Abstract:
This paper hypothesizes that analyzing the geo-economic and energy security characteristics of gas supplies to Europe may help in understanding the features of regional and international relations with regard to selected countries. The paper highlights the significance of natural gas in the New Energy Order, and points to the importance of supply security for the EU. It looks at Russia, Azerbaijan, Turkmenistan, Kazakhstan, Iran, Iraq, Egypt, Libya and Algeria as suppliers and Turkey as a transit country in an emerging gas corridor to Europe. It examines supply-side opportunities, which promote new fields of international cooperation based on gas trade, and addresses certain restraints that may reduce the likelihood of further regional cooperation. Economic and geographic factors create new opportunities for regional trade and international relations. This geoeconomic aspect, however, takes place with international security issues varying from case to case.

Abstract:
Since July 2008 when one of Qadhafi's sons was arrested in Geneva, Libya has been engaged in a major stand-off with Switzerland. What began as a personalised affair soon escalated into a major diplomatic crisis with the Libyan leader going so far as to declare jihad against the Swiss. Yet whilst Libya's response to the arrest surprised many and prompted questions about whether the recently rehabilitated Libya had really changed its ways, this affair in fact demonstrates some of the constants of Libyan foreign policymaking since the revolution of 1969. These include the highly personalised nature of policymaking in the Libyan state and the use of foreign policy in the enduring quest for popular legitimacy.

Abstract:
Italy and Libya have always enjoyed a special relationship based on reciprocal economic interests. The 2008 Friendship Treaty and the formal apologies for the colonial past have paved the road for more stable cooperation between the two countries in other sectors as well. Libya has started a gradual and prudent reform that, minimising the risks of destabilisation, is meant to attract foreign investments outside of the hydrocarbon sector in an attempt to diversify the economy. As its major political and economic partner, Italy is playing an important role in the Libyan transformation process.

Depuis l'arrivée au pouvoir de Mouammar Kadhafi en 1969, la Libye est devenue le voisin le plus important du Tchad. Pendant la présidence d'Hissène Habré, la relation devint hostile et fut marquée par différentes interventions militaires. Depuis l'entrée en fonction d'Idriss Déby, la Libye a abandonné toute revendication territoriale sur le pays et s'est transformée en parrain régional, jouant un rôle actif dans les négociations de paix entre le régime et ses rebellions. Elle a en effet les moyens financiers et l'autorité pour amener les protagonistes à négocier, mais son suivi de la mise en oeuvre des accords passés laisse souvent à désirer. Sa diplomatie a connu de brefs succès en facilitant la cooptation des rebelles par N'Djamena mais a suscité peu de progrès à long-terme pour une stabilisation du Tchad. Le contraste entre les pressions exercées pour obtenir des signatures sur les accords de paix qu'elle chaperonne et son manque d'intérêt pour leur application suggère que les médiations de Kadhafi sont moins fondées sur un désir de stabiliser le Tchad, que sur une volonté de préserver son influence régionale.

“Oh my God, they found me, I don't know how, but they found me,” frantically sputters Dr. Emmett “Doc” Brown, the eccentric inventor of the time machine car in Robert Zemeckis' highly successful 1985 film Back to the Future, “[It's] the Libyans!” As Alan Silvestri's background music crescendos, the camera cuts to a Volkswagen bus slowly and sinisterly weaving down a well-manicured, deserted backroad toward the empty Twin Pines Mall parking lot where at 1:15 AM the Doctor and his young protégé Marty tinker with the plutonium-powered time machine. Suddenly the hat-covered head of an unnamed, swarthy, machine-gun-wielding Libyan emerges from the roof of the careening bus as unintelligible, crazed Arabic words vaguely including 'Allah' pass between him and the driver, presumably verifying that the white-haired man in the lab coat and yellow rubber gloves is indeed the same Doc Brown who took their plutonium and provided them with an atomic bomb consisting of little more than pinball machine parts! After an inordinate number of shots, Doc Brown is taken for dead and Marty hops into the time machine car under hot pursuit from the Libyans who cannot manage to eliminate the unarmed witness as they screechingly circle around the JC Penney department store, cursing both the “damn Soviet gun” and the “damn German car.” Finally, Marty achieves the critical speed for time travel and in the bright flash of light the Libyans lose control of the Volkswagen and dramatically crash into a Fox Photo booth promising one-hour photograph development to suburban Californian families.

Abstract:
On August 30 2008, Italian Prime Minister Silvio Berlusconi flew to Benghazi to sign the Treaty on Friendship, Partnership and Cooperation between Italy and Libya, concluding the long negotiating process that began under previous Italian governments and was accelerated by the current administration. The Treaty was meant to put an end to the dispute between the two countries and Libya's claims relating to Italian colonialism. In greeting Colonel Muammar Gheddafi, Berlusconi expressed his regret for the colonial period in very strong terms.

Abstract:
Peaceful nuclear cooperation—the transfer of nuclear technology, materials, or knowledge from one state to another for peaceful purposes—has figured prominently in international politics since the dawn of the atomic age. During an address before the United Nations General Assembly in December 1953, U.S. President Dwight Eisenhower encouraged the nuclear suppliers to promote international peace and prosperity by sharing their technology and know-how. Since this “atoms for peace” speech, countries have signed more than 2,000 bilateral civilian nuclear cooperation agreements (NCAs) pledging to exchange nuclear technology, materials, or knowledge for peaceful purposes. Recently, NCAs have been signed at an increasingly rapid rate, as countries look for solutions to global climate change and for assistance in combating energy shortages and high oil prices. For example, since coming to office in May 2007, French President Nicolas Sarkozy has signed NCAs with a plethora of states seeking to begin or revive civilian nuclear programs, including Algeria, Jordan, Libya, Qatar, the Emirates, and Vietnam.

Numerous celebrations in Libya this week will mark the fortieth anniversary of the September 1 revolution spearheaded by Muammar Qadhafi. For the Great Leader, these events are an opportunity to demonstrate the achievements of the Jamahiriyya and to further legitimize his rule. At the same time, the release and triumphant reception of terminally ill Abdel Basset al-Megrahi, convicted of murder for the Lockerbie air disaster, as well as the recent crisis in Swiss-Libyan relations, serve as a warning about Libya's leveraging of its hydrocarbon riches to achieve policy goals.

Abstract:
Immigrant and asylum-seeker camps like those in Libya and Morocco are the creation, manifestation, and part of the new, borderless Europe. They consist of a new post-colonial, new-liberal border-zone, a space continuously negotiated by the movement of people, new forms of surveillance technology, and new processes of supranational government. The camps are a response to both a “security” and “humanitarian” crisis, brought into reality through two governing regimes: one of policing and one of protection. The precise mechanisms produce spaces which not only divide people into citizens of one nation-state or another, but produce certain populations as surplus humans.
