Abstract:
Denuclearization of Korean Peninsula is one of the most important security issues that the countries in the region, including the US, will face. Given the ongoing development of nuclear and missile programs in Democratic People’s Republic of Korea (DPRK) and increasing tensions between nuclear weapon countries (US, Russia and China) in the region, it is critically important to reduce risk of nuclear war in the region and to find a way to resolve a current deadlock in negotiations between DPRK and the US for denuclearization of Korean Peninsula. This paper proposes a comprehensive approach to peace and stability in the region as well as a phased denuclearization of Korean Peninsula and eventually establishing Nuclear Weapon Free Zone (NWFZ) in the region

Abstract:
TENSION around the Korean Peninsula is one of the main threats to international security. North Korea’s acquisition of nuclear and missile weapon systems has become a new serious factor in global strategic sta- bility. Previously, during the cold war era, the only tool of control over strategic weapons was the relationship between Moscow and Washington. At present, the international situation has radically changed. New nuclear powers – India, Pakistan, Israel, and North Korea – regard- less of whether or not the original five members of the Nuclear Nonproliferation Treaty (NPT) acknowledge them as such, are not under the control of either Washington or Moscow or Beijing: they act at their own discretion, as they see fit. The current polycentrism of nuclear proliferation is based on region- al rivalry. India has created its nuclear arsenal as a counterweight to China; Pakistan, as a counterweight to India; and Israel, as a shield against Arab states. None of these states, however, are seeking global supremacy and so their nuclear status is taken by the world community more or less in stride.

Tension remains across the Korean Peninsula. Despite moves to dissipate the dangerous rhetoric by both the North and South Koreans, the underlying threats remain in place. A reader of the mainstream – mostly Western – media would assume that the threats were all authored by North Korea, indeed that if the North simply gave up its nuclear weapons programme that all would be well. But this is not the whole story. Our Dossier no. 1: Crisis in the Korean Peninsula unravels the problems that bedevil the people of Korea.

2016 in Korea began with a bang. Though unlikely to be the hydrogen bomb it claims, North Korea’s fourth nuclear test on Jan. 6 makes certain that inter-Korean ties will not get better any time soon. The last four months of 2015 saw disappointingly little progress on the six-point accord reached in late August to improve relations. The sole substantial outcome was a fresh round of reunions of separated families. However, no further reunions have been arranged or even discussed. Civilian exchanges did pick up to a degree, but this remained fairly light traffic, and wholly one-way; no North Koreans were reported as visiting the South. Even though the August accord specified holding high-level talks “at an early date,” such talks did not take place until December, and then only between vice ministers. It was hard to be optimistic that 2016 would prove any better, even before the DPRK detonation exploded such slim hope as might have remained. Clause 1 of August’s accord specified holding high-level talks “at an early date, to improve north-south ties and have multi-faceted dialogue and negotiations in the future.” Such talks did not take place until December, and then only between vice-minister level officials. Far from improving relations or leading to further dialogue, these two days of talks yielded absolutely nothing: no joint statement, nor any schedule to meet again. Predictably each side blamed the other. On this basis it was hard to be optimistic that 2016 would prove any better, even before Jan. 6’s DPRK detonation exploded such slim hope as might have remained.

Mid-2015 saw the two Koreas hit the headlines again, for the usual depressing reasons. To be exact, it was a hot August politically on the peninsula; with hostilities – mostly rhetorical, but shots were fired – cranked up to a degree not seen since the spring of 2013. Before that, three months of bickering during May through July destroyed the “late spring blossoms” which our previous report had foolishly thought to discern in bud. Having been thus wrongfooted (not for the first time), although hope springs eternal, caution seems advisable as to the prospects for and sustainability of the welcome new outbreak of peace which North and South Korea currently purport to have snatched from what so recently had looked like the brink of war.
