While the news focuses on images of conflict and violence, it glosses over the fate of refugees who are forced to flee and start their lives over in completely foreign lands. Fearing the threat of violence, millions of Iraqis were forced or chose to flee from their homes to Jordan and Syria.

- On December 27, 2008, Israel launched a deadly attack on Gaza. Turkey responded immediately to the Israeli attacks and strongly criticized the operation. Turkish Prime Minister Recep Tayyip Erdogan embarked on a tour of Syria, Jordan, Saudi Arabia and Egypt to garner support for an immediate ceasefire. Turkey's active diplomacy in the Gaza crisis is an indication of Turkey's new foreign policy vision and a self-confidence consolidated by strengthening relations with regional powers. Turkey's proactive policy in the region does not suggest that it will discontinue its relations with one side or the other. In fact, this supposition is marked by the old belief that Turkish foreign policy has a single axis or dimension. By observing the balance of power and keeping all actors involved in the process, Ankara has a greater chance of finding a just and sustainable solution to the Palestinian problem.

94. Hamas: Ideological Rigidity and Political Flexibility

- Although peaceful coexistence between Israel and Hamas is clearly not possible under the formulations that comprise Hamas's 1988 charter, Hamas has, in practice, moved well beyond its charter. Indeed, Hamas has been carefully and consciously adjusting its political program for years and has sent repeated signals that it may be ready to begin a process of coexisting with Israel. As evidenced by numerous statements, Hamas is not hostile to Jews because of religion. Rather, Hamas's view toward Israel is based on a fundamental belief that Israel has occupied land that is inherently Palestinian and Islamic. For Hamas, “recognition” of Israel would represent a negation of the rightness of its own cause and would be indefensible under Islam. It considers unacceptable for itself the actions of those Muslim countries that have recognized Israel, such as Egypt and Jordan, and those that have indicated their willingness to do so, such as Saudi Arabia and the rest of the Arab League, because they have provided no theological justification for their policies toward Israel. Although Hamas, as an Islamic organization, will not transgress shari'a, which it understands as forbidding recognition, it has formulated mechanisms that allow it to deal with the reality of Israel as a fait accompli. These mechanisms include the religious concepts of tahadiya and hudna and Hamas's own concept of “Palestinian legitimacy.” Tahadiya refers to a short-term calming period between conflicting parties during which differences are not put aside. A tahadiya stopped most violence between Hamas and Israel from June to December 2008. Hudna is a truce for a specific period, which is based on the practice of the Prophet Mohammad and on subsequent events in Muslim history. Hamas has indicated on a number of occasions its willingness to accede to a hudna with Israel, assuming basic Palestinian rights as set forth in the Arab Peace Initiative (API) are agreed to first. Palestinian legitimacy is a term employed by Hamas to describe its willingness to consider accepting a binding peace treaty, such as the proposal set forth in the API, so long as the treaty is first ratified by the Palestinian people in a referendum. Although Hamas would not directly participate in peace negotiations with Israel, Hamas has indicated that it would be willing to be part of a Palestinian coalition government with Fatah under which Fatah would negotiate the actual treaty. Although a peace process under such circumstances might, for Israelis and Westerners, seem involved, arcane, and of dubious utility, it is necessary to consider the possibility of such a process because there is no realistic scenario under which Hamas will disappear. Understanding the Islamic bases of Hamas's policies and worldview will be essential for the success of any process in which it is engaged.

- Iraq and Israel/Palestine may on the surface appear to be very different societies with little in common. Iraq has its Kurds, Sunni Arabs, and Shiites, and its modern history has been a struggle over monarchy, republicanism, and the one-party state. Israel and Palestine are Jewish, Sunni Arab, and Christian Arab, and their central struggle has been over the shape of the Zionist state and the question of Palestinian statelessness. Iraq is a hydrocarbon state, while Israel and Palestine have diverse economies. The two can fruitfully be viewed through the same prism in two ways, however. On a comparative level, they share much in common, being multi-ethnic states with a background in Ottoman and British colonial administrative practices. Their fragility and ethnic instability have driven both internal civil wars and wars with neighbors. They have also had an important impact upon one another. The rise of Zionism in the Middle East and the Arab rejection of it robbed Iraq of its vibrant and influential Jewish community, with fateful results. It also displaced thousands of Palestinians to Iraq and hundreds of thousands to neighboring Kuwait. Iraqi troops fought Israel, with Iraq supporting its Palestinian foes. The Palestinians of Kuwait were further displaced by the Gulf War, and those of Iraq had to flee to Jordan and Palestine after 2003. The Israel lobby in the United States was one important mover in fomenting the 2003 U.S. overthrow of the Iraqi government, which propelled Iraq into chaos.

- Water is considered the most important factor leading to instability and conflict in the Middle East region. Recent analyses and reports point to the fact that the problem of water will get much more complicated than current politics can handle. This is primarily because the problem is in conjunction with the natural features of the region: it is dry and desert terrain. Indeed, desert covers 60% of Israel, 70% of Syria, 85% of Jordan, and 90% of Egypt.

- Focusing on the Euro-Mediterranean relations since the early 1990s, this paper investigates in how far the EU has been able to shape its relations with third countries according to its democracy promotion policy. The paper traces the evolution of the EU's provisions for democracy promotion and compares the implementation of political dialogue and democracy assistance with seven (semi-)authoritarian regimes (Algeria, Egypt, Jordan, Lebanon, Morocco, Syria, and Tunisia) since the early 1990s. A clear regional trend to more intensive cooperation lends credibility to the claim that the EU possesses a certain agenda setting power in international relations. A systematic comparison across countries and over time explores the explanatory power of interdependence, political liberalisation, and statehood for the remaining country variation. The paper finds that the degree of political liberalisation in target countries is the most important scope condition for cooperation in the field of democracy promotion and points to the need of further investigating (domestic) factors to account for the EU's differential 'normative power' in international relations.

- This article focuses on conjugal love as an articulated, lived emotion; on relationships between spouses within the context of the family; and on how these emotions and relations have changed over time in Palestinian refugee camps in Jordan. Based on interviews with four generations of Palestinian camp women, the article charts evolving marital patterns and attitudes toward marriage in relation to changing political circumstances and diverse influences. Particular emphasis is given to the third generation and the emergence of individualization of choice and its consequences. The influence of the family and the role of protection in the formation of conjugal bonds are also addressed.

- President Bush returns to the Middle East this week for the second time in 2008. Initially planned to mark Israel's sixtieth anniversary, his itinerary has expanded to include meetings with top officials from Afghanistan, Egypt, Iraq, Jordan, Lebanon, the Palestinian territories, and Saudi Arabia. Except for a trip to Riyadh, these meetings will be held at a World Economic Forum conference in Sharm al-Sheikh, Egypt. This lineup prompted National Security Adviser Stephen Hadley to say the trip has "both symbolism and substance" and, considering the urgency of the issues, something of substance may actually emerge.

- A refugee crisis was feared before the coalition invasion of Iraq in 2003, but it came later than anticipated, and on a greater scale. It started not because of the military action, but two years later, when American efforts to rebuild the country faltered, violence escalated, and civilians became the targets of insurgent groups and sectarian militias. And while exact numbers are uncertain, the scale of the problem is not in dispute: today, Iraq's refugee crisis – with some two and a half million outside the country and the same number internally displaced – ranks as the world's second in terms of numbers, preceded only by Afghanistan and ahead of Sudan. While the security situation in Iraq shows progress, the refugee crisis will endure for some time and could worsen if that progress proves fleeting.
