1. Beyond Deterrence: A Peace Game Exercise for the Korean Peninsula

Abstract:
This report describes a virtual role-playing peace game exercise conducted in October 2021 that simulated diplomatic negotiations aimed at making tangible progress toward improving relations, enhancing security, and building confidence on the Korean Peninsula. The exercise, hosted by the United States Institute of Peace, Quincy Institute for Responsible Statecraft in Washington, and the Sejong Institute in Seoul, consisted of negotiating teams representing the United States, South Korea, North Korea, and China. The U.S. and North Korean teams emerged as the principal actors in the exercise, determining whether negotiations remained static or moved forward. However, these teams perceived potential losses in negotiations more acutely than potential gains, which resulted in diplomatic inertia. Both teams seemed open to negotiations as long as the other side took the first conciliatory step, but presidential leadership and political will were necessary to overcome inaction. The U.S. team also seemed more driven by the risks of North Korean aggression and duplicity in negotiations than the South Korean team, which led to divergent policy approaches between allies. In addition, the U.S.-China rivalry fueled a zero-sum mentality that hindered opportunities for progress and heightened misunderstandings between the U.S. and South Korean teams. These observations lead to the following policy recommendations for the actors involved: Advancing peace and denuclearization will require the highest level of executive leadership and intervention from all parties to build support for a final agreement. For the United States, that means greater presidential prioritization and increased coordination with Congress. All parties should start with smaller, more reversible measures; mitigate the risk of failure; and highlight potential gains. The United States should consider confidence-building measures that jump-start negotiations but do not undermine its security interests. Washington should strengthen coordination with Seoul on North Korea policy and other key alliance matters to harmonize strategies. To achieve progress, all parties should separate issues pertaining to the Korean Peninsula from the U.S.-China contestations.

Abstract:
This paper offers concrete policy recommendations and institutional tools for the incoming Biden administration and Congress to revise policy toward the Korean Peninsula. Deterring North Korea will remain a focus of the alliance, but prioritizing denuclearization must no longer monopolize the alliance’s political capital nor paralyze its global potential. The US and South Korea must clarify how shared values translate into policy convergence in security, economy, and technology domains to rediscover relevance in an era of multidimensional structural competition with China. Even without a comprehensive nuclear agreement with North Korea, the near-term priority must be to revitalize the regional security architecture to uphold extended deterrence to South Korea and Japan while institutionalizing a process of managing tensions and capping North Korea’s most destabilizing capabilities. Lastly, Congress must deliberate a viable path toward risk reduction and peace with Pyongyang while advocating for transformational change through advocacy for human rights and freedom of information.

Given the ongoing development of nuclear and missile programs in Democratic People’s Republic of Korea (DPRK) and increasing tensions between nuclear weapon countries (US, Russia and China) in the region, it is critically important to reduce risk of nuclear war in the region and to find a way to resolve a current deadlock in negotiations between DPRK and the US for denuclearization of Korean Peninsula. This paper proposes a comprehensive approach to peace and stability in the region as well as a phased denuclearization of Korean Peninsula and eventually establishing Nuclear Weapon Free Zone (NWFZ) in the region

A joint statement by the United States and North Korea in June 2018 declared that the two countries were committed to building “a lasting and stable peace regime on the Korean Peninsula.” Such a peace regime will ultimately require the engagement and cooperation of not just North Korea and the United States, but also South Korea, China, Russia, and Japan. This report outlines the perspectives and interests of each of these countries as well as the diplomatic, security, and economic components necessary for a comprehensive peace.

Abstract:
North Korea’s foreign policy decision-making procedure is highly centralized to a single leader or, at most, a few political/military elites. While democratic governments are restrained both horizontally and vertically, authoritarian regimes are relatively free of constraints from the public. This paper examines the motivations behind North Korea’s nuclear weapons development in light of the rational deterrence model, then discusses the strategic implications of a rational, or irrational, North Korea. It concludes that North Korea’s decision to develop nuclear weapons was rationally motivated by the deteriorating security environment surrounding the state, but that this will not guarantee deterrence.

Abstract:
The Pacific Forum, with support from the Defense Threat Reduction Agency (DTRA), brought 41 officials and experts from the United States, Japan, and the Republic of Korea (ROK), along with eight Pacific Forum Young Leaders, all attending in their private capacity, to Maui, Hawaii, Sept. 5-6, 2019 to explore the three countries’ thinking about extended deterrence and prospects for and obstacles to strengthened trilateral security cooperation. A two-move tabletop exercise (TTX) was focused on concerted and coordinated efforts by China and North Korea to revise the status quo in Northeast Asia. Key findings include: Despite political difficulties, there was little difference among participants regarding assessments of the situation and dynamics in Northeast Asia. They were generally aligned and this was evident in responses to the TTX: they sought to prevent opportunism, provide off-ramps for adversaries, and didn’t rush to connect the incidents. Official statements notwithstanding, there is rising anxiety in Seoul and Tokyo for a variety of reasons. In the ROK, some concerns focus on the role of nuclear solutions to national security problems. In Japan, the issue is often the US-China balance of power. Tokyo and Seoul remain committed to their alliances with the US, however. Participants acknowledged that conventional strength among allies and the ability to coordinate more seamlessly strengthened extended deterrence.

Abstract:
KEI’s 2020 Report on American Attitudes Toward the Korean Peninsula focuses on U.S. views on relations with South Korea, U.S. awareness of South Korean brands and cultural products, and views on North Korea and was conducted by YouGov. The results reveal that while Americans have a favorable view of South Korea and about half are supportive of maintaining U.S. troops on the Korean Peninsula, few Americans watched or listened to Korean cultural products in the last year. Americans also view North Korea as one of the three critical challenges for the United States, but fewer than 1-in-3 approve of the administration’s handling of North Korea.

Abstract:
Japan’s geographical location is often compared to that of the United Kingdom in Europe, and its strategic role is expected to correspond to Britain’s as a balancer that has endeavored to keep the European world from being dominated by a hegemony or hegemonic coalition of powers. his geographical resemblance infers that Japan will play the role of a British balancer in East Asia. However, Japan differs from the UK geopolitically. If it were a balancer, Japan would welcome a more stable Korean Peninsula able to manage unexpected provocation from the North. Instead, Japan is skeptical about today’s changing inter-Korean situation, following the Panmunjom Declaration on 27 April 2018. It needs to be understood that Japan has lain within a different geopolitical environment from Britain in Europe, which influenced different strategic choices in the history of East Asia.

TENSION around the Korean Peninsula is one of the main threats to international security. North Korea’s acquisition of nuclear and missile weapon systems has become a new serious factor in global strategic sta- bility. Previously, during the cold war era, the only tool of control over strategic weapons was the relationship between Moscow and Washington. At present, the international situation has radically changed. New nuclear powers – India, Pakistan, Israel, and North Korea – regard- less of whether or not the original five members of the Nuclear Nonproliferation Treaty (NPT) acknowledge them as such, are not under the control of either Washington or Moscow or Beijing: they act at their own discretion, as they see fit. The current polycentrism of nuclear proliferation is based on region- al rivalry. India has created its nuclear arsenal as a counterweight to China; Pakistan, as a counterweight to India; and Israel, as a shield against Arab states. None of these states, however, are seeking global supremacy and so their nuclear status is taken by the world community more or less in stride.
