Abstract:
Elites in Tunisia and Jordan stress their need to invest in their human resources, because people are the only resources they have. An array of programs has arisen in both countries to help young people learn life and job skills, find appropriate careers, and launch new businesses. Yet a look at recent and ongoing workforce development efforts in each country reveals that these schemes are intended to produce something fundamentally different in each country. Tunisians are working to overcome the legacies of dictatorship and build a new, more democratic system while simultaneously carrying out economic reforms that aim to alter the state’s role in the economy. Jordanians are trying to alter society and economic incentives within a political status quo where too much change too quickly could threaten the political order, and the government therefore faces compelling reasons both to reform and to keep things as they are. This report examines how similar efforts have evolved in these contrasting contexts.

The Syrian refugee crisis has exacerbated endemic political, economic, and resource challenges in Jordan. As the conflict in Syria enters a protracted state and public discontent and other tensions rise, Jordan has limited its humanitarian response. Yet, the roots of the kingdom’s challenges run deeper than the refugee crisis and if left unaddressed will be harbingers of instability. If Jordan is to confront its national challenges and continue to provide a safe haven for Syrian refugees, the country will depend on increased international support.

53. Securing Education for Syrian Refugees in Jordan

Abstract:
Approximately 40 percent of school-age Syrian refugees in Jordan are not getting an education. As the Syrian war has entered its fifth year and humanitarian actors seek to bridge short-term humanitarian assistance with longer-term development goals, about 80,000 Syrian refugees in Jordan are still falling through the cracks when it comes to education. This new report assesses the state of education for Syrian refugees in Jordan. It finds that despite generous efforts by the Jordanian government, the UN, and nongovernmental organizations to provide quality education for Syrian refugees, five significant impediments remain: - economic barriers in the education system and in Syrian refugee households - legal and regulatory obstacles to school enrollment, - educational divides between Syrian and Jordanian students, - social tensions in schools, and competing priorities for refugee households.

Abstract:
In 2003, Dr. Richard Norton presented a gloomy picture of urbanization: “Imagine a great metropolis covering hundreds of square miles… a territory where the rule of law has long been replaced by near anarchy in which the only security available is that which is attained through brute power.” Norton is describing his vision of the “feral city,” a space where political, economic, and military stressors bring about a city’s decline, a concept that became a major concern of security thinkers over the next decade. Reading Norton’s descriptions, large urbanized refugee communities of the Syrian crisis appear especially vulnerable to feral relapse. However, despite superficial parallels to Norton’s description, field research presented in this article will argue that the 82,000-resident Za’atari Syrian refugee camp—perhaps the most grimly reported refugee camp in the region—stands significantly in contrast to the “feral city” model: rather than declining to a “feral” state, Za’atari’s residents and authorities have demonstrated incredible resilience while maintaining, strengthening, and innovating new governance mechanisms for achieving human security. A wider search for feral cities in Mogadishu and Syria suggests that this resilience to feral decline is more the rule than the exception for modern cities.

The still-unresolved hostage situation involving Jordan, Japan, and the Islamic State is unlike any of the group's previous kidnappings Jordan is in a precarious position, as it seeks the release of one of its citizens-a national hero who comes from a prominent tribe-while not wanting to free one of the perpetrators of the worst terrorist attack in the country's history By demanding the release of failed suicide-bomber Sajida al-Rishawi from Jordanian custody, the Islamic State is trying to elevate itself to the status of negotiating nation-state, and weaken and embarrass a vital member of the coalition seeking its destruction In a striking difference with previous Islamic State hostage situations, current circumstances provide a chance for the group to bolster its standing in the vital Iraqi province of al-Anbar-where al-Rishawi is from-and perhaps slightly lessen tribal pressure on the group The issue is causing tensions between the Iraqi-born leadership of the Islamic State, who want to make the exchange, and a small faction of primarily Saudi fighters, who want to execute the Jordanian pilot for bombing the group.

Abstract:
Our Spring 2015 volume captures the troubling developments of the past year in the Middle East and North Africa. In 2014, the Syrian conflict that has so beguiled the international community spilled over into Iraq, with the swift and shocking rise of the Islamic State in Iraq and al-Sham (ISIS). ISIS is causing the ever-complex alliances in the region to shift in peculiar ways. In Iraq, US airstrikes provide cover for Iranian-backed militias fighting ISIS; while in Yemen, the United States supports a Saudi intervention against a different Iranianbacked armed group that has taken control of the Yemeni capital. Meanwhile, simmering political disputes in Libya escalated into a full-blown civil war, sparking concern in neighboring Egypt, where the old authoritarian order remains in control despite the country’s popular revolution. The Gulf countries contemplate their responses to record-low oil prices, continuing negotiations between the United States and Iran, and the threat of ISIS. And Tunisia remains one of the region’s only bright spots. In November, Tunisians voted in the country’s first free and fair presidential elections. This year’s Journal brings new analysis to many of these complex events and broader regional trends. We begin with the positive: an exclusive interview with former Tunisian Prime Minister Mehdi Jomaa. In this year’s feature articles: Brian Katulis zooms out to assess the Obama administration’s record in the Middle East over the past six years; Michael Wahid Hanna refutes the notion that the Iraqi and Syrian borders will need to be redrawn as a result of ISIS’ takeover; and Faysal Itani analyzes the US coalition’s strategy to defeat ISIS, arguing that it cannot succeed without empowering Sunni civilians. Muhammed Idris and Joelle Thomas turn to economics in an assessment of the United Arab Emirates’ efforts to go green. The longer the war in Syria continues, the greater the threat these fighters will likely pose. Last week, ten Jordanian Islamists who were apprehended while attempting to join the jihad in Syria were sentenced by the State Security Court to five years of hard labor. And last month, Jordanian F-16 fighter jets destroyed a convoy purportedly carrying al-Qaeda-affiliated anti-Assad-regime rebels traversing the border from Syria. These "spillover" incidents are only the latest in a disturbing trend. Over the past year, reports of Jordanian Salafi jihadists have become routine, raising the specter of terrorism returning to the kingdom.

The popular uprisings that swept the Middle East in early 2011 dramatically altered the political landscape of the region with the overthrow of autocratic regimes in Egypt, Libya, Tunisia, and Yemen. These uprisings gave hope to citizens that this was the beginning of a long-overdue process of democratic transition in the Arab world. The monarchies of Jordan and Morocco also went through profound political changes, even though the rulers maintained their power. While the promise of democracy in the Arab transition countries was seen as the driving force in the uprisings, economic issues were an equally important factor. The explosive combination of undemocratic regimes, corruption, high unemployment, and widening income and wealth inequalities all created the conditions for the uprisings. The citizens of these countries thus expected governments to simultaneously address their political and economic demands.
