Abstract:
Liberia was decimated by 25 years of gross economic mismanagement and 14 years of brutal civil war. GDP fell by over 90% in less than two decades, one of the largest economic collapses in the world since World War II. This paper explores the challenges in reinvigorating rapid, inclusive, and sustained economic growth in the post-war environment. It stresses the importance of not just reigniting growth, but rebuilding the economy in a way that avoids the substantial income concentration of the past and creates significant economic opportunities to groups that were marginalized and excluded in the past. It examines the new government's progress so far, including the major steps it has taken in its first 18 months and the unique way that it has organized government-donor relations.

Abstract:
Liberians went to the polls in great numbers on October 11 and November 8, 2005, to elect a president, vice president, 30 senators, and 64 representatives. In these first elections since the end of 14 years of civil war, voters across the country demonstrated their commitment to peace and democratic governance. Both elections were widely praised as violence-free, orderly, and well-administered. Throughout the electoral process, the National Democratic Institute (NDI) and The Carter Center sought to demonstrate international support for Liberia's democratic process and to provide Liberians and the international community with an impartial and accurate assessment of the electoral process and the political environment surrounding it.

Abstract:
Security Sector Reform (SSR) is one of the four major objectives pursued by the Liberian government as it rebuilds after the fifteen-year civil war. The innovative approaches and framework employed by the government of Liberia and the international community to reform the Liberian security sector after the civil war were discussed at a meeting of the Liberia Working Group, an initiative of the United States Institute of Peace. The meeting, which took place on February 21, 2007 featured Ambassador Jacques Paul Klein, former United Nations special representative of the secretary general in Liberia (UNSRSG), and Andy Michels and Sean McFate, co-founders of Interlocutor Group. The panelists provided an overview of the policy framework used for security reform in post-conflict Liberia and the challenges facing Liberia in rebuilding its security services. This USIPeace Briefing highlights the central points of the meeting and summarizes recommendations for the way forward. Most of the discussion during the working group meeting centered on the reform of the army, although key points on police reform are also noted.

Abstract:
Women were crucial in bringing peace to Liberia and are also a critical part of the rebuilding process. President Ellen Johnson Sirleaf has made it a priority to include women in Liberia's reconstruction: women head the ministries of commerce, justice, finance, youth and sports, and gender and development. They also comprise five of the 15 county superintendents. Still, more must be done to increase the capacity of women to take part in Liberia's peacebuilding. On April 23, 2007, the United States Institute of Peace and the Initiative for Inclusive Security co-organized a meeting of the Liberia Working Group to discuss the role that women have played in achieving and maintaining peace in Liberia and the challenges and opportunities of participating in the reconstruction of the country. Panelists included Leymah Roberta Gbowee, executive director of the Women Peace and Security Network Africa and founder of the Women in Peacebuilding Network (WIPNET), Juanita Jarrett, founding member of the Mano River Women's Peace Network (MARWOPNET), and Waafas Ofosu-Amaah, senior gender specialist at the World Bank. Against a backdrop of halting progress by many international courts, the Special Court of Sierra Leone (SCSL) has quietly had significant success in accomplishing its mission to provide justice for the perpetrators most responsible for the horrific crimes committed against the people of Sierra Leone. Three years into the Court's operation, it has achieved guilty verdicts in cases against five defendants—with two verdicts in the past two months—that have set several important precedents in international law. The SCSL has just begun its last and most prominent case with the trial in The Hague of Charles Taylor for his role in fueling the violence in Sierra Leone while he was President of neighboring Liberia. The Taylor trial is expected to end in the fall of 2008, and with that, the Court will begin its wrap-up phase.

67. Remittances in Conflict and Crises: How Remittances Sustain Livelihoods in War, Crises and Transitions to Peace

Abstract:
Although migrant workers, refugees and immigrants have been sending money, goods and ideas home for millennia, until about a decade ago donors and international finance agencies paid little attention to the phenomenon. Interest has grown exponentially as statistics show what we now call migrant remittances to be among the most important contributing factors to national economies in several countries. Nearly all the countries in the conflict, war-to-peace transition, and crisis categories are highly dependent on remittances. The slow recovery of livelihoods and persistent violence or repression ensure high levels of migration and the need for remittances in such countries for several years after conflict and crises have ended. By all accounts, migrant remittances reduce poverty in important ways in developing countries. Research shows that migrants transfer funds and invest in their countries of origin at times when international investment has all but disappeared. By serving these purposes in countries emerging from or still experiencing conflicts (e.g., Bosnia and Herzegovina, Kosovo, Sri Lanka, Afghanistan, Somalia, Liberia, Côte d'Ivoire and others), remittances can be seen as a sine qua non for peace and rebuilding.

Reform of the justice system needs to be a top priority for Liberia's new government and donors alike. After fourteen years of civil war, the system is in shambles. Impunity prevails, and in this atmosphere, the government cannot adequately address economic governance, transformation of the military and reconstruction of war- scarred physical infrastructure – all primary areas for reform and reconstitution in 2006. Courts that do not prosecute those who siphon resources from government coffers impede progress in all other areas. Within the next six months, stronger and impartial mechanisms are required in both the statutory and customary law systems, and community-based justice programs should be created.

69. Managing Natural Resource Wealth

This report analyzes the particular challenges of stabilization and reconstruction missions in countries rich in hydrocarbons and minerals and provides lessons learned from the recent experience of such countries as Iraq, Sudan, Angola, Liberia, and Afghanistan. It offers recommendations for the U.S. government and others involved in natural resource–rich countries emerging from conflict and also to the extractive industry companies and banking sectors––that play a critical role in these states. War-torn countries rich in hydrocarbons and minerals face particular problems in the stabilization and reconstruction of their states despite the apparent promise that natural resource wealth holds. Unless deliberate efforts are made to avoid the “resource curses”—corruption, economic instability, conflict over the distribution of resource wealth and control of resource–rich areas—these curses will undermine peace building. Elite groups who receive royalties and taxes paid by extractive industry companies have shown themselves consistently resistant to democratization. Control over natural resources is fundamental to sovereignty. Ultimately, it is the governments and people of resource–rich countries who must put in place the systems that enable resource wealth to support stability and development However, through early and consistent action, the international community can play an important role in helping resource–rich states emerging from conflict manage the wealth that accrues from these resources, and can make proper wealth management a condition for donor assistance. It is essential that international missions and indigenous transitional governments immediately secure effective control of natural resource wealth (physical and monetary) and establish the laws, institutions, and capacity to manage that wealth transparently, accountably, and in ways that support reconstruction. Achieving these goals requires prior planning by relevant U.S. agencies, a willingness to confront vested interests, a consistent approach from the international community and donors, the involvement of civil society, and the deployment of human resources, such as forensic accountants able to “follow the money,” as part of the mission staff. To be successful, the extractive industries and their bankers, the international financial institutions, and non-governmental organizations (NGOs) must be brought into this process

Increased competition and opposition participation in elections observed by The Carter Center in Liberia and Ethiopia marked progress for democracy in Africa in recent months. Ethiopia's May 2005 elections for national parliament, which gave citizens ademocratic choice for the first time, were sharply contested by opposition groups. In the Oct. 11 Liberian presidential and legislative elections, the country's first truly competitive elections in 25 years, 22 candidates vied for the presidency.
