1. Exporting out of China or out of Africa? Automation versus Relocation in the Global Clothing Industry

Abstract:
The Discussion Paper examines the opportunities that the rising industrial wages in China will bring for Africa. China has been the industrial workbench of the global economy for decades. However, its competitive advantages are waning, particularly for labour-intensive assembly activities in the clothing, shoe, electronics and toy industries. The Chinese government estimates that up to 81 million low-cost industrial jobs are at risk of relocation to other countries - unless China can keep the companies in the country through automation. Against this background, three complementary studies were carried out. The first examines where the automation technology for clothing and footwear production stands today; the second, how clothing companies in China deal with the cost pressure: to what extent they automate, relocate within China or abroad and how great is the interest in Africa as a production location. The third part is devoted to Africa’s competitiveness in clothing assemly, with empirical findings from Ethiopia and Madagascar. The Discussion Paper shows that the manufacture of clothing can already be robotized today, but that for sewing, robotization will probably remain more expensive than manual labor in the next 15-20 years. China’s companies are investing heavily in the automation of all other production processes and at the same time shifting production to neighbouring Asian countries. In Africa, only Ethiopia is currently competitive in the manufacture of clothing, and here too there are significant institutional difficulties in absorbing large amounts of direct investment.

Abstract:
Recently, the successful organization of La Francophonie summit in November 2016 and the success of the Donors’ and Investors’ conference in December of the same year have ensured Madagascar’s return to the international scene. However, careful observation of the state of the country leads us to question if the crisis has continued in other forms. The economic difficulties, despite some glimmers of hope, and an increasingly vindictive opposition (in the National Assembly and elsewhere) are the most visible signs of it. The very identity of this opposition, largely built around the former transitional president, Andry Rajoelina’s, party shows that the political sequence that opened in 2009 is still not closed, and that it promises to be subject to a new crisis in the next presidential election in 2018. However, the most difficult legacy of the transition to deal with, as we demonstrated in 2014, is undoubtedly the ever more advancing pervasiveness of multi-faceted crime.

On the 22nd of January, Turkish President Recep Tayyip Erdoğan embarked on another tour of three East African countries, Tanzania, Mozambique and Madagascar. These visits bring his total trips to 10 in Sub Saharan Africa, the most by any Turkish president. Earlier in 2016, he visited Ghana, Guinea, Cote d’ivoire, Nigeria, Kenya, Uganda and Somalia. These trips to a much larger extent signify the increasing policy attention Turkey is giving Africa.

RICHARD R. MARCUS examines the roots of Madagascar's President Marc Ravalomanana's power and how they grew in leadership and regime expression. He argues that the private sector came to substitute for the bureaucracy, military, and other common bases of neopatrimonial rule thus allowing Ravalomanana to create a personalized economic-political fusion in a democratic context. This ultimately contributed to his downfall.

In reviewing various commemorations that highlighted the year 2005 in France, this article points out the major evolutions of memory visible primarily in the press and media coverage of these events. If public memory remains as highly charged and polemical as it was in the 1980s and 1990s, attention is clearly turning away from the Occupation and Vichy to focus more on Europe and on France's colonial past, as we see not only in the ceremonies celebrating the “liberation” of Auschwitz, the Allied victory over Nazi Germany, and the dedication of the Mémorial de la Shoah, but also in the many articles devoted to Russian and Eastern European experiences of the war, as well as to the bloody postwar repressions of colonial uprisings in Algeria and Madagascar. Now that racial and ethnic tensions are exacerbating an increasingly fragmented public memory, the work of history is more urgent than ever.

8. Measuring Food Security Using Respondents' Perception of Food Consumption Adequacy

Food security is a complex and multi-dimensional phenomenon. As such, its measurement may entail and benefit from the combination of both 'qualitative-subjective' and 'quantitative-objective' indicators. Yet, the evidence on the external validity of subjective-type information is scarce, especially using representative household surveys. The aim of this paper is to compare information on self-perceived food consumption adequacy from the subjective modules of household surveys with standard quantitative indicators, namely calorie consumption, dietary diversity and anthropometry. Datasets from four countries are analysed: Albania, Indonesia, Madagascar and Nepal. Simple descriptive statistics, correlation coefficients, contingency tables and multivariate regression show that the 'subjective' indicator is at best poorly correlated with standard quantitative indicators. The paper concludes that while subjective food adequacy indicators may provide insight on the vulnerability dimension of food insecurity, they are too blunt an indicator for food insecurity targeting. An effort towards developing improved subjective food security modules that are contextually sensitive should go hand in hand with research into how to improve household survey data for food security measurement along other dimensions of the phenomenon, particularly calorie consumption.

9. Norway's Fredskorpset Youth Program: Study of Selected Exchange Projects

The Fredskorpset Youth program is a North-South exchange program facilitating the exchange of young people between partner organizations or institutions of Norway and countries of the South. The present study was commissioned in order to assess the degree to which stated goals of the exchanges were realized. Four exchanges were selected to be studied: between a Norwegian and Kenyan student organization (AIESEC); between a Norwegian missionary organization (NMS) and its counterpart church in Madagascar (FLM); between local Red Cross organizations in Norway and Uganda; and between a Norwegian (VUC) and two Malawian teacher training institutions (CC, LTTC). Objectives of the programs included acquiring new knowledge, attitudes and commitment at the level of individual participants, organizational strengthening and development of international contacts at the institutional level, and dissemination of information. As goals were mostly quite loosely formulated, it was difficult to assess the degree to which they were realized with any precision. Findings varied between the exchanges, but in general individual objectives were reached to some extent, while results might have been even stronger with more systematic attention to them. Institutional goals were achieved in most of the cases. In terms of information dissemination, this could be strengthened in most of the exchange programs.

10. Crime, Isolation, and Law Enforcement

This paper investigates the relationship between criminal activity and geographical isolation. Using data from Madagascar, we show that, after we control for population composition and risk factors, crime increases with distance from urban centers and, with few exceptions, decreases with population density. In Madagascar, crime and insecurity are associated with isolation, not urbanization. This relationship is not driven by placement of law enforcement personnel which is shown to track crime, but fails to reduce feelings of insecurity in the population. Other risk factors have effects similar to those discussed in the literature on developed countries. We find a positive association between crime and the presence of law enforcement personnel, probably due to reporting bias. Law enforcement personnel helps solve crime but appears unable to prevent it.
