201. The GCC and the Arab Spring: A Tale of Double Standards

Abstract:
Since 2011, the Gulf Cooperation Council (GCC) countries have been confronted with increasing challenges stemming from the Arab uprisings. Internally, they have had to face popular mobilisation and discontent, triggering a mixed reaction, including economic handouts, patronage, limited political and economic reforms as well as military intervention and repression. Externally, they have actively intervened in support of the protest movements in Syria and Libya and enthusiastically facilitated President Saleh's departure from Yemen. At first sight these responses may seem schizophrenic. Upon closer inspection, however, managing instability by shoring up friendly regimes on the inside and expanding the GCC's influence outside represent two sides of the same coin.

The Middle East faces even bigger challenges in 2013 than it did during the first two years of the so-called Arab Spring. So far—a pivotal caveat—the Arab uprisings have deepened the political divide, worsened economic woes and produced greater insecurity. Solutions are not imminent either. More than 120 million people in Egypt, Tunisia, Libya and Yemen have experienced successful uprisings that ousted four leaders who together ruled a total of 129 years. But more than half of the Arab world's 350 million people have yet to witness any real change at all. Defining a new order has proven far harder than ousting old autocrats. Phase one was creating conditions for democracy. Phase two is a kind of democratic chaos as dozens of parties in Egypt, Libya and Tunisia do political battle (and in some cases physical battle) over constitutions. Ancien regimes have not totally given up, as in Yemen. The cost of change has exceeded even the highest estimates, as in Syria. So most Arabs are probably disappointed with the “Arab Spring” for one of many reasons. Nevertheless the uprisings were never going to happen in one season. This is instead only the beginning of a decades-long process—as most in the West should know from their own experiences.

203. China Reinterprets the Liberal Peace

Abstract:
China's assertiveness is growing. While in the past China's foreign policy kept a low profile in international affairs, global developments, prime amongst which in the Middle East, highlight China's growing influence in world politics and its ensuing role in shaping global norms. Within the liberal peace discourse, China's reinterpretation of international norms can be seen as the result of a mixture of prior local norms - sovereignty and non-interference - and changes within the international environment - namely conflicts in North Africa and the Middle East. Particularly, in terms of intervention and peace-building practices, China insists that a number of preconditions - which are encapsulated in the notion of Responsible Protection (RP) - have to be met in order to consider intervention in sovereign states. This paper argues that in order to achieve a full picture of Chinese foreign policy and its normative underpinnings, it is necessary to explore the debate within non-state actors beyond the government apparatus, such as think tanks and research institutions.

204. Crisis Management in Libya: Learning the Lessons of 1986

Abstract:
In April 1986, the Reagan administration, with the support of the Thatcher administration in the United Kingdom, bombed several targets within Libya as retaliation for Libyan terrorism that they believed had begun to challenge essential U.S. security interests. Although the stated goal was to change Libya's behavior and reduce its incentives for supporting terrorism, senior leaders and policymakers were quick to declare victory based on military success in striking the targeted sites. Libya's subsequent support for the bombing of Pan Am Flight 103, which came down over Lockerbie, Scotland, in 1988, and the bombing of the Union de Transports Aériens (UTA) Flight 772 in Africa, taken down over Niger in 1989, provide meaningful rebuttals to claims that the 1986 action succeeded in preventing Libyan support for terrorism.

205. Domestic Security in the Maghreb: Deficits and Counter-Measures

Terrorism and crime, particularly organised crime with its close links to terrorism, currently constitute the greatest challenges to the domestic security of the Maghreb states Algeria, Libya, Morocco and Mauretania. Additional challenges have resulted from the social protests of 2011 in Tunisia, Egypt and Libya, which gained unexpected political momentum and culminated in the ousting of regimes. Terrorism and organised crime are, to varying extents, prevalent in all Maghreb states and have led to the introduction of extensive counter-measures by governments and security agencies. These measures comprise five categories of activity: (1) increased personnel for security agencies and efficiency-enhancing reforms within these agencies; (2) a significant increase in and upgrading of equipment for security agencies; (3) the strengthening of the legal foundation (laws, regulations) for combating these offences with judicial measures; (4) an increase in bilateral, regional and international cooperation in the field of security; and (5) the implementation of preventive measures. The fifth measure, however, has received considerably less attention than the others. Some measures have entailed human rights violations. Nonetheless, as yet their use has sufficed to contain the threats posed by terrorism and crime.

206. NATO's Victory in Libya

Abstract:
NATO's operation in Libya has rightly been hailed as a model intervention. The alliance responded rapidly to a deteriorating situation that threatened hundreds of thousands of civilians rebelling against an oppressive regime. It succeeded in protecting those civilians and, ultimately, in providing the time and space necessary for local forces to overthrow Muammar al-Qaddafi. And it did so by involving partners in the region and sharing the burden among the alliance's members. NATO's involvement in Libya demonstrated that the alliance remains an essential source of stability. But to preserve that role, NATO must solidify the political cohesion and shared capabilities that made the operation in Libya possible -- particularly as its leaders prepare for the upcoming NATO summit in Chicago this May.

207. The Evidence of Al-Qa'ida's Role in the 2004 Madrid Attack

ON MARCH 11, 2004, a series of coordinated bombings ripped through Madrid's commuter train system, killing 191 people. Although the attacks have been described as the product of an independent cell of self-radicalized individual sonly inspired by al-Qa`ida, the extensive criminal proceedings on the Madrid bombings refute this hypothesis. The network responsible for the Madrid attacks evolved from the remnants of an al-Qa`ida cell formed in Spain a decade earlier. It was initiated following instructions from an operative of the Libyan Islamic Fighting Group (LIFG) and included members of the Moroccan Islamic Combatant Group (GICM), as well as two former members of the Algerian Armed Islamic Group and Egyptian Islamic Jihad. Although the network also included common criminals who radicalized into jihadists, this cell component was only a late addition.

208. Digital Media in the Arab World One Year After the Revolutions

The Arab region is experiencing a profound media shift. The year following the start of the Arab revolutions–in Tunisia, Egypt, Libya and violent uprisings in Syria, Yemen, and Bahrain–was followed by continued repression and threats to the exercise of free expression online and offline. But the year also saw great strides in the numbers of Arabs across the region turning to social media platforms and the ascendancy of online engagement. This report traces and analyzes the enabling of tens of millions of individuals–as well as established news outlets–to attract wide global followings with Facebook and Twitter updates and YouTube videos about rapidly changing events. The widely diverse and pluralistic online communities in the Arab world are creating and sharing content, calling into question the future of the many state-owned or self-censored media that provide less in the way of engagement that Arab audiences have come to expect.

209. Towards a 'post-American' alliance? NATO burden-sharing after Libya

On 31 October 2011 NATO successfully ended its seven-month military mission in Libya (Operation Unified Protector). Coalition air strikes were instrumental in protecting civilians and ousting the Qadhafi regime. In terms of alliance politics, the operation also seemed to reflect a new transatlantic burden-sharing model. The United States, the most powerful military actor within NATO, decided to play only a supporting role, forcing some European allies, predominantly France and Britain, to take the lead. Consequently, some commentators saw the Libya campaign as a 'historical milestone' for the Atlantic alliance and a potential model for future NATO burden-sharing. The US government seemed to share this view. In a speech in Brussels in October 2011, acting Secretary of Defense Leon Panetta described the Libya operation as an example of a more equal transatlantic burden-sharing arrangement. He also emphasized that the current level of US commitment to the alliance was unsustainable owing to the significant pressure on the US defence budget. In June that year his predecessor as Defense Secretary, Robert Gates, had also called for better burden-sharing across the Atlantic. Specifically, he criticized the lack of defence spending on the part of most European allies and predicted a 'dim, if not dismal, future' for the alliance if this trend is not reversed. NATO's Secretary General, Anders Fogh Rasmussen, has also called for members of the alliance to make renewed efforts to come to a better burden- sharing arrangement whereby European allies invest more in 'smart defense', with its emphasis on the pooling and sharing of military resources.

210. Libya: The Transition Clock

Abstract:
These are heady days in Libya. In the wake of the slaying of former dictator Muammar Qadhafi on October 21, the National Transitional Council (NTC) moved quickly to issue a “declaration of liberation.” The October 22 announcement establishes a timetable for the abolishment of the NTC and lays out a road map to political transition. Elections for a public national conference are to be held within 8 months, which will in turn appoint a new prime minister, an interim government, and a constituent authority charged with drafting the new constitution that will then be put to a referendum. If the constitution is approved, general elections will take place within 6 months.
