21. The Unmaking of Lebanon's Sectarian Order? The October Uprising and its Drivers

Abstract:
Last month, an unprecedented protest movement took hold of Lebanon’s streets and public squares. Dubbed as the October uprising, the timing of the movement roughly coincided with important anniversaries, such as the fall of the Berlin Wall or other iconic historical events, including the October Revolution in Russia, leading many to draw comparisons. In the context of the 2011 Arab spring wave, many argued that Lebanon would stay isolated from the protest movements that gripped the region even though the country has witnessed previous protest cycles, such as the socalled 2005 Cedar Uprising. Still, eight years after the Arab protest wave, an unprecedented protest movement has materialised, spreading to various Lebanese cities from Tripoli to Sidon. In the wake of a proposed WhatsApp tax, people have been calling for the sacking of political leaders and the eradication of political sectarianism. Arguably, the protest movement may trace its roots back to a precursor wave of protests over a huge garbage crisis in 2015. Back then, the movement also decried the inept politics of sectarianism and corruption.

Abstract:
This paper examines the uprisings that have been taking place in different parts of Lebanon since 17 October relying on direct observation of the protests and interviews with various participants. Acknowledging that the protest movement and the situation in Lebanon remain highly dynamic, it proposes some elements to better understand and contextualize the movement. Although Lebanon generally avoided the wave of protests that swept the Arab world in 2011, there were early attempts to criticize the sectarian system and dysfunctional public services. The paper outlines what current events owe to a recent history of protests in Lebanon, in particular, the short-lived 2011 protests demanding the fall of the sectarian regime and the 2015 “you stink” movement (Tala’at Rihatkum) which denounced the public mismanagement of garbage and called for accountability for political corruption. While the current protests have some roots in past citizens’ activism, it is also clear that there are new aspects that continue to evolve as protesters experiment day by day with new ways of doing politics.

24. From “Overthrowing the Regime” to “All Means All”: An Analysis of the Lebanonisation of Arab Spring Rhetoric

Abstract:
Only a few hours after the start of 17 October 2019 demonstrations in Lebanon, protesters started to demand the overthrow of the regime under the slogan “all [of them] means all [of them]”. What does this slogan mean in Lebanon today, eight years after it was first launched? And how has the discourse of overthrowing the regime developed since 2011? When I was a university student in 2011, I took part in several demonstrations calling for the overthrow of the regime. However, it quickly dawned on me that the immediate conditions for such a demand were not then available, making the slogan, without it being adapted to the Lebanese context, inappropriate relative to other countries. In this paper, I aim to revisit the 2011 campaign to critique it and highlight the reasons behind its failure. This is pertinent given its close affiliation with what have been observed in Lebanon since 17 October. In the last few weeks, I have had conversations with six people1 who were active in the 2011 campaign and are involved in the current revolution. We discussed their understanding of the developments in the Lebanese political landscape since 2011, the accumulated experiences that have pushed the Lebanese public to revolt against the regime in a broad mobilisation that has been ongoing for more than two months. We discussed how the slogan “overthrowing the regime” has developed into its current formulation of “all means all” which is met with broad public resonance.

As demonstrators rail against economic problems, corruption, and sectarianism, the group’s role in undermining the public’s financial and physical security is coming under greater scrutiny. Lebanese citizens took to the streets this weekend to protest the country’s acute financial crisis, which has been marked by one of the highest debt ratios in the world, a new currency crisis, and fears that a strike will close gas stations indefinitely. Many believe that deep-rooted corruption and sectarianism got them into this mess, and may now complicate efforts to get them out. Against this backdrop, more criticism is being directed at Hezbollah, the widely designated terrorist organization that is simultaneously the most powerful party in Lebanon’s government and an aggressively sectarian movement that keeps its activities and weapons outside the government’s control. As the Treasury Department recently noted, developments over the past few weeks have underscored the extent to which the group’s actions “prioritize its interests, and those of its chief sponsor, Iran, over the welfare of Lebanese citizens and Lebanon’s economy.”

In recent months, refugees in Lebanon are facing a dismal climate of social polarization, opportunistic political rhetoric, and increasing hostility, with the demolition of some informal camp settlements, enhanced labor law restrictions, and widespread protests. Humanitarian programs must navigate tensions between host, Palestinian and Syrian refugee communities against the backdrop of Lebanon’s serious economic and environmental difficulties. The Middle East Institute (MEI) and Anera held a panel discussion of the many challenges facing Syrian and Palestinian refugees in Lebanon. Dima Zayat and Serene Dardari, two experts with years of experience in the humanitarian sector in Lebanon, were joined by discussant Mona Yacoubian to assess these challenges and explore potential avenues to address them. Abstract:
Reconstruction following the devastating wars and state failure which followed the Arab uprisings of 2011 has become an increasingly pressing issue. In Iraq, the liberation of territories from the Islamic State came at great human and infrastructural cost. In Syria, the reconquest of territories by the regime of Bashar al-Asad has been accompanied by international discussions of modest steps towards reconstruction, after a war which generated more the half of the world’s refugees and internally displaced whilst sowing devastation across much of the country. Yemen has endured the near complete destruction of its infrastructure and economy, leaving much of the population at risk of starvation and disease. Libya is devastated by its multiple conflicts and the successive disintegration of what is left of its institutional structures. While none of these wars has yet fully ended, international and expert attention is increasingly focused on the impending challenges of reconstruction, repatriation and reconciliation. It is difficult to exaggerate the extent of the destruction which these wars have left behind. These wars have unfolded across multiple levels. Millions of people have been dispossessed from their homes, driven into exile at home or abroad. Infrastructure has been devastated, with many cities and towns utterly destroyed. National economies have evolved into local war economies. State and local institutions have been fundamentally reshaped. Communal polarization around sectarian or political identities has progressed to extreme levels. Entire communities have been severely impoverished as health and educational attainments plummet. And the individual trauma suffered by tens of millions of people afflicted by conflict and violence will have enduring psychological and developmental effects.

Abstract:
Many thousands of people demonstrated on March 8, 2014 demanding the promulgation of the law to protect women from domestic violence. It was the biggest feminist manifestation in the history of Lebanon and which started after a number of cases largely covered by the media of women killed or beaten by their husbands. In this context we have decided to observe how the daily press reflected the emergence of the feminist movement and what place it has reserved for women during this period through the cartoons. This article proposes the examination of a corpus of cartoons in four Lebanese daily newspapers (An-Nahar, As- Safir, Al-Mustaqbal and al-Balad) during a period of one year. The result that we reached is that the Lebanese cartoonists give little importance to the feminine figure. At the same time the struggle conducted by the feminist movements during the period of the study were almost absent from the cartoonists’ work. These cartoonists seem to be led by stereotypes that they reproduce, a rearguard struggle. One of these stereotypes is the model of the beautiful and sexy woman, an erotic object par excellence.
