1. Preventing Violent Extremism While Promoting Human Rights: Toward a Clarified UN Approach

In response to the threat of violent extremism, the UN has adopted a comprehensive approach that involves both aligning ongoing interventions with the goals of preventing violent extremism (PVE) and implementing PVE-specific programming. These initiatives aspire to use human rights-based approaches as opposed to hard-security counterterrorism responses. To date, however, there has been inadequate research on how the UN and other international organizations can promote human rights as part of their PVE programming. This issue brief introduces findings on the strategic shift of UN peacebuilding interventions toward PVE and the barriers these interventions face to protecting human rights, drawing on research conducted in Kyrgyzstan. It concludes that PVE approaches to peacebuilding are fundamentally ambiguous, which may be hindering promotion of human rights. These ambiguities lie both in the terminology and strategies of intervention and in the drivers of radicalization and violent extremism. By clarifying its approach to PVE, the UN can dilute the inherent contradiction in its dual role as a critic and supporter of host states and reduce the odds that its interventions legitimize human rights violations.

Abstract:
Kyrgyzstan, Central Asia’s only even nominal parliamentary democracy, faces growing internal and external security challenges. Deep ethnic tensions, increased radicalisation in the region, uncertainty in Afghanistan and the possibility of a chaotic political succession in Uzbekistan are all likely to have serious repercussions for its stability. The risks are exacerbated by leadership failure to address major economic and political problems, including corruption and excessive Kyrgyz nationalism. Poverty is high, social services are in decline, and the economy depends on remittances from labour migrants. Few expect the 4 October parliamentary elections to deliver a reformist government. If the violent upheavals to which the state is vulnerable come to pass, instability could spread to regional neighbours, each of which has its own serious internal problems. The broader international community – not just the European Union (EU) and the U.S., but also Russia and China, should recognise the danger and proactively press the government to address the country’s domestic issues with a sense of urgency.

Abstract:
Over the past two decades of independent history, the Central Asian states (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan) have developed pragmatic and largely nonideological national security strategies rooted in their perceptions and prioritization of the complex regional realities. The states’ attempts to match their military and security services capabilities to handle a variety of external and internal security challenges highlights the fact that the Central Asian states regard these capabilities as critical elements of hard power. At the same time, while often utilized to help quell various sources of domestic instability, all Central Asian militaries have lacked up-to-date operational experience. A review of their tactical proficiency in dealing with internal conflicts shows that although Kazakhstan and Uzbekistan have contained sociopolitical unrest better than Kyrgyzstan and Tajikistan, all the states struggled to reform and adapt their armed forces to successfully deliver on their doctrinal obligations. This is because they have remained largely outside of contemporary international military interventions such as Operation Iraqi Freedom, the International Security Assistance Force or Kosovo Forces.

7. The limitations of European Union reports on arms exports: the case of Central Asia

Abstract:
All European Union (EU) member states are required to submit information on arms export licences and arms exports for inclusion in the EU annual reports on arms exports. The example of Central Asia— Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan—shows that the data in these EU annual reports has only a limited utility for monitoring exports of arms and military equipment. The specific case of Uzbekistan, which was subject to an EU arms embargo between 2005 and 2009, shows that certain transfers of apparent concern have been reported but not investigated, while other transfers have not appeared in the annual reports.

Abstract:
When Kazakhstan president Nursultan Nazarbayev met with U.S. president Barack Obama on several occasions during the former's April 11–14, 2010, visit to Washington, one of the issues the two leaders discussed was the volatile political situation in Kyrgyzstan. They were also joined on at least one occasion by Russian president Dmitry Medvedev, who was in Washington for the April 12–13 Nuclear Security Summit. The three governments were eager to share assessments about developments in Kyrgyzstan after the April 6–7 civil strife there killed about 80 people and wounded over 1,000. The ensuing chaos led Kazakhstan and other neighboring countries to close their borders with Kyrgyzstan and begin intensive consultations on an appropriate response.

9. Uzbekistan: Europe's Sanctions Matter

Abstract:
After the indiscriminate killing of civilians by Uzbek security forces in the city of Andijon in 2005, the European Union imposed targeted sanctions on the government of President Islam Karimov. EU leaders called for Uzbekistan to allow an international investigation into the massacre, stop show trials and improve its human rights record. Now a number of EU member states, principally Germany, are pressing to lift or weaken the sanctions, as early as this month. The Karimov government has done nothing to justify such an approach. Normalisation of relations should come on EU terms, not those of Karimov. Moreover, his dictatorship is looking increasingly fragile, and serious thought should be given to facing the consequences of its ultimate collapse, including the impact on other fragile states in Central Asia such as Kyrgyzstan.

The perception that the disintegration of the Soviet Union constituted a major challenge to Russia's security is of a political and psychological, rather than an economic nature. The countries of the Caucasus and Central Asia—Georgia, Armenia, Azerbaijan, Kazakhstan, Turkmenistan, Uzbekistan, Kyrgyzstan, and Tajikistan—are neither an irreplaceable resource base for the Russian economy nor the only available market for its non-competitive products. Any efforts to see it otherwise will induce the region to strengthen its economic and military security with the help of outside powers as a buffer against Russia's ambitions for greater control.
