1. The Rotating Council Presidency and the New Intergovernmentalism

Abstract:
The Lisbon Treaty fundamentally changed the presidency regime of the European Union at the expense of one of the oldest and most central institutions of European integration: the rotating presidency. The chair positions of the European Council, the Foreign Affairs Council and the Eurogroup have been decoupled from the rotating presidency. Understanding the reduced role of the rotating presidency requires attention for the changing dynamics of EU policymaking, especially for the new intergovernmentalism which implies decision-making outside the classic community method and for the rise of the European Council to the status of a lead institution.

Abstract:
EU governance is characterized as a multi-level system in which various actors are involved in the policy-making procedure at multiple levels in a non-hierarchical way. During the course of the European integration process, EU governance has been brought forward as a response to the citizens' quest for a legitimacy through enhanced democratization in the decision-making mechanisms and as a tool that would increase the leverage and competitiveness of the EU to have an efficient way of functioning for the enlargement of the Union. In that respect, the legitimacy and the representative power of the EU and its institutions are put under scrutiny, as powerful and at the same time efficient decision-making mechanisms are necessary for the EU. However, although significant changes are enshrined in the Lisbon Treaty regarding the decision-making procedure and policy outcomes, it has been limited with struggle between cooperation and competition at vertical and horizontal levels under the shadow of supranational hierarchy that has created mistrust on the EU institutions and decision-making structures from the perspective of citizens. The article addresses this issue on the grounds of the reasons and the circumstances in which EU governance emerged, the principles and characteristics it is based on, the means and ways it utilizes, and the effects on the decisionmaking process of the EU.

Abstract:
THE EUROPEAN UNION (EU) faced a stalemate of institutional reform between the signing of the Treaty of Nice in 2001 and the Treaty of Lisbon in 2009. Although the provisions of the Treaty of Nice were far from resolving the institutional troubles of the EU in the aftermath of the Eastern enlargement, the process for wider reform was painstaking and long. This book explains the convoluted process through which the EU managed to achieve the much-needed, but least expected institutional reform following the Nice Treaty. Thus the major puzzle, which the book tackles, is the dynamics under which the political actors changed their positions and preferences to agree on the Treaty of Lisbon provisions for further institutional reform. In other words, why did political actors shift their preferences in the aftermath of the Treaty of Nice? What were the reasons and processes that pushed the EU towards further reform?

In the post-Lisbon era and especially since the outburst of the financial and European sovereign debt crisis, the EU has been changing significantly, to the extent that the meaning and the process of integration are being affected. While constitutional asymmetry is a longstanding feature of the EU polity, the real challenge today is the expanding scope and fragmented character of newly established forms of flexibility, and how they are being used politically. The flexible configuration of integration reinforces a trend toward fragmented integration. Flexibility within the EU could become an end in itself, a device to serve a wide range of strategic visions and preferences in sectoral politics.

The next European Parliament elections that take place from 22 to 25 May 2014 will not only shape politics in the European Parliament, but also influence the direction of the EU and Europe for the years to come. With the increased powers that the European Parliament gained after the entry into force of the Lisbon Treaty in 2009, the new political majority following the elections has the competences to change or block almost all EU policies as the main legislator in the EU in cooperation with the Council of Ministers. Besides its significantly expanded competences in legislation, the next European Parliament will also for the first time formally 'elect' the next President of the European Commission.

The Lisbon Treaty and the European External Action Service provide the EU with an excellent framework for comprehensive and effective crisis prevention and crisis management work. They just need to be utilised to the full. The security and development nexus can only be enhanced through long-term perspectives. Rather than renewing its general security strategy, the EU's focus should be on preparing tailor made and institutionally endorsed regional approaches and strategies, where the broad objectives would be operationalized into more concrete goals. In conflict-prone regions, goal-setting should be carried out through full participation with the beneficiary countries and their civil societies. Dialogue and mediation are perfect tools for achieving reconciliation and stability, and need to be utilized at every stage of comprehensive crisis management and at different levels of society. Comprehensive EU activities in the field of crisis prevention and crisis management should be duly evaluated, as only by looking at the bigger picture can lessons truly be learned and endorsed.

9. One Actor, One Too Many Voices? The EU at the UN General Assembly

The article tests the assumption that the deepening integration brought on by the European Union's Treaty of Lisbon should have a palpable effect on the dynamics of EU Member States' action at the United Nations. Building on existing scholarly literature, on interviews with diplomats and staff of the European External Action Service at two UN headquarters locations, as well as on a case study of what is arguably the most universal of multilateral bodies, the UN General Assembly, the article asses the "voice of the EU" on the global multilateral scene. It concludes that, in spite of the abundance of theoretical and practical arguments for increasing the unity of European diplomacy, action in the UNGA does not provide grounds fo an overly hasty departure from a state-centric view of EU foreign policy.

In 2008 we introduced a semiannual series providing estimates of fundamental equilibrium exchange rates, or FEERs (Cline and Williamson 2008a). The economic concept of FEERs was first set forth by Williamson (1983). An operational method for arriving at multilaterally consistent estimates of FEERs was developed by Cline (2008) and has been applied over the past five years in this series of estimates. This issue marks the valedictory round of the series for Williamson, who is retiring.
