91. What's in a Line? Is Partition a Solution to Civil War?

Abstract:
The debate over territorial partition as a solution to civil war is highly politically relevant. At the height of the Iraqi civil war in 2006 and 2007, faced with intensifying violence against civilians, mistrust among the main Sunni, Shiite, and Kurdish groups, and bleak prospects for state building, policymakers and analysts turned to ideas about partitioning the country. War-induced partitions and partition-induced wars continue to be prominent features in international security—two recent examples being the de facto partition of Kosovo from Serbia in 1999 followed by international recognition of Kosovo's independence in 2008, and the August 2008 war between Russia and Georgia following the latter's invasion of the separatist region of South Ossetia.

Abstract:
Systematic patterns of sexual exploitation and abuse (SEA) have emerged around UN peacekeeping missions over the course of many years.1 Reports of abuse by peacekeepers in Cambodia and the Balkans in the 1990s were followed by news of similar problems in West African missions in 2001 and 2002. The Secretary General subsequently issued a 2003 Bulletin outlining a zero-tolerance policy, but the abuse continued. In 2004, peacekeeper misconduct became widely known through mainstream media reports that UN personnel in MONUC, the UN Mission in the Democratic Republic of Congo, had been engaging in sexual exploitation and abuse (SEA) of local women and children. The SEA included, most egregiously, peacekeepers' exchange of UN food supplies or money for sex with young girls and sometimes boys. SEA has been a particular problem in mission areas where extreme poverty and conflict or post-conflict trauma and social dislocation drive local people to sell their bodies, but it has occurred in more developed contexts as well, such as Cyprus and Kosovo. The UN response to these problems has been to establish, in 2005, a Conduct and Discipline Unit with offices in New York and mission areas, charged with addressing the problem in a variety of ways. SEA continues to occur since then, with serious incidents revealed in Sudan, Liberia, Haiti, Cote d'Ivoire, and again in the Congo.

Abstract:
EU governments formally launched the European Security and Defence Policy (now renamed the Common Security and Defence Policy) in lune 1999, shortly after NATO's war in Kosovo. That war exposed huge equip¬ment gaps between US and European armed forces. Euopeans did not have adequate transport or communica¬tions equipment, or enough deployable soldiers. Since the Helsinki summit in December 1999 therefore, EU governments have committed themselves to a number of military reform plans. The essential aim of these plans has been to develop more useful equipment for international peacekeeping, such as transport planes and helicopters, and encourage a reform of national armies oriented away from territorial defence towards external deployments.

94. The Norms and Politics of Exit: Ending Postconflict Transitional Administrations

While the impact of norms on post-conflict statebuilding operations has been well-explored in the literature, the ways in which the same normative frameworks affect the exit practices of such operations has so far remained unaddressed. To fill this gap, this paper examines the impact of the liberal-democratic norms governing statebuilding operations on the timing and process of exit of post-conflict international transitional administrations. To that end, it first examines the concept of exit, arguing that exit is best considered as a process rather than an event. The second section outlines the normative framework that has shaped postconflict statebuilding activities since the end of the cold war, and proposes three ways in which norms can affect exit: first, that norms act as blueprints for statebuilding and can thereby shape benchmarks for exit; second, that norms create "zones of permissibility" that explicitly commit statebuilders to a transitional presence and make exit central to the legitimacy of statebuilding operations; and third, that local actors strategically use norms, in particular those of self-determination and the taboo of permanent control of a territory, to push for an early exit of statebuilding operations. The third section explores both the scope and limitations of the three functions of norms with regard to exit in the context of a brief case study of UNMIK's exit from Kosovo. The article concludes with some observations about the impact of the findings for exit strategies of international actors from statebuilding operations.

Abstract:
Kosovo has taken first state-building steps, but the international community has not met its commitments to provide adequate support. A rule-of-law mission (EULEX), the EU's biggest ever European security and defence policy (ESDP) operation, was agreed in February 2008 but has only started to deploy. The International Civilian Office (ICO), projected to supervise independence, is a shell. The UN still functions in part as an interim administration, negotiating arrangements for Kosovo Serbs with Belgrade. The Ahtisaari plan, on the basis of which 47 states have recognised Kosovo, has been undermined by the international organisations meant to help implement it. The EU and U.S. are struggling to come to terms with Russia's attempts to portray its support for breakaway regions in Georgia as a mirror image of what they did in Kosovo. Most urgent now is for the EU to make EULEX fully operational before year's end and use its leverage with a Belgrade government that wants membership to begin to make pragmatic accommodations to Kosovo's new status.

Abstract:
The paper examines the comparative economic wellbeing of female- and male-headed households among Serbs and Albanians in post-conflict Kosovo. Evidence from the living standards measurement study (LSMS) household survey, 2001, shows that Serb households, both those headed by women and men, are worse off than Albanians households. We find that female-headed households do not generally suffer more than male-headed households, but there is substantial variation among ethnic groups. While Albanian female-headed households are marginally better-off than Albanian male-headed households, Serb female-headed households have the lowest standard of living.

Abstract:
On March 11th, 2000, two children who were playing in the neighborhoods of Mitrovica, Kosovo, got hurt by an “unexploded ordnance”. One of them died in the explosion, the other was severely injured. An inquire clarified that the ordnance was a “bomblet”, a part of a cluster bomb dropped during the 1999 NATO air campaign against the Federal Republic of Yugoslavia.

In the first month of 2008, Russia's state-controlled natural gas mono-poly, Gazprom, ticked off two more European countries that will rely almost entirely on Moscow for their everyday energy needs. On Janu¬ary 18th, Russian President Vladimir Putin, accompanied by his anointed successor, Gazprom chairman Dmitri Medvedev, pressured the govern¬ment in Sofia into signing an energy deal with Russia and providing its backing for the construction of the South Stream gas pipeline from Russia to Bulgaria, and further into Europe, undercutting EU- and U.S.-backed plans for a pipeline from Turkey. Then, a week later, Serbian President Boris Tadic, accompanied by his prime minister, visited Moscow and signed on the dotted line, allowing Gazprom to acquire a 51 percent stake in Serbia's national oil company (NIS). The ambitious move not only strengthened energy links between the two Slavic nations, but bolstered ties between the two most vocal opponents of independence for Kosovo.

Abstract:
Preserving international security in the 21st century is harder than it was in the 1990s. In those days, following the collapse of the Berlin Wall, the international system as a whole seemed to be moving towards democracy and a free-market economy, even if it was ridiculously premature to proclaim “the end of history.” The problems which inevitably arose from time to time were not that difficult to manage. Intervening in the Balkans, for instance, was really a matter of political will. Once the NATO allies had overcome their hesitations about using air power against Milosevic in Bosnia and later on in Kosovo, military victories were achieved relatively quickly. In short, the NATO allies had the power to determine outcomes, even if common vision and will were often lacking. There were no major countervailing forces willing and able to frustrate the policy goals of the Alliance.

Kosovo's independence has revealed shifting strategic landscapes, security concerns and domestic developments in regional and international politics with significant implications for all actors in the region. Russia calculated to restore its lost 'superpower' status and control Serbia's strategic oil industries. Turkey's prompt recognition of independence increased its impact and prevented a stronger Greek-Serb- Russian axis in the region, while strengthening its Western identity. Kosovo's independence will be a test case for keeping peace and stability in the Balkans within the new dynamics of regional and international politics.
