41. From Militants to Policemen: Three Lessons from U.S. Experience with DDR and SSR

Abstract:
Consolidating the legitimate use of force in the hands of the state is a vital first step in post-conflict peacebuilding. Transitional governments must move quickly to neutralize rival armed groups and provide a basic level of security for citizens. Two processes are vital to securing a monopoly of force: disarmament, demobilization, and reintegration and security sector reform. Disarmament, demobilization, and reintegration (DDR) involve disbanding armed groups that challenge the government's monopoly of force. Security sector reform (SSR) means reforming and rebuilding the national security forces so that they are professional and accountable. U.S. experience in Afghanistan, Iraq, Liberia, Haiti, Bosnia, and Kosovo yielded three crosscutting lessons: go in heavy, tackle DDR and SSR in tandem, and consolidate U.S. capacity to implement both tasks in a coordinated, scalable way.

Abstract:
Failing and failed states are not able to provide equitable safety, security, and justice to their people through the traditional state mechanisms of police, judiciary, courts, and penitentiaries. In such situations, state mechanisms are ineffective, predatory, or absent. Security sector reform, commonly referred to as SSR, emerged as an activity in the 1990s in recognition of the changing international security environment and the limitations of reform approaches among interveners working in failing and failed states. SSR is a relatively new discipline in the context of peace and stability operations, whether these operations are United Nations (UN)-led or otherwise managed and supported. The coherence of strategies is improving, but the 1990s and 2000s have been witness to unsustainable and inconsistent security sector reforms in places like Kosovo, Liberia, and Haiti, among others. As time passes, the meta-narratives of legitimacy, accountability, efficiency, and effectiveness influence SSR activities within the international community of states involved with such reforms.

Abstract:
Rule of law reforms in Liberia over the past five years serve as a clear example of how the international community has failed on this point, as the country's own practices have been generally neglected in the process. Characteristically, there is little updated information on the customary law and traditional practices of Liberia. In investigating how the international community addresses SGBV in Liberia, we found within the liberal peacekeeping/building paradigm few analytical tools that could be used to gain a solid understanding of the host country 'from below'. This area of society remains a professional blind-spot and represents a gap in the efforts of the international peacekeeping/-building community to build a sustainable peace in the country.

After 14 years of civil war and violence followed by the momentous and rather unusual elections of 2005, in which a woman defeated a footballer for the presidency, Liberia has seen over six years of state reconstruction and relative peace. Two recent announcements have, however, served as a warning to the extent of progress. The most recent is President Ellen Johnson-Sirleaf's declaration that she will, despite previous statements to the contrary, stand for re-election in 2011 due to shortcomings in progress. The announcement preceding Johnson-Sirleaf's was made in the form of the report of the Liberian Truth and Reconciliation Commission (TRC). It recommended that Johnson-Sirleaf, and indeed many others accused of involvement in the war, should be barred from public office for the next 30 years, and still more should stand trial on charges of war crimes. Four important questions arise. First, what was the mandate and findings of the TRC? Second, how has Liberia and the wider international community reacted to the final report? Third, has the TRC fulfilled its mandate and contributed to a process of reconciliation? Finally, and in a much broader sense, where does the TRC stand relative to the much wider liberal peace model?

The ending in 2003 of the 14-year civil war in Liberia and the subsequent progress made there is a 21st-century success story not only for Liberians, but also for Africa, the United Nations (UN), the United States, and many others. Over 50,000 people lost their lives during this struggle, with great suffering endured elsewhere in West Africa as well. economically and socially, the country of Liberia, historically long renowned as sub-Saharan Africa's shining example, was decimated by this conflict and by rampant mismanagement and corruption. Today, Liberia still has serious problems, but under the leadership of President Ellen Johnson-Sirleaf, impressive progress continues. There is stability, basic living standards are up, children go to school, development assistance projects blossom from many quarters, new Liberian security institutions are matriculating, and even private sector investment is responding with additional badly needed jobs. How was Liberia afforded the priceless opportunity of becoming one of the greatest turnaround stories of the 21st century?

48. Capability Traps? The Mechanisms of Persistent Implementation Failure

Many countries remain stuck in conditions of low productivity that many call “poverty traps.” Economic growth is only one aspect of development; another key dimension of development is the expansion of the administrative capability of the state, the capability of governments to affect the course of events by implementing policies and programs. We use a variety of empirical indicators of administrative capability to show that many countries remain in “state capability traps” in which the implementation capability of the state is both severely limited and improving (if at all) only very slowly. At their current pace of progress countries like Haiti or Afghanistan or Liberia would take hundreds (if not thousands) of years to reach the capability of a country like Singapore and decades to reach even a moderate capability country like India. We explore how this can be so. That is, we do not attempt to explain why countries remain in capability traps; this would require a historical, political and social analysis uniquely applied to each country. Rather, we focus on how countries manage to engage in the domestic and international logics of “development” and yet consistently fail to acquire capability. What are the techniques of failure? Two stand out. First, 'big development' encourages progress through importing standard responses to predetermined problems. This encourages isomorphic mimicry as a technique of failure: the adoption of the forms of other functional states and organizations which camouflages a persistent lack of function. Second, an inadequate theory of developmental change reinforces a fundamental mismatch between expectations and the actual capacity of prevailing administrative systems to implement even the most routine administrative tasks. This leads to premature load bearing, in which wishful thinking about the pace of progress and unrealistic expectations about the level and rate of improvement of capability lead to stresses and demands on systems that cause capability to weaken (if not collapse). We conclude with some suggestive directions for sabotaging these techniques of failure.

50. Liberia: Uneven Progress in Security Sector Reform

Since independence and for fourteen years of war, Liberia's army, police and other security agencies have mostly been sources of insecurity and misery for a destitute people. The internationally driven attempt to radically reform the security sector since the war's end in 2003 is a major chance to put this right and prevent new destabilisation. Security sector reform (SSR) programs have been unprecedented in ambition but with mixed results. Army reform, entailing complete disbanding of existing forces, has made significant progress despite lack of proper oversight of private military companies (PMCs) and of consensus on strategic objectives. But police and other security reforms are much less satisfactory. The bold approach to army reform was possible due to strong national consensus and the presence of a large, liberally mandated UN presence. Government and donors must sustain their support to maintain hard-won momentum in army reform and, once clear benchmarks are set, give a floundering police force more resources. The drawdown of the UN force, begun in the second half of 2008, underlines the urgency.
