1. Procurement by Proxy: How Sahelian Juntas Acquire Equipment from Ousted Security Partners

Abstract:
During the past two years military juntas in Mali and Niger have ousted three multilateral security missions in addition to French, and more recently American, forces deployed to fight jihadists in the two countries. Although being preceded by deteriorating relations, the decisions to kick out the international partners have been announced abruptly and the departures have been rushed as juntas have increased pressure for the missions to leave. After making the decision to oust the missions, the juntas have also mounted new obstacles for the missions and their departures, either taking, or forcing the missions to leave a large amount of equipment and material behind. This article argues that this is a deliberate strategy by the military juntas in Mali and Niger to acquire new equipment and material for their security forces, in some cases to be used with new security partners, such as Russia.

Abstract:
In recent years, France has suffered geopolitical setbacks in Africa. Tensions with Burkina Faso and Mali over French counter-terrorism operations led Paris to withdraw its troops from both of those countries. Russia is exploiting France’s failure to defeat terrorist groups in Africa as well as the feeling among many Africans that Paris exerts undue influence over its former colonies. The United States should learn from France’s mistakes and strive to build partnerships in Africa based on mutual respect, rather than focus too directly on competing with Russia or China.

Abstract:
The recently published work Arrested Development: The Soviet Union in Ghana, Guinea, and Mali, 1955–1968 (Cornell University Press, 2022) explores the Soviet Union’s economic partnership with three newly-independent countries in West Africa during the Nikita Khrushchev era. The Toynbee Prize Foundation interviewed the author, Alessandro Iandolo, on the story and the main arguments of his book. Alongside discussing the emergence of the Soviet Union as an international development actor and the challenges it encountered in post-colonial Africa, Iandolo explained the characteristics of the Soviet development model, its similarities and differences to the Western alternatives, and why the Soviet development assistance in Ghana, Guinea, and Mali was not primarily oriented around spreading the communist ideology. Alessandro Iandolo is a historian of the Soviet Union and the world. His research interests cover the USSR’s economic, intellectual, and political interactions with external ideas, states, and people. His current project investigates intellectual exchanges between Soviet and Latin American economists on theorizing “backwardness” and “dependency.” He is a Lecturer in Soviet and Post-Soviet history at University College London.

Abstract:
During the first half of 2023, levels of jihadist violence increased substantially in sub-Saharan Africa, especially in Burkina Faso and Somalia, while remaining particularly high in eastern Congo (DRC), Mali, and Nigeria, which are only some of the most heavily affected countries across the continent. Jihadist groups also continue to seek access to new areas. Particularly concerning is the growing evidence of jihadist expansion from Burkina Faso into some of the Gulf of Guinea states, especially Benin and Togo. Although sub-Saharan Africa comprises a diverse set of countries and regions, some overall trends emerge. Two crucial factors that enable jihadist groups to gain a foothold, across various country-specific contexts, are poor local governance and governments’ human rights violations against civilians. Statistical evidence shows that jihadist groups are significantly more likely to expand to countries where these conditions are given. At the same time, once they have managed to establish themselves in a new context, there is often a circular dynamic: Jihadist presence tends to undermine the ability of governments to provide effective governance, and governments also tend to violate human rights in their attempts to quell jihadist violence. When engaging with local governments in sub-Saharan Africa, the EU and its Member States should therefore place particular emphasis on measures that address these dynamics.

5. The Wagner Group's Playbook in Africa: Mali

What is the Wagner Group doing in Mali? Since it rose to prominence after its involvement in the Syrian Civil War alongside the Assad regime, Wagner Group, a Russian-owned Private Military Contractor (PMC), has expanded its footprint into Africa. [1] Wagner has immersed itself in Libya, Madagascar, Mozambique, Central African Republic (CAR), and Sudan, leading training exercises, fighting anti-government forces, and brutally quelling protests. Wagner Group often overlaps with Russian state foreign policy aims, but its position as an independent contractor lends it unpredictability, while giving Russia plausible deniability. The group offers the Russian state a valuable tool: the ability to test new environments for military cooperation without appearing heavy-handed or overtly involved. Wagner has established a pattern of political, military, and economic involvement in Sudan and CAR since 2015. Wagner Group and its founder, Yevgeny Prigozhin, have followed this strategy successfully in Mali, contributing to France’s recent decision to withdraw its military forces from the country. Although Wagner group still needs to adapt its strategy to succeed in a new environment in Mali, the Kremlin has strong-armed a key competitor out of the country. This creates potential contagion effects for the rest of the Sahel, particularly those countries facing long-term insurgencies, such as Burkina Faso.

Abstract:
Turkey’s rising foreign policy ambitions have been best reflected in its pivot to Africa. One of the tropes used by the Erdoğan administration to advance its cause are references to the colonial heritage of the European Union (EU) and its member states. The AKP and its officials have employed this discourse to challenge the French influence in Mali since the 2020 coup d’état. As this paper shows, Turkey uses anti-colonial discourse to exploit postcolonial sentiments with a view to challenging the political and economic power of Western actors, to portraying Turkey as a legitimate and “anti-colonial” ally and partner and, in the long run, to establishing a robust Turkish presence in Mali, the Sahel and beyond. In order to counter Turkish influence, the EU needs to promote fair cooperation with Mali and West Africa, to assist with political and economic development in the region, and to mobilise Member States which are unencumbered with a colonial past.

Abstract:
The Sahel region of Africa is in freefall. Upwards of 19 million people need humanitarian assistance, five coups have occurred since 2020, jihadists and militias are killing thousands, and security forces and Russian mercenaries abuse civilians with impunity. The Sahel’s primary external actor, France, pursues intensive counterterrorism with the aim of helping Sahelian national authorities to reassert legitimacy; France also seeks to retain influence over its former colonies. But French policy has floundered. Anti-French sentiments drove France mostly out of Mali, one epicenter of the Sahel crisis, and many other Sahelians resent perceived French encroachments on their sovereignty. The United States lacks a real policy for the Sahel. Rather, U.S. policy drifts and reacts. Important humanitarian and development programs are overshadowed by securitized rhetoric and undermined by the considerable U.S. military activity in the Sahel, including vestiges of the “War on Terror.” The White House’s 2022 National Security Strategy, its Africa Strategy, and a forthcoming Sahel Strategy envision diverse efforts going beyond counterterrorism, but they read as laundry lists of priorities rather than as concrete plans of action. The vagueness of existing policy risks allowing obsolete assumptions and programs to continue.

Algeria's mediation endeavors are based on a well-established foreign policy of creating stability in the region and maintaining the status quo, for fear of any radical change that could lead to chaos and instability. This rule stems mainly from the political memory that has been lingering since the events of the ‘Black Decade’, which almost destroyed Algeria and its stability. This analysis highlights indications of the growing Algerian mediation endeavors in various recent crises in the region, such as the situation in Tunisia following president Kais Saied's decisions on July 25, 2021, the Libyan crisis and the complex political transition, the crisis of the Renaissance Dam between Egypt and Sudan on the one hand and Ethiopia on the other, as well as the crisis in Mali.

The main assistance theme of the U.S. Agency for International Development (USAID), U.S. embassies, other donors, and host government agencies in the impoverished Sahel Region of Africa has been focused for a decade on strengthening the resilience of rural households eking out a living on the edge of the Sahara Desert. More than 40 million people reside in this marginal arid geographic area, mostly pursuing subsistence agricultural and pastoral livelihoods. The countries most concerned by this effort to build rural resilience are Burkina Faso, Mali and Niger.
