Abstract:
Despite successful parliamentary elections in early July, localized clashes over identity, power, and resources persist in Libya, straining the capacity of the weak government, deterring foreign investment, and possibly stunting the emergence of democratic institutions. The most pressing of these conflicts— growing insecurity in Libya's eastern region of Barqa, where Benghazi is located—is fueled by longstanding neglect, Salafi militancy, and fighting between ethnic Tabu and Arab tribes. Lacking an effective police and national army, the state is struggling for legitimacy and control of the east. It must act to restore the periphery's confidence in the center.

Abstract:
Social media played a central and celebrated role in the uprisings that took place in the Arab world in 2011, facilitating the organization and coordination of popular resistance to dictatorial regimes in Tunisia, Libya and Egypt. The use of social media channels to popularize and concentrate resistance was made possible, in part, by the recent growth of the information and communications technology (ICT) sector in the region. While the lack of economic growth, job opportunities and political agency were fundamental driving forces behind the Arab revolutions, ICT and social media were critical tools that helped transform the deep-seated discontent into a widespread social movement.

Abstract:
In landmark elections, Libyans went to the polls for the first time in 60 years to elect a General National Congress which will form an interim government, oversee the writing of a constitution, and supervise polls for an elected government based on the new constitution. Taking place only nine months after the successful conclusion of the 17 February Revolution, the elections were widely hailed as an extraordinary achievement. The election results were a surprise to many observers as Libyan voters largely supported moderate parties and candidates, reversing a regional trend in support of Islamists.

Abstract:
The EU's ineffectiveness vis-à-vis Libya and the southern Mediterranean crises more broadly is largely explained by the CSDP's narrow mandate centred on crisis management. The EU's emphasis on external crisis management was strategically sound given the geopolitical context of the 1990s. CSDP's quiet drift towards a 'softer' kind of crisis management from the middle of the first decade of the 2000s was also instrumental in highlighting the EU's differences from post-11 September US unilateralism. That said, (soft) crisis management has become progressively obsolete in the light of a rapidly changing geopolitical environment characterised by an overall retreat of Western power globally, a weakening of America's commitment to European security, an increasingly tumultuous European neighbourhood, and Europe's financial troubles. In order to meet the demands of a changing geopolitical environment, CSDP must break away from its distinctively reactive approach to security to include all the functions normally associated with the military including, chiefly, deterrence and prevention. This would allow the EU to actively shape its regional and global milieu.

The United States presidential election in November comes at a crucial moment in world affairs, particularly in the Middle East. The year-long uprising in Syria has devolved into civil war. The conflict between Iran, on the one hand, and the U.S., Europe, and Israel, on the other, has not been diffused. The transition of power in Iraq and the planned force reduction in Afghanistan suggest that both countries will continue to experience marked change. The future of relations with new governments in Egypt, Libya, Tunisia, and Yemen must be reshaped.

Libya's borders remain largely ungoverned, and securing the periphery is among the country's greatest challenges. Weak border control allows markets in arms, people, and narcotics to thrive alongside everyday trafficking in fuel and goods, with profound consequences for the region as a whole. For Libya to create a truly effective border security strategy it must do what no Libyan government before it has done—disentangle the web of economic and local interests that fuel Libya's border insecurity.

Abstract:
This article analyzes the development of Turkish-Saudi Arabian relations from the beginning of the struggle of the al-Saud family to gain power in the Arab peninsula to today. As a result of negative perceptions from both sides, bilateral relations were distant for decades. However, Turkish-Saudi relations began to improve remarkably under the AK Party and King Abdullah governments and a rapprochement started in 2005. Many agreements were signed during visits by political leaders from both sides. After the Arab uprisings began at the end of 2010, both countries took their cooperation further. As the two countries least influenced by the uprisings, Turkey and the Saudi Kingdom have been supporting the newly emerging political elites (Islamic groups) in Egypt, Libya and Syria; they have been maintaining close relations with the Western countries; and they have been trying to preserve regional stability and balance against Iran and its allies. However, there are some differences in their regional policies, such as their perceptions on the pace and scope of changes.

200. Lessons Learned From the 2011 Strategic Petroleum Reserve Release

On June 23, 2011, the International Energy Agency (IEA) announced plans to coordinate the release of emergency oil stockpiles in an attempt to offset an ongoing loss of crude oil production in Libya. In the six months prior, oil prices had jumped more than 20 percent, as political upheaval in Libya had prevented an estimated 132 million barrels of oil from reaching the market. IEA member country policymakers feared that high oil prices risked undermining a nascent global economic recovery. To combat that threat, twelve IEA member countries made roughly sixty million barrels of crude oil and refined oil products, such as diesel and gasoline, available to the market. The release, which the IEA referred to as the “Libya collective action,” lasted from July 23, 2011, until September 15, 2011. It was only the third time in its nearly thirty-year history that the IEA, which was founded after the 1973 oil crisis, has undertaken a coordinated release, though the United States has unilaterally released strategic stocks on several occasions for reasons that include raising revenue and countering rising heating oil prices.
