perspective by looking at an under-researched topic: the concurrent need to secure European interests in the maritime domain vis-à-vis threats originating from the area going from the Mediterranean to the Strait of Hormuz.
