Abstract:
For centuries, Africa’s Upper Guinea Coast region has been the site of regional and global interactions, with societies from different parts of the African continent and beyond engaging in economic trade, cultural exchange, and various forms of conflict. This book provides a wide-ranging look at how such encounters have continued into the present day, identifying the disruptions and continuities in religion, language, economics, and various other social phenomena that have resulted. These accounts show a region that, while still grappling with the legacies of colonialism and the slave trade, is both shaped by and an important actor within ever-denser global networks, exhibiting consistent transformation and creative adaptation.

Abstract:
Gender equality is an international norm that stipulates the equal right of women, men and gender minorities to access opportunities and resources, regardless of the sex with which they were born and the gender with which they identify. In the context of the security sector, this means that women and men should have equal opportunities to participate in the provision, management and oversight of security services, and that the security needs of women, men, boys and girls should be equally considered and effectively responded to. While ECOWAS recommends that the specific security and justice needs of men and women, boys and girls are fully integrated into all reform processes and governance mechanisms applicable to the security sector, the transition from theory to practice often proves challenging. Tool 8 of the Toolkit for Security Sector Reform and Governance in West Africa is designed to provide practitioners with action-oriented guidance for tackling this challenge. It may be most useful to national actors involved in the governance of security institutions and to those who partake in democratic oversight. This Tool aims to facilitate the identification of effective entry points for integrating the aims of gender equality in national legislation, strategies and budgets for security; in the management of security institutions; in the delivery of justice and security services and in national defence; as well as at all stages of internal and external oversight of the security sector.

Abstract:
On August 7 and 8, 2014, CIGI's Global Economy Program co-hosted a conference with Uganda Debt Network to discuss African perspectives on sovereign debt restructuring. The proceedings, opened by the vice president of Uganda, took place in Kampala, and featured several distinguished participants — including current and former finance ministers and central bank governors, academics and practitioners, and civil society representatives — from Uganda, Liberia, Cameroon, Ghana, Nigeria, Zambia and Zimbabwe. Participants also came from civil society organizations and intergovernmental institutions representing broader groups of African countries or the continent as a whole.

24. Can Development Interventions Help Post-conflict Communities Build Social Cohesion? The Case of the Liberia Millennium Villages

Abstract:
This paper evaluates the efforts of one international development intervention — the Kokoyah Millennium Villages Project (KMVP) — to improve welfare and build social cohesion in post-conflict Liberia. This study is based on a preliminary analysis of survey data from a quasi- experimental, difference-in-differences (DID) research design, and shows that social cohesion was already higher than anticipated before the project began. Despite operational challenges with implementation of the KMVP, complaints about the project, and lack of improved perceptions of welfare, there is evidence that the KMVP had positive effects on some measures of social cohesion and no evidence of adverse effects, yet no changes on some factors that may be important to contribute to development. This paper demonstrates that DID measures and quasi-experimental designs that use appropriate comparison groups can yield important insights in social science research conducted in complex and changing contexts such as a post-civil war setting. This paper seeks to foster a conversation about the many relationships between development and social cohesion (particularly in post-conflict contexts), the possibilities and challenges for researchers in studying these relationships and the importance of doing so for intended beneficiaries on the ground.

Everyone knows that Africa, cradle of humanity, land of the Pharaohs and human civilization, and vast reservoir of human and natural resources, is not doing well. She crosses the deepest crisis that has shaken her since the end of colonial times. The specter of chaos lurks everywhere. She is now seen as the continent of “collapsing states” and “zombie nations”; the continent of extreme poverty, misery, and injustice; the continent of horrors, of the Rwandan genocide and of the worst atrocities committed in Liberia, Sierra Leone, Kenya, Darfur and elsewhere. This brutal reality has been, for quite some time now, analyzed by most observers and experts with certain fatalism, as testified by these book titles with pessimistic or even alarmist tones: “Black Africa Started on the Wrong Foot” (René Dumont), “Can Black Africa Take Off?” (Albert Meister); “And What If Africa Refused Development” (Axelle Kabou); “Africa Down” (Jacques Giri). By now, it is just a chorus of permanent lamentations about the “lost continent,” the “damned continent,” or the “cursed continent” whose past is not passing. And the rest of the world, which sees us as negligible, even contemptible (“all corrupt and all dictators,” they say), consider that henceforth, they no longer need us.

Abstract:
Disarmament and demobilisation (DD) programmes are vital components of strategic peacebuilding. DD provisions govern the collection and disposal of arms and ammunition, and oversee the discharge of active-duty combatants from the state's armed forces, rebel groups, or both. Using data from the Peace Accords Matrix database, this report compares the five most recent cases of DD implementation: Nepal (2006), Liberia (2003), Macedonia (2001), Indonesia-Aceh (2005) and South Sudan (2005). A comparative analysis reveals several common patterns in the kinds of provisional and operational choices associated with efficient DD implementation. Having a definite timeline and largely completing the process prior to the first elections creates an incentivised environment for a timely DD process while diminishing the risks of election-related violence. Economic incentives associated with the process of cantonment can increase the duration of DD programmes. External actors with a strong mandate can solve problems faster and have been instrumental in achieving a swift DD progression. Disarmament programmes must be realistically matched to conflict settings. This can include the use of mobile collection units, which have proved to be successful in cases where a primary centralised site is not sufficient.

29. The Story of Two Women who Risked Everything in the International Drug Trade

Abstract:
Much has been written about the global drug trade, the international cartels, and the men at the top, creating an illusion that women are not a part of this illicit business. In Strange Trade, author Asale Angel-Ajani shatters this stereotype with an intimate account of two African women involved in drug trafficking, who were brought together in Italy's Rebibbia prison. Angel-Ajani's retelling of their narratives, as well as her own experiences, makes this book not only a story of the drug trade, but also one of the author's adventures researching this dangerous subject. The greatest lesson communicated by this book is that women are not necessarily mules and victims. As demonstrated in the stories of "the Ugandan," some women "chose the business" and lead their own international cartels. One of the women's tales offers a stark contradiction of the stereotypical female experience: a desperate victim tricked into becoming a mule. Angel-Ajani offers glimpses into subjects that could be books in themselves: the horrors of the Liberia's civil war, life in Rebibbia Prison and refugee camps, the business of global drug trafficking operations, and more. These glimpses only graze the surface, and when combined with the author's quick transitions between individual viewpoints and timeframes, often make the work seem disorganized and prevent the reader from connecting with the women. Perhaps the strongest connection made is that with the author and the consistent interjection of her own emotions and experiences in the narrative. While this adds a personal touch to the book, an academic audience might find it unnecessary and distracting. Including additional facts and data would have made this a stronger and more attractive read to academics who will not find much scholarly content to add to their personal research. But to readers interested in female experiences in drug trafficking, this is a worthy and quick read.

30. Innovative Financing in Early Recovery: The Liberia Health Sector Pool Fund

In post-conflict Liberia, the National Health Plan set out a process for transitioning from emergency to sustainability under government leadership. The Liberia Health Sector Pool Fund, which consists of DfID, Irish Aid, UNICEF, and UNHCR, was established to fund this plan and mitigate this transition by increasing institutional capacity, reducing the transaction costs associated with managing multiple donor projects, and fostering the leadership of the Liberian Health Ministry by allocating funds to national priorities. In this paper, we discuss the design of the health pool fund mechanism, assess its functioning, compare the pooled fund to other aid mechanisms used in Liberia, and look into the enabling conditions, opportunities, and challenges of the pool fund.
