1. Foreign and Security Policy in the New Malaysia

Abstract:
Malaysia’s foreign and security policy faces myriad challenges, but not much is likely to change under Mahathir Mohamad’s ‘New Malaysia’ framework. The return of Mahathir Mohamad to the prime ministership of the country he had previously led for 22 years has raised questions about the direction Malaysia’s foreign and security policy might take. While there may be some course-corrections in foreign and security policy under Mahathir’s Pakatan Harapan government, it will not stray far from the approach of previous administrations. Continuities will include its non-aligned status, its pragmatic dealings with both the United States and China, its focus on ASEAN centrality and Malaysia’s economic development through trade. Malaysia will revisit its earlier “Look East” policy; it has plans to upgrade its defence capabilities in the South China Sea; and it will take a more consultative approach to foreign policy-making.

Abstract:
In the aftermath of Malaysia’s momentous regime change, the new government faces a number of challenges to implementing wholesale political reform. Malaysia’s new government will need to deal with several key issues in the next 12 months to establish itself as a ‘change and reform’ administration, namely the Malay/Bumiputra Agenda, the 1963 Malaysia Agreement (MA63), political Islam, and a clear timetable for transition of power. Each of these issues is crucial to Malaysia’s political stability in the near term and to laying the foundation for long-term institutional reforms. If these reforms are not handled properly, the new Pakatan Harapan (Alliance of Hope) administration under Mahathir may be a one-term government and the country could easily revert to the old regime.

Abstract:
Many development challenges are complex, involving a lot of different agents and with unknown dimensions. Solutions to these challenges are often unknown, and contextually dependent. At the same time, there are political imperatives at play in many contexts which create pressure to 'find the solution now…and then scale it up.' Such pressure raises a question: how does a policy entrepreneur or reformer find a new solution and scale it up when dealing with complexity? This is the subject we address in the current paper, which is the fifth in a series on 'how to' do problem driven iterative adaptation (PDIA) (Andrews et al. 2015, 2016a, 2016b, 2016c). The paper focuses on building broad agency solutions in the process of identifying problems and finding and fitting contextually appropriate solutions. The broad agency is, in our opinion, a most effective mechanism to ensure scaling and dynamic sustainability in the change process. As with other working papers on this topic, the contents here do not offer all answers to those asking questions about how to do development effectively. It closes by reflecting on the importance of 'you' (the reader, and ostensibly part of a policy change or reform team somewhere) using this and the other ideas as heuristics to rethink and reorient how you work—but with your own signature on each idea.

4. Executive Accountability in Southeast Asia: The Role of Legislatures in New Democracies and Under Electoral Authoritarianism

In an influential study, Fish and Kroenig argue that "overarching institutional designs" (i.e., presidential, parliamentary, and dual systems) tell us less about the prospects of a new democracy than does the particular strength of the legislature. Specifically, executives are best checked where legislatures are powerful, generating horizontal accountability. In addition, ordinary citizens are better informed by the robust party systems that strong legislatures support, fostering vertical accountability. In comparing Freedom House scores with their Parliamentary Powers Index (PPI), Fish and Kroenig show clear correlations, leading them to conclude that democracies are made strong by legislatures that are empowered. In this monograph, this thesis is tested in five country cases in Southeast Asia: the Philippines and Indonesia, both new democracies, and Malaysia, Cambodia, and Singapore, cases of electoral authoritarianism. Analysis uncovers that in the new democracies, though their legislatures may be rated as powerful, members are geared less to checking the executive than to sharing in state patronage. In addition, although the legislature is evaluated as weak under electoral authoritarianism, it features an opposition that, with little access to patronage, remains committed to exposing executive abuses. What is more, when the executive operates a regime type that lacks the full legitimacy gained through general elections, he or she grows more receptive to at least mild legislative scrutiny. Contrary to Fish and Kroenig, then, this study concludes that the executive is held more accountable by legislatures under electoral authoritarianism than in new democracies. But rather than leading to a transition to democratic politics, this accountability strengthens authoritarian rule.

5. Malaysia's 2005–2006 refugee stand-off with Thailand: a security culture analysis

Abstract:
In September of 2005, Malaysia–Thailand relations were stressed by an incident in which 131 Thai Muslims fled across the Southern Thai border to seek refuge in Malaysia. The Malaysian government initially refused to return these 'asylum seekers,' and eventually chose to internationalize the situation by calling on the United Nations High Commission on Refugees (UNHCR). Malaysia's decision to internationalize the issue points to potential instability in Malaysia-Thailand bilateral relations and reflects several internal political problems faced by United Malays National Organization (UMNO) central decisions makers. This paper seeks to explain the Malaysian central government's security perspective on the northern border region. To do this, I employ Muthiah Alagappa's framework for security culture analysis in an attempt to understand Malaysian security culture from the perspective of that culture's central decision makers themselves. Abstract:
The cancellation of a draft peace agreement between the Moro Islamic Liberation Front and the Philippine government triggered renewed violence in the Philippine south and allegations that U.S. forces are involved in Philippine armed forces suppression activities. Both Manila and Washington deny the charges, though U.S. Special Operations Forces have been training the Philippine military in Mindanao since 2002. The U.S. has added new sanctions against Burma's junta and continues to criticize its political repression, while aid for the victims of Cyclone Nargis remains under the Burmese military's control. Ratification for ASEAN's new Charter by its member states has been achieved by eight of the 10 countries. The delays include concerns in the Indonesian and Philippine legislatures about Burma's detention of Aung San Suu Kyi as well as the junta's insistence that any ASEAN Human Rights Commission be toothless. The U.S. State Department has expressed concern over the Malaysian government's arrest of opposition leader Anwar Ibrahim on suspicious sodomy charges. Malaysian leaders responded angrily that the U.S. complaint constitutes interference in Kuala Lumpur's domestic politics and that Washington is not “the policeman of the world.”

7. Creating Competition: Patronage Politics and the PRI's Demise

Abstract:
Why do dominant parties persist in power for decades and under what conditions do challengers expand enough to beat them at the polls, thus transforming these systems into fully competitive democracies with turnover? Unlike in one - party regimes, the world's sixteen dominant party systems feature meaningful electoral competition; however, dominant parties have persisted despite enough social cleavages, permissive electoral institutions, negative retrospective evaluations of the incumbent's performance, and sufficient ideological space for challengers to occupy. I craft a resource theory of single - dominance that focuses on the incumbent's ability to divert public resources for partisan use. Using formal theory, I show how asymmetric resources and costs of participation force challengers to form as non - centrist and under - competitive parties. Only when these asymmetries decline do opposition parties expand. I test the theory's predictions using survey data of party elites in Mexico. I also extend the argument to Malaysia and Italy using aggregate data.

8. On Being Religious: Patterns Of Religious Commitment In Muslim Societies

Abstract:
Using the analytical framework developed by the Berkley research programme in religion and society, this paper will report findings from a comparative study of Muslim piety of over 6000 respondents from Indonesia, Malaysia, Pakistan, Iran, Egypt, Turkey, and Kazakhstan. The findings show similarities as well as significant differences in patterns of religious commitments among the respondents in the study. This is probably the first attempt to compare and 'map out' Muslim religiosity in Muslim countries. The first part of the paper will report the findings and the analysis by gender, life cycle, education and social position. The second part of the paper will discuss the findings using analytical insights from Emile Durkheim and Mary Douglas' sociology of religion. In this section, the paper will also compare selected aspects of Christian and Muslim piety and offer sociological explanations of the significant differences in 'experiential religiosity' between Christians and Muslims. The Christian piety data will be drawn from primary and secondary sources. The paper will conclude with a discussion of the sociological implications of these findings for social political and religious trajectories of Muslim countries.

9. Outlook for Malaysia's 11th General Election

Abstract:
When Prime Minister Abdullah Ahmad Badawi dissolved the Malaysian Parliament on 4 March 2004, it was an indication that general elections will be held in Malaysia within the next 60 days. The forthcoming general elections will be the 11th in Malaysian history. Given that it will be his first general election at the helm of the Malaysian government, this election has been billed as a test of Prime Minister Abdullah's mandate by the local and international media. Beyond that however, the elections will also put to test UMNO's performance over the past 4 years. Since losing substantial Malay support to the Islamic opposition PAS, UMNO has embarked on a "rejuvenation" exercise that gained impetus on the back of economic recovery, peaked with the resignation of Dr. Mahathir Mohamad and the ascension of Abdullah Badawi as Prime Minister of Malaysia. UMNO's revival has also been aided by external factors such as the fallout from the events of September 11. Indeed, recent developments do indicate that UMNO and the National Front will enter the 2004 general elections from a much stronger position that in 1999, and is likely not only to secure a two-thirds parliamentary majority, but also to repel the challenge from PAS and the opposition alliance nationwide.
