Abstract:
R2P, like all norms, is bound to see its capacity to deliver on its intended goals tested by real experience. Ever since R2P was endorsed by member states at the United Nations General Assembly in 2005, a number of cases have helped define the boundaries of its application. Well before Libya, R2P had already made a discrete difference in a number of cases: from the most cited example of the political and diplomatic response to the outbreak of ethnic violence in Kenya in early 2008; to the patchy response to signs of ethnic cleansing in Kyrgyzstan in the summer of 2010; to the more forceful regional and international efforts in Guinea at the end of that year.

While ownership of the transition belongs to those who initiated and drove the uprisings in Egypt, Libya, and Tunisia, the West has a great stake in the outcome. A failure of these revolutions would likely lead to a rise in radicalism across the Arab world, increased threats to the security and stability of the Mediterranean region, potential disruption in energy flows to Europe and beyond, and enhanced pressures on migration to Europe, both legal and illegal.

Abstract:
Since July 2008 when one of Qadhafi's sons was arrested in Geneva, Libya has been engaged in a major stand-off with Switzerland. What began as a personalised affair soon escalated into a major diplomatic crisis with the Libyan leader going so far as to declare jihad against the Swiss. Yet whilst Libya's response to the arrest surprised many and prompted questions about whether the recently rehabilitated Libya had really changed its ways, this affair in fact demonstrates some of the constants of Libyan foreign policymaking since the revolution of 1969. These include the highly personalised nature of policymaking in the Libyan state and the use of foreign policy in the enduring quest for popular legitimacy.

Abstract:
President George W. Bush has suggested that other nations— Iran, North Korea, Syria—follow the example of Libya, which increased its own security by ending links with terrorist groups and surrendering weapons of mass destruction and delivery systems. Some commentators are taking a second lesson from the Libya case: The United States will forgo its declared interest in democratization and reform if a country takes positive security-related steps and has enough petroleum to offer. The United States needs to correct this impression. It has the opportunity to do so through pursuing incremental political reform and human rights improvements in Libya even while relieving sanctions and developing relations. From pressing for repeal of limits on free expression to the prosecution of cases of torture, there are many ways Washington can use its leverage to urge long-term political change that will not come about through economic liberalization alone.

Libya's decision last December to renounce its unconventional weapons programs has been hailed as a "model" for other rogue states willing to come in from the cold. Indeed, Colonel Muammar Gaddafi—once scorned by President Ronald Reagan as "the mad dog of the Middle East"—today appears on the brink of international rehabilitation. But to embrace Tripoli is to embrace tyranny: Gaddafi's regime is among the most despotic in the region, as well as a significant source of instability and violence across Africa. If the Bush administration is serious about a "forward strategy of freedom" for the Muslim world, it cannot afford to turn a blind eye to Gaddafi's internal repression and international adventurism.

The Libyan leadership's decision to hand over the two citizens suspected of carrying out the terrorist attack against a Pan Am civilian aircraft over Lockerbie on December 12, 1988 undoubtedly marks a change in Tripoli's foreign policy. It remains to be seen how durable this change will be and whether international policies may consolidate it or make it less reversible than Tripoli's record would suggest. While one can only speculate on how long Libya's new foreign policy direction will last, the second question-whether this direction can be consolidated - is the basic matter addressed in this paper. Libya is a special and, to some extent, extreme case in a range of post-Cold War developments and changes which concern a good number of Arab countries. The Libyan case must be put in this more general perspective.
