Abstract:
In February 2020 – the eve of the COVID-19 pandemic – the Project on Middle East Political Science held a preliminary meeting at Columbia University in New York to explore the origins of the Africa-Middle East divides that treat North Africa as part of the Middle East and neglect states such as Sudan and Mauritania. Columbia was an appropriate place to begin such a dialogue. Two decades ago, when two of us (Aidi and Mampilly) were graduate students at Columbia, the Institute of African Studies was in serious crisis. The Ugandan political theorist Mahmood Mamdani arrived and launched an initiative to decolonize the study of Africa to counter Hegel’s partition of Africa by transcending the Saharan and red Sea divides, and by underscoring Africa’s links to Arabia, Asia and the New World. To that end, we co-organized a second conference on racial formations in Africa and the Middle East looking at race-making across these two regions comparatively, including the border zones often left out of both African and Middle Eastern Studies: the Sudans, Amazigh-speaking areas in the Sahel, Arabic speaking areas on the Swahili coast and Zanzibar. This workshop represents the third in our series of transregional studies across the Africa-Middle East divide.

12. False Dawn: Lebanon’s Economic Crisis Amidst Improved Saudi-Iranian Relations

Abstract:
On 17 October 2019, furious protests erupted across Lebanon as citizens came to a shocking realization: the country’s leaders had destroyed the economy. Decades of corruption and mismanagement had emptied the state’s coffers, trig- gering a domestic banking collapse and frittering away many Lebanese residents’ life savings. Now, almost five years later, the situation has only grown worse. The Lebanese lira (LBP) has been devalued to the point of irrelevance, crashing from 1,507.5 LBP for 1 USD to over 140,000 LBP in March 2023. House- holds give up essentials like health insurance to pay for diesel power generators and solar panels, as public electricity provisions—along with many other key state services—barely function.1 Meanwhile, the country’s leaders stubbornly resist implementing much-needed economic reforms, blaming the economic crisis on a wide range of factors, from Syrian refugees to general instability in the Middle East. A regularly proffered excuse emphasizes the role of competition between Iran and Saudi Arabia, whose rivalry has periodically played out on Lebanese soil. This theory argues that Lebanon is a “penetrated society,” inextricably tied to and paralyzed by geopolitical competition, including the Saudi–Iranian con- frontation.2 Thus, Lebanese leaders cannot resolve their disputes until these two regional heavyweights, amongst other foreign powers, reconcile their conflicting interests in Lebanon. Regional competition overlays a domestic political structure already prone to deadlock, which rigidly apportions power between Lebanon’s frequently feuding sectarian communities. Accordingly, various Lebanese politicians hoped that improved Iranian-Saudi relations—facilitated in March 2023 by Chinese mediation—would lead to a breakthrough in their ability to tackle Lebanon’s economic meltdown. Yet, this optimistic reading overestimates the extent of Tehran and Riyadh’s cautious détente, which is unlikely to translate into constructive engagement in Lebanon any time soon. It also downplays the true obstacle to Lebanon’s economic reform process: corruption in the country’s own political and financial elite.

One year on, the debate has been dominated by Israel, Hizbollah and the potential for regional war in the Middle East. An additional credible scenario has been worryingly absent: that in which Hizbollah and Russia cooperate, not necessarily to the exclusion of Iran as a third leg in a tripartite alliance. This scenario combines geography, history and geopolitics to bring Hizbollah and Russia closer together as a force to recon with. This is a possible development in the Southern Neighbourhood and the Levant that the EU needs to take seriously. Missing Russia’s potential move on Hizbollah could be an historic omission. The decapitation of Hizbollah’s chain of command that preceded the ground incursion, and Iran’s feeble reaction to the devastating assault on its Lebanese proxy, have created a new geopolitical vacuum and reality in the Eastern Mediterranean. Russia may spot an opportunity in the misfortunes of Hizbollah and move on a weakened prey. Will Russia’s direct influence return to Beirut for the first time since the 1770s when it occupied the city for a few months following the naval defeat of the Ottoman fleet at the battle of Cheshme? It is a distinct possibility, especially given Iran’s lukewarm military response, and one that the EU, and member states, must be prepared to deal with, if not pre-empt and prevent.

14. Beyond proxies: Iran’s deeper strategy in Syria and Lebanon

Abstract:
The war in Gaza is pushing the shadow conflict between Iran and Israel out into the open. There is a grave risk that this escalates further in Lebanon and Syria – where Iran wields powerful influence – and spirals into a full-blown regional war. The intensifying conflict in Syria and Lebanon is the result of Israel’s escalating response since Hamas’s attacks on 7 October and Iran’s “forward-defence” strategy, which aims to confront potential threats before they come close to Iranian borders. Iran’s strategy is underpinned by a decades-long effort to embed its influence in Lebanon and Syria. Western governments will not find this easy to dislodge, and an intensified coercive strategy to push Iran out of the Levant would likely be counterproductive. But Iran’s focus on preserving its influence and deterrence capability – which trumps its ideological commitment to supporting Palestinians and fighting Israel – offers opportunities to prevent a wider war. Europeans should now focus on de-escalating tensions in Lebanon and Syria; increasing conditional support for actors in both countries to advance local stabilisation goals; and intensifying their backing for structural reform that can slowly dilute Iran’s dominance.

15. A Pathway to Addiction: Tracing Drug-Trafficking Networks in Lebanon’s Roumieh Prison

Abstract:
Roumieh’s drug networks have been an ongoing and pervasive challenge for Lebanon. Over the course of a single year in Lebanon’s Roumieh prison, an upstanding young Syrian doctor referred to here as “Maher”— detained in an attempt to join his family in Lebanon—became a patient in need of rehabilitation for drug addiction. Maher’s descent into drug use while in prison exemplifies the much larger problem of drug smuggling and consumption for which Roumieh prison is becoming increasingly notorious in Lebanon. Lebanon’s largest prison is located in Roumieh, Matn District, east of Beirut, and usually houses about 5,500 inmates. Considered one of the most overcrowded prisons, Roumieh houses both pre-trial prisoners and those who have been convicted. It has separate sections for young teens, women, and men. Given its large size and testimonies as to the prison’s pervasive drug networks, this prison is becoming a contributor to Lebanon’s struggle with drug addiction in its own right.

16. Lebanon's Social Protection System Suffers Amidst the Current War: Urgent Action Needed!

This policy paper assesses Lebanon’s social protection response to the ongoing war and provides recommendations for policymakers to further develop this response and later improve the shock-responsiveness and -resilience of the country’s social protection system. The war in Lebanon has exacerbated the existing economic crisis, leading to mass displacement and increased poverty. The social protection system, already fragmented and underfunded, is struggling to meet the humanitarian needs of the affected population. The emergency response has been inadequate and limited to cash transfers and in-kind donations reaching only a small portion of those in need. Lebanon’s social protection system primarily relies on poverty-targeted social safety nets, which offer limited coverage and are heavily dependent on international funding. These safety nets have been expanded in response to the war but their reach remains relatively narrow. This implies an urgent need for a more comprehensive and coordinated approach to address the crisis – an approach that involves immediate humanitarian assistance as well as longer-term social protection measures that strengthen the system’s shock-responsiveness and -resilience. Linkages between the humanitarian and social assistance systems are also crucial for an integrated and sustainable approach. The paper concludes that for Lebanon's social protection system to become more fit for purpose, universal social security schemes should be prioritized, followed by a plan that tackles the issue of being composed of a complex web of different programs and registries. The government must therefore take decisive action to secure additional funding through domestic resources, improve coordination among stakeholders, and expand the reach of social assistance programs so that vulnerable populations receive the support they need to cope with the current crisis, and have their wellbeing and livelihood constantly protected.

17. Lebanon’s Solar Rollout: In What Ways Has It Been an Unjust Energy Transition?

Abstract:
Lebanon’s national electricity supply has nearly collapsed, with the country’s residents experiencing constant power cuts over the past three decades and total blackouts since 2020.1 This has led residents across the country to find their “coping strategies” - which have become somewhat normalized - to deal with the national shortages, including purchasing or subscribing to diesel generators.2 More recently, these coping strategies have started to include solar energy installations, which have been deemed revolutionary for Lebanon,3 although in reality, the story is much more complex. As the climate crisis worsens and global institutions start to advocate and fund just transitions,4 it is imperative to reflect on what this means to prevent the repetition of collective injustices. This paper briefly outlines the solar energy landscape in Lebanon and asks some questions about the country’s solar rollout, including who benefits from it and how, as well as how this process repeats past energy injustices. It then presents some case studies of initiatives that have addressed some community energy needs while offering lessons for future energy planning. The paper concludes with recommendations to policymakers, civil society organizations, and the private sector as they transition to solar energy.

18. Operation Al-Aqsa Flood in Lebanon’s Palestinian Camps: Emotion and Reason, Solidarity and Militancy

Abstract:
In September and early October of 2023, I was in Lebanon on a working visit to the Ain al-Hilweh Palestinian refugee camp after the outbreak of bloody battles between the Fatah movement and the “Muslim Youth.”1 The clashes in Ain al-Hilweh began on 30 July 2023, following the assassination of Abu Ashraf al-Armushi, Fatah’s security chief for southern Lebanon. The Palestinian National Security Forces, affiliated with the Palestinian Authority, are responsible for protecting and managing the security of Palestinian refugee camps in Lebanon, and communicating with the Lebanese army to solve any incidents that occur. The clashes continued intermittently until late September, and stopped completely as Operation Al-Aqsa Flood began, with rogue elements on both sides promising to resume their conflict after the Gaza War. This was not the first time that Ain al-Hilweh camp has witnessed an armed conflict between Fatah and the "Muslim youth." This battle was one round in a series of escalations between Fatah and various Islamist militant groups which began with the establishment of Osbat al-Ansar in 1990, then with more extremist groups that splintered from al-Ansar after it concluded a peace agreement with Fatah in 2002. In reality, this battle was a conflict between Fatah and Hamas over control of the camp, as part of their fundamental struggle over Palestinian legitimacy. One hypothesis suggests that the recent clashes in Ain al-Hilweh resulted from an attempt by a party with no stakes in reconciliation between Fatah and Hamas to scuttle the dialogue conference in Egypt held on 30 July 2023. Fatah members, residents, and activists in the camp claim that Hamas is fighting “with another’s sword” against Fatah, that is, using unrecognized Islamic groups in the camp such as the Maqdisi group led by Fadi Al-Saleh, a close affiliate of Hamas who works with Turkish non-governmental organizations and supports the "Muslim Youth" groupings. Historically, the camps in Lebanon were under the control of the Palestine Liberation Organization (PLO), and still are. However, since Mahmoud Abbas took over the administration of the Palestinian Authority, the Fatah movement, the PLO, and all Palestinian national institutions have marginalized refugees and failed to prioritize their cause. As a consequence, Palestinian refugees became increasingly discontent with Abbas’ positions, even those within the ranks of the Fatah movement, albeit this discord was not always made public. As for Hamas, it lost its base in the Yarmouk camp in Syria after the rift between it and the Syrian regime with the outbreak of the Syrian revolution, which made it search for another base among the refugees. Ain al-Hilweh camp was one of its areas of interest, as the largest Palestinian refugee camp in Lebanon where Islamist movements such as the Osbat al-Ansar and the Mujahid Movement were present, making the camp fertile ground for Islamist activity. Hence, it became logical for Hamas to compete with Fatah over governance of the Lebanese camps, the most important of which is Ain al-Hilweh as the capital of the Palestinian diaspora. This article presents a preliminary analysis of the perception of Palestinian refugees in Lebanon towards Operation Al-Aqsa Flood and the forms of solidarity with Gaza, both as socio-political solidarity and as militant engagement at a moment of intense competition between Fatah and Hamas. The article also raises the issue of the mobilization of Palestinian refugees in Lebanon and Hamas's attempts to establish influence in the camps in the aftermath of Operation Al-Aqsa Flood. The article is based on official and informal meetings, observations during field visits to the camps in early October and November 2023, and a review of news coverage.

Abstract:
This article investigates the challenges faced by the Syrian Dom community in Lebanon, with a particular focus on the gender-specific adversities encountered by women. Historically nomadic, the Dom have largely settled in the MENA region, though recent conflicts in Syria have displaced many to Lebanon, where they live in precarious conditions alongside other refugees. Through a mixed-methods approach, this research delves into the multiple layers of discrimination experienced by Dom women, exacerbated by their ethnic background, gender, and legal status. Such factors combine to place Dom women in highly vulnerable positions, perpetuating their marginalization and complicating their integration into Lebanese society. By focusing on vulnerabilities, forced labor, sexualization, protection, and intimate-partner and familial dynamics, this paper offers insights into how systemic inequalities intersect with identity formation in a less-explored displacement context within Lebanon. The study concludes with recommendations for targeted interventions aimed at empowering these women, improving their access to necessary services, and facilitating their social inclusion.

Abstract:
This paper sheds light on the often-overlooked intersectionality of armed conflict, displacement, and sexual and gender identity, with a focus on the experiences of LGBTIQ+ internally displaced persons (IDPs) from South Lebanon amidst the ongoing armed conflict between Israel and Hezbollah. Employing a qualitative research approach, the study conducted 18 in-depth interviews with members of the displaced LGBTIQ+ community to capture the nuances of their lived experiences. Through thematic and narrative analysis, the research aims to uncover the multifaceted challenges faced by LGBTIQ+ individuals who have been internally displaced due to the protracted conflict. The findings highlight the intricate interplay between the external conflict dynamics and the internal struggles of sexual and gender minorities navigating displacement. Themes such as resilience, identity negotiation, discrimination, and community building emerge from the narratives, providing a rich and textured understanding of the intricate fabric of their lives. The paper not only contributes to the growing body of literature on conflict-induced displacement but also foregrounds the unique challenges and coping mechanisms employed by LGBTIQ+ individuals in the face of adversity. By amplifying the voices of those often silenced, this research seeks to inform policies and interventions that are more inclusive and responsive to the specific needs of internally displaced LGBTIQ+ populations in conflict settings, fostering a deeper understanding of the complexities inherent in their journeys of survival, resilience, and identity reconstruction.
