Abstract:
Lebanese women have been leaders in the revolution that has shaken Lebanon since October 2019. This paper argues that the next stage will be critical if women want to transform their involvement into equal rights. For them to do so, they need to move beyond informal revolutionary politics to formal electoral and party politics with meaningful and substantive representation.

Abstract:
Serious change is required to avoid decisions that accommodate Hezbollah’s ends, ways, and means, and a vital first step is to look at current policy mechanics with a clear eye. With this month marking the thirteenth anniversary of UN Security Council Resolution 1701 and the end of the 2006 Lebanon war, the council will soon hold its yearly debates about renewing the mandate of the UN Interim Force in Lebanon. Contrasting the Secretary General’s latest report on 1701 with thirteen years of lessons learned reveals a clear pattern: the victory of consciously false hopes over hard experience, particularly when viewed from Israel’s perspective. Breaking this pattern will require substantial changes to the force’s size, mission, and conduct.

The Second Lebanon War, between Israel and Lebanese Hezbollah, ended August 14, 2006. Since that summer, populations on both sides of the Israel-Lebanon border have enjoyed the longest calm in their troubled history, thirteen years and counting. Mandated by United Nations Security Council Resolution 1701, the UN Interim Force in Lebanon (UNIFIL), an entity first established in the late 1970s, was expanded, and its 10,500 peacekeepers are busy and visible. UN reports over the past thirteen years emphasize the general calm. But calm does not mean safe and secure. During the war, Hezbollah launched approximately four thousand rockets out of its arsenal of twelve thousand toward Israel. Since the war, Iran has invested billions of dollars in building its Lebanese proxy military force throughout Lebanon, including in the south.

4. Lebanon: Anger in Palestinian Refugee Camps Gives Rise to a New Mobilization for Dignity

Abstract:
Those who visited Palestinian camps in Lebanon last month could not have missed a new upsurge in the popular mobilization on Palestinian streets. Their enthusiasm can be sensed in the spirits of the youth, their chants, and round-the-clock occupation of public spaces. This upsurge in mobilization was not only the result of the Lebanese Labour Minister’s implementation of his plan1 to combat businesses employing foreign labour without a permit – after giving them one month to regularize their situation.2 It was also the outcome of an accumulated sense of frustration, injustice, humiliation, indignation, deprivation and finally, anger that crystallized in these latest rounds of collective political action. The question then remains: why have Palestinians in Lebanon reached a breaking point at this stage, and why did the movement take this shape? There is no doubt that this anger accumulated gradually. First, it arose from the political-security arrangement for Palestinians in Lebanon, along with the historical absence of a socio-political contract with the Lebanese state. Second, it is the outcome of the deprivation, oppression, racism, and discrimination against Palestinian refugees in Lebanon, which was finally exacerbated by international resolutions hostile to the Palestinian cause, threatening the refugee cause and the right of return. Moreover, the economic situation of Palestinian refugees has deteriorated and was further compounded after the USA cut off its funding for the United Nations Relief and Works Agency for Palestine Refugees (UNRWA). However, alone these factors are not enough to fully explain this mobilization. These latest developments are also the product of a degree of practical awareness among the Palestinian youth and their discourse which explains their involvement in a movement demanding civil rights and an arrangement in which Palestinians are an agent of change against injustice. This movement is also proof of the existence of a new paradigm of the oppressed, who no longer identifies with the oppressors and becomes dependent on them, but instead seeks to break free from their oppression, and in so doing, spontaneously and effectively imposes a new social formula and project. This paper discusses the emergence of this popular mobilization and its transformation into a social movement, the challenges it has faced, and how its actors built a common framework for action to address their status as oppressed. It relies on field interviews – formal and informal – with actors and politicians, participatory observation, the analysis of organized groups, and contributions via WhatsApp and Facebook. The paper focuses on the movement in Ain al-Hilweh camp as one of the largest Palestinian refugee camps in Lebanon, with its political and security context that distinguishes it from other camps.

One major outcome of the summit was the commitment to a “new way of working” based on linking the “triple nexus” of humanitarian, development, and peacebuilding (HDP) efforts. Our new report shares the results of a major independent review of the implementation of this process.

Abstract:
Lebanon is facing overwhelming socioeconomic, security, and demographic challenges as the civil war in neighboring Syria enters its seventh year. Since the start of the crisis, Lebanon has received $4.9 billion in assistance, but demands on the country's resources, services, and civil order remain heavy. Without a political solution to the Syrian conflict, humanitarian and development aid cannot deliver and sustain sufficient results for the refugees or for the Lebanese people. How will Lebanon continue to deal with these conditions? The Middle East Institute (MEI) and the Johns Hopkins School of Advanced International Studies, Foreign Policy Institute (SAIS-FPI) were pleased to host Philippe Lazzarini, the United Nations deputy special coordinator in Lebanon. He discussed opportunities and challenges for shifting the international response to Lebanon's Syrian refugee crisis beyond short-term humanitarian and stabilization efforts to a more sustainable economic growth strategy.

Abstract:
Since 2010, Professor Rochelle Davis has conducted research among the refugee communities in Jordan, Lebanon, and Turkey, working with MAAS Alum Abbie Taylor. With 60 million people counted as refugees or internally displaced, we are currently witnessing the largest global forced displacement since World War II. These displaced millions are primarily fleeing war, conflict, and persecution, but a host of other factors also contribute to the unstable conditions they face in their home countries: forced conscription; lack of access to health care, jobs, and education; drought and environmental degradation. More than half come from the Middle East, Central Asia, and the Horn of Africa. Despite the news of migrants arriving daily in Europe, the overwhelming majority of those displaced remain in or near their home countries.

8. Protection Amid Chaos: The Creation of Property Rights in Palestinian Refugee Camps

The right to own property is something we generally take for granted. For refugees living in camps, in some cases for as long as generations, the link between citizenship and property ownership becomes strained. How do refugees protect these assets and preserve communal ties? How do they maintain a sense of identity and belonging within chaotic settings? Protection Amid Chaos follows people as they develop binding claims on assets and resources in challenging political and economic spaces. Focusing on Palestinians living in refugee camps in Lebanon and Jordan, it shows how the first to arrive developed flexible though legitimate property rights claims based on legal knowledge retained from their homeland, subsequently adapted to the restrictions of refugee life. As camps increased in complexity, refugees merged their informal institutions with the formal rules of political outsiders, devising a broader, stronger system for protecting their assets and culture from predation and state incorporation. For this book, Nadya Hajj conducted interviews with two hundred refugees. She consults memoirs, legal documents, and findings in the United Nations Relief Works Agency archives. Her work reveals the strategies Palestinian refugees have used to navigate their precarious conditions while under continuous assault and situates their struggle within the larger context of communities living in transitional spaces.

9. Beirut Spring: The Hariri Tribunal Goes Hunting for Hizballah

Abstract:
Last week in Beirut, the United Nations Special Tribunal charged with investigating and prosecuting the killers of former Lebanese premier Rafiq Hariri brought six members of Hizballah in for questioning. The tribunal's decision to interview Hizballah in connection with the 2005 murder appears to confirm a 2009 report in Der Speigel -- corroborated more recently by Le Monde -- implicating the Shiite militia in the conspiracy. A shift in the short-term focus of the investigation from Syria to Hizballah will have a profound impact on domestic politics in Lebanon, and potentially on U.S.-Lebanese relations.

This article examines the intersection of the Lebanese state's post-conflict security policy in Nahr al-Barid refugee camp and the reconstruction of the camp, which was destroyed in a battle between the Lebanese army and the militant group Fatah al-Islam. The significance of the government's security focus derives from its intention to make Nahr al-Barid a “model” for all the other camps in the country. After discussing the Lebanese security context, the characteristics of the pre-conflict camp, the arrival of Fatah al-Islam, and the ensuing battle, the authors focus on the urban planning process for a reconstructed Nahr al-Barid, highlighting both the state's militarization of the process and the local grassroots planning initiative which, in partnership with UNRWA, managed to secure some concessions. Also analyzed is the government plan submitted to donors, which conceives of “governance” as community policing without addressing the status of the Palestinians in Lebanon. IN THE SUMMER OF 2007, the Palestinian refugee camp of Nahr al-Barid, the second largest of the fourteen United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) camps in Lebanon, was totally demolished. This was a result of a battle between the Lebanese army and Fatah al-Islam, an Islamist fundamentalist group, predominantly foreign, that had implanted itself in the camp only six months earlier. After its destruction, the camp remained a strict militarized zone, imposing additional hardship on a post-disaster community of refugees struggling to rebuild their lives. Various security-based projects and policies affecting the camp's urban form, governance structure, and legal status that were planned, negotiated, or approved by the Lebanese government signaled a new era in Lebanese-refugee relations. With the events of Nahr al-Barid, the Lebanese state entered the realm of the camp, and security concerns and practices assumed new forms that would potentially affect the future lives of Palestinian refugees in all Lebanon. The camp remains a military zone to this day. More importantly, the Lebanese government's plan to make Nahr al-Barid a security model for the other Palestinian refugee camps in the country brings the issue of security more urgently to the forefront of the debate about Palestinians in Lebanon. Nahr al-Barid also fits into a wider security discussion relating to Palestinians in the host countries in the context of the “war against terror,” with issues relating to the status of camps becoming intertwined with the correlative themes of good governance, refugee rights, human security, and integration for the benefit of international donors and development agencies, even as policies on the ground disregard and sometimes contradict these concepts. This article is based on two years of fieldwork and action research in Nahr al-Barid camp. Our involvement included participation in local community post-conflict initiatives, in-depth interviews with Nahr al-Barid residents and community leaders, and up-close observation of various Palestinian and Lebanese actors in the reconstruction planning process. Our aim is to contribute to the debate on the role of “security” in dictating state policy and actions during and after the battle. The fact that government policies are still in flux makes reflection and debate on these events all the more urgent. CONTEXTUALIZING SECURITY WITHIN PALESTINIAN REFUGEE CAMPS A variety of themes and discourses at the local, regional, and global level intertwine as a backdrop to a discussion of the heightened security measures for Palestinian refugee camps in general and Nahr al-Barid in particular. One of these is the state's traditional fear of refugees as a potentially threatening and disruptive political force. Ironically, this fear—and the security measures it engenders—is shared by those who produced the refugee problem and the host states that suffered its consequences; indeed, some disturbing parallels have been drawn, mutatis mutandi, between measures against Palestinians enacted by Israel and Arab states in the name of security. Thus, whereas historically the violent conflicts between the Palestinian movement and various Arab regimes were attributed to ideological differences and power struggles, the current situation seems to be heading in new directions. Today, what has become a seemingly universal obsession with security and fighting terror increasingly infiltrates Arab slogans to validate various practices against Palestinian camps and neighborhoods (not to mention against their own citizens). These practices affecting citizens/refugees and cities/camps alike are empowered by largely uncritical international military, financial, and political support for the “war on terror.” As a result, massive urban destruction has been wreaked on densely populated communities with scant consideration for civilian populations, with the suspension of civil liberties and imposition of siege now standard procedures validated by security-based arguments for Afghanistan (2001), Iraq (2003), Jenin/Nablus in the West Bank (2002), Lebanon (2006), Nahr al-Barid (2007), Gaza (2008), and Yemen (2009).
