Abstract:
Depuis la fin de la guerre civile, la situation des réfugiés palestiniens au Liban a fait l'objet de nombreuses enquêtes et publications. Il faut dire que, dans l'ensemble du monde arabe, le Liban se distingue par sa politique fort restrictive et discriminante à l'égard de ces « étrangers » dont le statut de réfugié n'est pas officiellement reconnu. Les acteurs politiques de l'après-guerre ont donc érigé une véritable frontière entre Libanais et réfugiés Palestiniens au Liban. On peut même dire qu'une partie de l'identité nationale libanaise s'est reformulée autour de la figure honnie du réfugié palestinien, rendue responsable de la guerre civile que le Liban a connu entre 1975 et 1990. De façon symptomatique, les travaux traitant de la réconciliation post-conflit ont largement laissé de côté la problématique des relations libano-palestiniennes, tandis que la politique de reconstruction / réconciliation mise en place par les gouvernements successifs de la seconde République a purement et simplement ignoré l'existence des réfugiés palestiniens.

Abstract:
Cet article est consacré à l'étude d'un conflit local au Liban, un pays du Proche-Orient abritant officiellement dix-sept « communautés » confessionnelles. Cet enchevêtrement de frontières intérieures sur un territoire restreint alimente des troubles récurrents, comme en témoignent les affrontements intercommunautaires de mai 2007 ou la guerre civile qui a meurtri le pays durant quinze ans (1975-1990), transformée au fil du temps en guerre de clans et de factions. De nombreux écrits sont consacrés à ces déchirements libanais, surtout de la part d'historiens, de politologues ou de sociologues. Notre étude de cas revient sur ces tensions politico-confessionnelles libanaises non pas d'un point de vue sociologique mais géographique, en les abordant à une échelle micro et en privilégiant une entrée spatiale. Le conflit d'appropriation foncière qui secoue la bourgade d'Anjar (qui compte environ 5000 résidents) montre la transcription au sol des frictions communautaires et des stratégies identitaires avec, pour corollaires, l'élaboration d'une frontière – entendue comme limite politique transcrite dans l'espace – et un conflitde mémoire, celle du lieu disputé.

Hezbollah's deepening involvement in Syria is one of the most important factors of the conflict in 2013 and 2014. Since the beginning of 2013, Hezbollah fighters have operated openly and in significant numbers across the border alongside their Syrian and Iraqi counterparts. They have enabled the regime to regain control of rebel-held areas in central Syria and have improved the effectiveness of pro-regime forces. The impact of Hezbollah's involvement in Syria has been felt not just on the battlefield, where the regime now has momentum in many areas, but also in Lebanon where growing sectarian tensions have undermined security and stability.

On December 29, 2013, the journalists Mohamed Fahmy, Peter Greste and Baher Mohamed were arbitrarily arrested and detained in Cairo, Egypt. They were sentenced to seven years in prison after a five-month trial, a verdict US Secretary of State John Kerry called "chilling and draconian" (quoted in Holmes 2014). Although more contentious, the 2002 rendition of Canadian-Syrian citizen Mahar Arar also garnered international condemnation. 2 The subsequent apology by the Canadian government drew attention to the vulnerability of dual citizens, both abroad and at home. In 2006 and 2011, Canadian citizens from Lebanon and Egypt called upon the Canadian government for support during conflicts, with over 13,000 evacuated from Beirut alone by the end of July 2006. These cases all bring to light the complex web of obligations and transnational legalities, which come to the fore during times of conflict. Characterized by an absence of global governance, dual citizenship occupies a grey area in the international arena, as no international conventions directly apply to this citizenship status. In this absence, there are fragmented state responses based on geopolitical and geographical demand - dual citizenship can be permitted, avoided restricted or renounced - according to the whims of states. This has created a messy terrain around rights, state responsibilities, security and migration.

The thorny parliamentary process of selecting a new president could rekindle violence if it results in substantial delays or further sectarian friction. Last week, Lebanon's parliament convened for the first round of balloting to elect a new president. While Samir Geagea -- who leads the Christian "Lebanese Forces" party, which is aligned with the pro-Western March 14 coalition -- received the most votes, he failed to secure the requisite two-thirds parliamentary support. In the coming weeks, legislators are slated to continue meeting until a president is selected. Unlike last week's session, in which the Hezbollah-led March 8 bloc did not challenge Geagea's candidacy, the voting promises to become increasingly contentious in subsequent rounds. Perennial sectarian tensions exacerbated by the war next door in Syria have complicated the historically wrought and arcane election process. Should a compromise candidate not emerge by May 25, the term of current president Michel Suleiman will expire, leaving the post vacant. In the past, the presidency -- which by law must be held by a Christian -- was the dominant office in Lebanon's government. But the 1989 Taif Accord effectively stripped the position of its powers, delegating them to the prime minister, who must hail from the Sunni Muslim constituency. Given the post's largely symbolic nature, some might argue that the tense selection process is much ado about nothing. Yet the presidency remains an emotionally evocative issue for Lebanese Christians, and both the March 8 and March 14 blocs see a sympathetic chief executive as an important advantage worth fighting for.

It has shown it will back his regime by any means necessary, despite doubts about its capacity to win a decisive victory and regardless of the risks to the movement's own moral standing and cross-sectarian appeal. As it is drawn ever-deeper into its neighbour's civil war that seems poised to endure for years, it finds itself increasingly distracted from its original anti-Israel focus and risking a profound reshaping of its identity.
