41. Lebanese-Turkish Relations after the 2000s and the Neo-Ottomanist Discourse in Lebanon

Abstract:
Lebanon, had non-visible relationships with Turkey after its independence and the post-civil war period. Although it lost the balance of political stability at times, the political affinity that emerged with the participation of Lebanon in the close relations, which Turkey sought to establish with Arab countries in the 2000s, continued with mutual negotiations at the point of cooperation. After the Lebanon-Israel war in 2006, which caused political and economic destruction in the country, Turkey increased its support for Lebanon. Accordingly, the crises appeared after the Arab Spring in the region led Turkey to follow the sensitive policy over the sectarian groups in the country. However, some reactions arose in Lebanon’s political arena against Turkey’s increasing regional activism, bringing several ideological questions on Turkey’s approach towards Lebanon. Regarding the relationship between Turkey and Lebanon, “Does Turkey desire to establish a new Ottoman administration in the Middle East?” was one of the questions asked. Moreover, a negative environment was created and used occasionally as a trump card against Turkey’s approach toward Lebanon, saying that even the Ottoman Empire did not play an active role in the Lebanon region. This study examines whether there are traces of Neo-Ottomanism and sectarianism in the political roadmap followed by the Turkish Government in its Lebanon policy. It discusses, the diplomatic response of Turkey to the anti-Ottoman rhetoric in Lebanese politics and its effect on bilateral relations. Accordingly, the study analyzes Turkey’s effort to maintain the balance against sectarian discourse that shapes Lebanon’s policy.

Abstract:
Multiple-actor reality and the impact of different units, except the states in stratified structural relations, have become more apparent in recent international relations. Specifically, the rising role of Violent Non-State Actors (VNSA) in regions like the Middle East and North Africa, and their challenges to the sole and central position of states, reinforced this idea. Hence, comprehending the possible actorhood of these groups within the structural relations consisting of internal and external realms necessitates alternative concepts and challenging arguments. The Neo-Weberian approach, inspired by historical sociology, offers a grounded and balanced analysis of actors. This approach puts state-society at the center of attention and, thus, looks at all dimensions (both actor and structure) of social relations as ingrained in the theory of structuration. In this way, it seems to capture the complex interactions between actors and structural dynamics, as well as the dynamic transformation of both ontological realities. Along this line, this study intends to illuminate the intriguing aspects and certain advantages of the structuration approach by scrutinizing Hezbollah’s agency, which is a critical VNSA in the Middle East, and its impact on structural relations, as well as its evolution over time. In other words, as a modest contribution to the structuration literature, the mutual interaction between agent and structure is explored via a unique case. This study argues that Hezbollah emerged as a result of the preexisting structural realities and, during the process, it proved its agency and influential role on these stratified structural dynamics. To substantiate these theoretical arguments, the permissive structural conditions in the region and in Lebanon will be explained, and then Hezbollah’s impact as an actor on these structural realities will be surveyed with a special emphasis on Hezbollah’s role over two regional dynamics: Arab uprisings, particularly the Syrian internal war, and its now hegemonic position in Lebanese politics.

One of the many reasons for the failure of the Israel Defence Forces’ (IDF) in the Second Lebanon War was the concept of Systemic Operational Design (SOD), translated into de facto military doctrine. The story of the rise and fall of the SOD idea is a warning sign for all militaries faced with “modern” and “fashionable” ideas. The purpose of this paper is therefore to describe and evaluate the Systemic Operational Design created and introduced into the IDF by Brigadier General Shimon Naveh and the Operational Theory Research Institute (OTRI). The study is based on the literature created by the State of Israel, the IDF, and its main proponent Shimon Naveh, as well as other militaries (mainly the US Army). This theoretical background is confronted with the IDF’s operations during the Second Lebanon War of 2006 and their effects on the war’s outcome. The over intellectualised, ambiguous, and not properly structured concept of the SOD, introduced as the IDF’s doctrine and approach to operations, led to military failure (which also had more root causes) in Lebanon. A study of the SOD failure should lead to a careful approach being taken to all new military concepts and ideas. Both change and continuation need to be properly balanced and evaluated, while enhanced military effectiveness could be of great value. At the same time, the impact of concepts which are not well anchored in military science/history and untested, like the SOD, could be devastating for militaries.

46. Are Global Value Chains for Sale? On Business-State Relations in the MENA Region

Abstract:
We use new data on political connections from the World Bank Enterprise Surveys to examine the impact of connections on firms’ participation in global value chains (GVCs) for six MENA countries (Morocco, Tunisia, Egypt, the West Bank and Gaza, Jordan, and Lebanon). In addition to political connections, we construct several measures of “political influence” based on available data on lobbying and grand corruption. We also explore whether political connections help firms overcome barriers to trade and investment and increase their participation in GVCs at the extensive and intensive margins. Our findings suggest that political connections do matter for firms’ GVC participation. The impact is more pronounced for firms that combine political connections with informal payments to influence policymaking. Our findings on the significance of trade and investment barriers for GVC participation for different categories of firms’ political influence are – however – inconclusive.

Abstract:
Urban politics has received growing attention in the anthropology, sociology, and political science of the MENA region. In line with global trends, questions of scale, territory, flows and connectivities and materialities have come to the fore, with a wide range of creative and novel lines of inquiry connecting the global to the hyper-local and every scale in between. In February 2023, POMEPS partnered with the Beirut Urban Lab at the American University of Beirut and The Policy Initiative think tank for a workshop in Beirut to bring together an interdisciplinary group of young scholars from across the region to explore questions of urban life, politics, and culture. The papers moved beyond more traditional political science topics such as municipal government, decentralization, clientelistic voting, protests, and clientelism. While those themes certainly operated in the background, the authors assembled in Beirut pushed to shift the lens towards multi-scalar ethnographic modes of inquiry, highlighting the materialities and relationalities of the hyper-local, examining sites and places which concentrate power dynamics.

Abstract:
In Sextarianism: Sovereignty, Secularism, and the State in Lebanon, Maya Mikdashi interrogates and redefines the core of the intersecting categories through which “lies … became bureaucracy” (15). The text opens with such a lie, told by a woman named Samera who was married in the Ottoman Empire, but, while living separately from her husband, claimed to be unmarried on the 1932 census conducted under the French mandate to escape her marriage. While this lie allowed her to escape her husband, it also led to a multitude of competing sets of documents, which implicated her son’s ability to receive his inheritance – even his existence was a legally contested question. This phenomenon represents what Mikdashi terms “sextarianism,” “how sex, sexuality, and sect structure legal bureaucratic systems” and shape the performance of citizenship and statecraft (2). Mikdashi’s conceptualization and theorization of the relationship between sex, sect, and the conditioning of state power is in dialogue with Joan Scott, Saba Mahmood, Carole Pateman, Audra Simpson, Hussein Ali Agrama, Lamia Rustum Shehadeh, Suad Joseph and Talal Asad’s contributions on secularity, sexual difference and the structures of state power. In Sextarianism, Mikdashi skillfully brings to light the relationship between state secularism and “evangelical secularism” in the stories of the Sameras appear throughout the chapters of Sextarianism, and particularly how they come into play in the construction of the private sphere through personal status law, and the ways personal status laws reproduce capital and wealth. As Mikdashi argues, all personal status laws, in states where political power is organized through sectarian governmental categories, are essentially “laws of sexual difference” (25), which produce and manage heterosexuality, and intertwine it with sectarian forms of control. In effect, the sextarian approach reveals how the concept of “sect” is structurally reproduced in the constitution of state power.
