Deforestation is a complex issue linked not only to economic and social dynamics at both global and local levels but also to questions of power and politics. Nowhere is this more evident than in the ongoing struggle over the Mau Forest in Kenya. This article explores the history of political struggles surrounding the Mau forest and the role that mapping has played in determining the political and ecological landscape of the region.

112. The High Return to Private Schooling in a Low-Income Country

Abstract:
Existing studies from the United States, Latin America, and Asia provide scant evidence that private schools dramatically improve academic performance relative to public schools. Using data from Kenya—a poor country with weak public institutions—we find a large effect of private schooling on test scores, equivalent to one full standard deviation. This finding is robust to endogenous sorting of more able pupils into private schools. The magnitude of the effect dwarfs the impact of any rigorously tested intervention to raise performance within public schools. Furthermore, nearly two thirds of private schools operate at lower cost than the median government school.

113. The UN Security Council and Conflict Prevention: A Primer

At a recent conference on conflict prevention attended by over fifty UN member states, a UN official remarked, “we are living in a conflict prevention moment.” In recent years, there has been a surge of interest and activity related to conflict prevention in the UN system, at the regional level and among member states. While the UN has made great strides in refining peacekeeping doctrine and strategy, it has also made significant progress in its political response and preventive activities in recent times. In 2007, the Department of Political Affairs (DPA) established a mediation support unit “to plan and support mediation efforts in the field.” In late 2008, DPA also secured member-state support to create forty-nine additional posts; it now has approximately 270 staff members. While this was less than half of the number of new posts requested by the department, it did help desk officers to more substantially engage on conflict prevention and good-offices work in their portfolio countries. The UN Office in West Africa (UNOWA) has played a critical preventive role in recent crises in Mauritania and Guinea. A UN Regional Office for Central Africa (UNOCA) was also established in March 2011 to “assist member States and sub-regional organizations in consolidating peace and preventing future conflicts.” In recent years, the African Union (AU) has been an influential mediator in high-profile cases, notably in Kenya (2008) and Sudan (2010–2011). Among the UN membership, especially among African member states, statements calling for the need to strengthen conflict-prevention tools are now consistently voiced. The Security Council, which now holds monthly “horizon scanning” sessions to discuss emerging and ongoing crises, appears to be a part of this trend.

Abstract:
The threat posed by organized crime is not confined to serious crimes such as racketeering, the global drug trade, or human trafficking. For many developing countries and fragile states, powerful transnational criminal networks constitute a direct threat to the state itself, not through open confrontation but by penetrating state institutions through bribery and corruption and by subverting or undermining them from within. Governments that lack the capacity to counter such penetration, or that acquiesce in it, run the risk of becoming criminalized or “captured” states. This paper examines whether Kenya faces such a threat.

Abstract:
In the aftermath of Kenya's December 2007 to January 2008 postelection violence, U.S. Army Reserve Civil Affairs (CA) teams began a series of school rehabilitation projects in the Rift Valley. This area was still reeling from a period of significant trauma and instability. Life in the Rift Valley had been completely disrupted. Most of the residents were displaced, markets and public places were destroyed, and schools were burned to the ground. Families' lives were turned upside down. Based on tensions over land tenure, the violence was generally described as focused on particular ethnic groups, including the Kikuyu and Kalenjin.

R2P, like all norms, is bound to see its capacity to deliver on its intended goals tested by real experience. Ever since R2P was endorsed by member states at the United Nations General Assembly in 2005, a number of cases have helped define the boundaries of its application. Well before Libya, R2P had already made a discrete difference in a number of cases: from the most cited example of the political and diplomatic response to the outbreak of ethnic violence in Kenya in early 2008; to the patchy response to signs of ethnic cleansing in Kyrgyzstan in the summer of 2010; to the more forceful regional and international efforts in Guinea at the end of that year.

Abstract:
On the day after Christmas 2004, a powerful 9.0 magnitude earthquake under the Indian Ocean off of northern Sumatra sent massive waves crashing against the coastlines of countries as far away as Kenya and Madagascar. This tsunami killed or left missing some 226,000 people and displaced an estimated 1.7 million more in fourteen Asian and African countries.1 Damage to property—infrastructure, residences, government buildings, and commercial establishments—was enormous. Indonesia, Sri Lanka, India, and the Maldives were the most seriously affected. Dramatically filmed on the cameras and cell phones of local inhabitants and the many western tourists caught up in the catastrophe, the tsunami attracted instant and extensive worldwide attention and sympathetic response. Foreign governments, international agencies, and international nongovernmental organizations (INGOs) alike quickly undertook what became a global effort to assist local authorities to rescue and rehabilitate the victims and begin rebuilding the extensive stricken areas.

The passing of the 4 August constitutional referendum in Kenya is a promising sign in the broader context of efforts to prevent atrocities and uphold the responsibility to protect (R2P). The peaceful referendum sharply contrasts with the wave of violence that erupted in the wake of the disputed December 2007 presidential election, when within hours of the announcement of the results violence broke out. Less than two months later 1,133 Kenyans had been murdered, unknown numbers raped, and over 500,000 forcibly driven from their homes. The perpetrators included individuals, militias and the police with victims often targeted on the basis of their ethnicity and corresponding perceived support for a particular presidential candidate.

Abstract:
Norway's five-year experience as the lead nation of the Provincial Reconstruction Team This policy paper is a practically-oriented comparative analysis of the work of the International Criminal Court in Kenya, Uganda, Sudan, and the Central African Republic, and the policy implications for its work for Norway, States Parties, civil society, and key states. The paper argues that all actors, including Norway, should more seriously engage these African states – and key stakeholders within them – to facilitate the work of the ICC to stem impunity. Without such support, the paper concludes, the ICC's objectives in Africa will not be realised.
