1. The Mekong Matters for America/America Matters for the Mekong

Abstract:
This report explores the trade, investment, business, diplomacy, security, education,and people-to-people connections between the United States and the five countries of mainland Southeast Asia referred to as the Mekong region. Myanmar, Thailand, Laos, Cambodia, and Vietnam are bound together and geographically defined by the Mekong River, which has historically provided a rich, natural bounty of fish, agricultural productivity, physical connectivity, and key environmental services to more than 60 million people living in the river basin. The Mekong’s importance has only grown as the region’s social, economic, and diplomatic ties export the river’s bounty to the rest of the world. As the region develops, urbanization, infrastructure development, and climate change—among other changes—are all impacting the river, its resources, and the millions who depend on the mighty Mekong. 2. "Small Is Beautiful": Lessons from Laos for the Study of Chinese Overseas

Abstract:
During the colonial period, Laos welcomed the smallest overseas Chinese communities in Southeast Asia, communities that almost disappeared after the communist forces seized power in Laos in 1975. Yet, this landlocked country shares a long history with China and even experienced a Golden Age thanks to the thriving caravan trade between Yunnan and mainland Southeast Asia. The Greater Mekong Subregion initiative, a development programme launched by the Asian Development Bank, has revitalized these historical trade routes, causing thousands of Chinese migrants to pour onto the new roads of Laos, channelled through the North–South Economic Corridor linking Kunming to Bangkok. Depicted as “an army of ants” that plunders the natural resources of this poor country, these Chinese migrants are also the main drivers of development. The paper seeks to examine the specificity of China's engagement in Laos. I suggest that this small and forgotten country can provide insightful lessons to better understand the current changes taking place in Chinese migration worldwide.

Abstract:
During recent years, drought has become a common occurrence in most areas in the Mekong River Delta of the Mekong region, including nine provinces in the Southern Central and Central Highland regions in Viet Nam. The Department of Water Resources, Ministry of Agriculture and Rural Development (MARD), has estimated that between 1 and 1.3 million people (13–17 per cent of the total population) are affected by drought in these provinces and hence are in need of assistance. Ninh Thuan province is the worst affected of these provinces.
