161. The Human Element: Nuclear Power Development in the Middle East

Abstract:
Most discussions on nuclear power in the Middle East in recent years have focused predominantly on Iran's suspected weapons program. However, the region is also home to another major nuclear-related trend: it is likely to play host to the first new nuclear energy states of the twenty-first century. While many countries in the broader Middle East have expressed interest in civil nuclear power, three–the United Arab Emirates (UAE), Turkey, and Jordan–have set firm tar- gets for its implementation by the end of this decade. If they are to reach these ambitious goals and if they are to develop and deploy safe, secure, and sustainable civil nuclear power programs, these countries will have to overcome a range of technical, institutional, and, most importantly, human-resource related challenges. Of the countries in the region, the UAE is by far the most advanced in the development of its program. Having made public its interest in civil nuclear power in a white paper in 2008, the country purchased four nuclear reactors the following year from a South Korean consortium and is aiming to have its first reactor connected to the grid in 2017, an extremely ambitious time frame for a newcomer nuclear energy state. Turkey has a long history of attempting to implement civil nuclear power, and its latest agreement with Russia for the provision of four reactors at Akkuyu on the Mediterranean coast is, by some counts, its sixth attempt at a commercial-scale program. However, there is good reason to believe that this time will be different for Ankara; the terms provided by Rosatom– the Russian state-controlled nuclear company that will finance, build, and operate the project–shield Turkey from a large amount of financial–if not operational–risk, and the Akkuyu project is due to be operational by 2020. Like Turkey, Jordan has a public goal of de- ploying its first nuclear reactor by the end of the decade. Having reduced its shortlist of nuclear vendors to two bidders (Rosatom and a French-Japanese consortium led by Areva and Mitsubishi), the Jordanian Atomic Energy Commission plans to make its final decision in time to start construction of its first plant by the end of 2013.

Since the creation of the modern Hashemite Kingdom of Jordan, the monarchs King Hussein and his son, the current ruler King Abdullah II, have presided over a nation that has served as a model of tranquility and security, moving steadily toward an increasingly democratic system of government. As turmoil has shaken all its neighbors, the royal family has managed to guard its sovereignty and independence. King Abdullah II, described as the 43rd generation direct descendant of the Prophet Mohammad, ascended the throne of the Hashemite Kingdom on the death of his father in February 1999. Educated in the United States and Britain, after training at the British military academy at Sandhurst, he served as a major general in the Jordanian Army. During his 14-year reign, the kingdom's economy has flourished, and he has played a major role in encouraging an Israeli-Palestinian peace process. World Policy Journal editors asked His Majesty to illuminate, in his own words, the roots of Jordan's extraordinary record of security and democracy and the unique challenges posed by the complex neighborhood where his nation finds itself.

While Jordanians are focused on the conflict raging in neighboring Syria and the prospect of violence spilling over onto Jordanian soil, below the surface the same kind of political, economic, and social grievances that launched a wave of uprisings in the Arab world are present and intensifying in Jordan with each passing day. As calls for political change swept through Cairo, Tunis, Tripoli, and Sanaa in the spring of 2011, periodic protests emerged throughout Jordan as well, where a diverse mix of people came out in calls for greater freedoms and economic opportunity. Many of the anti-government demonstrations were led by youth, representing a broad spectrum from conservative East Bank tribes to the urban Palestinian-Jordanian elite, and the normally politically apathetic youth population seemed engaged in unprecedented ways. Young Jordanians struggle to land decent jobs, find affordable housing, and save enough money to get married; with 55 percent of the population under the age of twenty-five, and a 26 percent unemployment rate among males between fifteen and twenty-five years old, there is reason to be cognizant about youth discontent emerging in unexpected or critical moments of pressure.

Although it appears Jordan has survived the Arab uprisings thus far, all is not well in the Hashemite Kingdom. Over the past twenty years, its political economy has changed profoundly, putting pressure on the foundations of regime stability. The state in Jordan has been retreating from many citizens' economic lives, shrinking its circle of privilege and patronage, and leaving the population to fend for itself in a dysfunctional economy. Worryingly, the segment of the population most affected is the monarchy's base, which sees the Palestinian-Jordanian population as benefiting from the new status quo. Today, Jordan is also coping with hundreds of thousands of Syrian refugees, many of whom may remain in the country long term. Yet the real danger to the monarchy's stability is not the immediate cost of refugee care but the alienation of its traditional power base.

A few weeks ago I found myself on the outskirts of a remote village in the Jordanian desert. One of my travel companions received a call on his mobile phone. It was a member of Jordan’s security services, saying we should call if we needed anything as they would have people nearby at all times. It was then I began to realize that the small projects I had come to observe had a global impact. I am not a traditional international relief worker. I grew up in a small town in Kansas, became a corporate finance lawyer, worked on the management team of a movie studio, and ran a startup healthcare services company. Perhaps this corporate background contributed to my skeptical view of the value of the U.S. spending overseas during bad economic times. During my two-week trip to Jordan and Iraq, however, I witnessed first-hand how seemingly minor development programs can help support stability and international values. Although Jordan projects an image of tourist-friendly calm, its location between Israel, Syria, Iraq, and Saudi Arabia makes it a strategically important player in any Middle East peace process – or conflict. All its borders, except those with Israel, are porous, and the country has received over 750,000 Iraqi refugees since 2003. Recently, over 140,000 refugees crossed from Syria as that country’s conflict has escalated. In the small town of Mafraq in northern Jordan, I met a Syrian woman and her three daughters who had fled their home the morning after Syrian forces killed all of the males in the home next door, including children. She has had no contact with her husband and sons since she left. The Jordanian people and government have responded compassionately, absorbing refugees into their homes and neighborhoods. A consequence of this kindness, however, is that communities are finding themselves overburdened. Jordan’s severe water shortage leaves most areas with running water only two days a week. Doubling or tripling the size of households turns water rationing from inconvenience into impossibility. The same is true for sewage, waste management, and public infrastructure as antiquated systems are pushed past their capacity. Even the free market works against the Jordanian hosts, as the swelling refugee population drives up the price of housing, food, and other commodities, while pushing down wages.

Abstract:
This paper argues that the purpose of democratization in Jordanian politics is not only a political co-optation policy to cope with the negative effects of the country's economic recession, but also to ensure the survival of the Hashemite monarchy. The process of democratization in the region has been closely tied with the notions of inclusiveness and exclusiveness. This is due to 'incomplete' national identity building formation in most parts of the Middle East. For that particular purpose, the main objective of this paper is not to re-assert the uniqueness of politics in the Arab world, but rather to engage in how politics of regime survival in the case of Jordan shape the process of democratization in the post – 1989 era. Thus this paper will examine the period following the normalization of relations with Israel in 1994, the Palestinian question, the repercussions of current social upheavals in the Arab world, and how these specific circumstances affect Jordan's democratic opening.

Something is brewing in the Hashemite Kingdom of Jordan. It is not so much that protests have been spreading since 2011; the country has experienced these before and so far they remain relatively small. It is, rather, who is behind them and from where dissatisfaction stems. East Bankers – Jordanians who inhabited the area before the arrival of the first Palestinian refugees in 1948 – have long formed the pillar of support for a regime that played on their fears concerning the Palestinian-origin majority. That pillar is showing cracks. The authorities retain several assets: popular anxiety about instability; U.S. and Gulf Arab political and material support; and persistent intercommunal divisions within the opposition. But in a fast-changing region, they would be reckless to assume they can avoid both far-reaching change and turmoil. Ultimately, they must either undertake the former one or experience the latter.

The period of the British Mandate rule in Palestine is of great significance for the modern history of Christianity in Jerusalem and the Holy Land, because it represents an important transition point between the end of four centuries of Ottoman rule and the formation of the modern states of Israel and Jordan. It is surprising, however, that while the importance of the Mandate for the Christian churches is often noted, it has to date been an understudied area. Hence Laura Robson's book Colonialism and Christianity in Mandate Palestine is especially welcome.

Abstract:
Jordan is one of the countries where violence was relatively low but protests still continue during the Arab Spring. The Gulf Monarchies and the Western countries do not favor a regime change as a result of the Arab Spring in Jordan. They, therefore, support Jordanian regime in every angle. Despite this support, Jordanians were eager in their anti-regime protests. The demonstrations against the regime of King Abdallah were especially visible in 2012. One of the most important problems of Jordan in 2012 was the question of refugees who escaped from the civil war in Syria. According to official figures, the number of the refugees has scaled up to 200.000, but informal records claim that there are 400.000 Syrian refugees in Jordan. Fulfilling the economic needs of Syrian refugees is a huge burden on Jordan's economy. Foreign-dependent economic structure of Jordan is still a vital problem for the regime. The attempt to establish a nuclear power station which aimed to reduce the foreign dependency was surprisingly stopped after the nuclear explosion in Fukishima. The events that took place before the general elections of January 2013, were one of the most important processes of the politics of Jordan in 2012. Jordanian regime has accelerated the political reforms after the Arab Spring. In this regard, the assignment of the prime minister in consultation with the parliament, increasing the number of members, and revision of the electoral system were decided by changing the election law. However, the Islamic Action Front, the most powerful opposition party, declared that they would boycott the elections, because the new regime based on the new election law allegedly aimed to strengthen the regime supporters and did not ensure democratic participation.
