Abstract:
Denuclearization of Korean Peninsula is one of the most important security issues that the countries in the region, including the US, will face. Given the ongoing development of nuclear and missile programs in Democratic People’s Republic of Korea (DPRK) and increasing tensions between nuclear weapon countries (US, Russia and China) in the region, it is critically important to reduce risk of nuclear war in the region and to find a way to resolve a current deadlock in negotiations between DPRK and the US for denuclearization of Korean Peninsula. This paper proposes a comprehensive approach to peace and stability in the region as well as a phased denuclearization of Korean Peninsula and eventually establishing Nuclear Weapon Free Zone (NWFZ) in the region

Abstract:
The New Security Legislation (NSL) passed through the Japanese Diet in 2015 has created concerns among the public and some parts of the academia about whether Japan’s potentially unhindered actions will destabilize the region. By adopting a civilian power ontology within the neoliberal framework, this study analyzes the 2015 NSL and its implications through three hallmark civilian power credentials: internationalization; the scope of the use of force; and the autonomy of security policy. The analysis and empirical evidence suggest that even after allowing for collective self-defense through the 2015 constitutional reinterpretation and the ensuing expanded scope for international security activity, Japan can still be narrowly considered a civilian power.

Abstract:
In the 21st century, China’s rise has been shifting global and regional geopolitical scenari- os. Faced with its growth and fears of being perceived as a threat, China sought to associate its eco- nomic and political emergence with the preservation of the current international system, empha- sizing speeches about a peaceful development and harmonious world in which it would be an actor who wants to grow and accommodate the world order. However, changes in the balance of power and its continued rise have caused China’s behaviour to change in its own region, especially regard- ing maritime disputes and affecting other countries’ perceptions. By applying Neoclassical Realism, this paper analyses the Chinese foreign policy in the 21st century, elucidating its behaviour in terms of the country’s action and reactions regarding the dispute over the Senkaku/Diaoyu Islands and shows the perceptions of other countries to that behaviour. The article concludes that perceptions concerning the balance of power, Chinese capabilities, nationalism, regime legitimacy, and on lead- ership images affect the intensity of Beijing’s responses and foreign policy about maritime territorial disputes. Also, the article shows that China’s growing assertiveness in both the East China Sea and the South China Sea is pushing countries that have territorial disputes with China to grow closer

Abstract:
With a new Democratic administration, Washington is almost certain to moderate its demands that Japan and South Korea pay more for American forces on their soil. This should ease tensions with Seoul to Tokyo. To strengthen security relations with Japan and South Korea, though, more will be required. Rather than simply increase their conventional military deployments, Washington, Seoul, and Tokyo will need to collaborate in new ways to enhance allied security. This will entail working more closely on new military frontiers, such as enhancing allied command of outer and cyber space as well as in underwater warfare. Washington, Seoul, and Tokyo will also want to carve out new functional areas of cooperation to make existing energy sources more secure, communications more reliable, data sharing easier and safer, and allied economic assistance to developing nations in strategic zones more effective. Enhanced collaboration in each of these areas has begun but is not yet locked in or fully institutionalized. It should be. Washington, Seoul, and Tokyo need one another to deal with China and North Korea. Yet, how each currently strategically views Beijing and Pyongyang differs. Nor is America’s preferred military approach to deterring Chinese and North Korean adventurism — by preventing Beijing and Pyongyang from projecting military strikes against their neighbors — all that easy to achieve. Adding new, more tractable items to America’s Asian security alliance agenda won’t immediately eliminate these misalignments. But it will strengthen the security ties they have as liberal democracies — bonds Beijing and Pyongyang are straining to fray.

205. Overheating debate: Why not in Japan?

Abstract:
An intense debate has erupted over whether the unprecedented size of the US fiscal stimulus will cause the US economy to overheat and generate high inflation. To date, the debate has focused primarily on the United States, even though many other developed economies responded to the COVID-19 crisis with unprecedented economic stimulus packages. By some measures, Japan stands out: The total amount of its three consecutive stimulus packages is estimated to exceed 50 percent of its GDP, about twice as high as the US fiscal packages (about 26 percent of US GDP). However, overheating concerns are not being actively raised for Japan. This Policy Brief finds that although Japan’s headline number looks astonishingly high, the actual size of its discretionary fiscal measures is about 16 percent of GDP, substantially smaller than the total size of the US packages. US fiscal stimulus is the largest among Group of Seven (G7) countries relative to GDP, justifying the attention economists have given it. The United Kingdom is estimated to spend more than Japan as a proportion of GDP, but even the UK stimulus program markedly lags behind that of the United States. If additional stimulus measures making their way through the legislative process in Canada are counted, Japan’s fiscal stimulus looks even smaller and would amount to being only average in size among G7 countries. Given this and the lackluster performance of its economy in the first quarter of 2021, it is unlikely that Japan will find itself in overheating territory any time soon.

Abe Shinzo is the longest-serving prime minister in post-World War II Japan. Having occupied the office since December 2012, Abe has attempted to leverage his stable tenure to increase Japan’s international presence. In particular, Abe has tried to reshape the way Japan conducts its foreign policy, from being responsive to proactive. “A proactive contribution to peace with international principle” or chikyushugi o fukansuru gaiko (diplomacy that takes a panoramic view of the world map) symbolizes his government’s approach, part of an earnest attempt to remain relevant on the international scene even as the country grapples with irreversible trends including population decline and aging.

Abstract:
Using a neoclassical realist model, this paper builds an analytical model to understand how countries are able to change or adjust their security and foreign policies. The article analyzes Japan’s foreign and security policies under the Shinzo Abe government, exploring how the Japanese government’s internal and international propaganda on Chinese maritime assertiveness and the Senkaku/Diaoyu Islands issue influenced the government’s capacity to mobilize resources in order to transform security policies and legitimize Japan’s military role in the Asia Pacific.

Abstract:
Growing distrust in East Asia, especially in the security arena, is increasingly critical as new and long-standing hotspots— including the Taiwan strait, Korean peninsula, East China Sea, and South China Sea—become more volatile. The need for confidence-building measures is clear, and a central tool of confidence building is defense transparency. The Defense Transparency Index (DTI), a project of the University of California’s Institute on Global Conflict and Cooperation, ranks six countries on their efforts to promote transparency in defense and national security, including the People’s Republic of China, Japan, the Democratic People’s Republic of Korea (DPRK), the Republic of Korea, and the major external powers most involved in the region—the United States and Russia.

209. The Impact of COVID-19 on Global Production Networks: Evidence from Japanese Multinational Firms

Abstract:
Using aggregate-level data on Japanese multinational corporations (MNCs) in major host countries and regions, this paper investigates the impact of COVID-19 on global production and supply chains with a focus on East Asia. I use the numbers of COVID-19 cases and deaths as measures of the impact of the pandemic. I find that the pandemic had substantial impacts on the performance (sales, employment, and investment) of Japanese MNCs and global supply chains (exports to Japan and exports to third countries) in Q1–Q3 2020. China recovered quickly in Q2 and grew in Q3, whilst the countries of the Association of Southeast Asian Nations and the rest of the world had still not fully recovered in Q3 2020. Importantly, lockdown and containment policies in host countries had large negative impacts on the sales and employment of Japanese MNCs. In contrast, I did not find positive effects of economic support policies on firm performance. Interestingly, whilst the firm expectations and business plans of Japanese MNCs were negatively affected by the COVID-19 pandemic, their business confidence increased with strong overall government policy responses in host countries in Q1 2020.

210. Demand and Supply Shocks of COVID-19 and International Production Networks: Evidence from Japan’s Machinery Trade

Abstract:
This paper investigated the impacts of COVID-19 on international production networks in machinery sectors by shedding light on negative supply shocks, negative demand shocks, and positive demand shocks. Specifically, we examined changes in trade in the periods of falling trade during the first wave of COVID-19 using Japan’s machinery trade at the most disaggregated level and decomposed them into two intensive margins, i.e. the quantity effect and the price effect, and two extensive margins, i.e. the entry effect and the exit effect. Our empirical results demonstrated that i) trade relationships for parts and components are robust, and international production networks are almost intact, so far; ii) the intensive margin, mostly the negative quantity effect, induces the largest negative effects in the transport equipment sector amongst four machinery sectors; iii) positive demand shocks for specific products that are related to teleworking, disinfection, and stay-home activities partially explain sectoral differences; iv) direct negative supply shocks from China, suggested by a negative quantity effect and a positive price effect, exist in February 2020, with possible indirect negative supply shocks and substitution of source countries; and v) negative demand shocks are confirmed from negative quantity and price effects in many cases. As of October 2020, Japan’s machinery trade seems to have largely recovered. If the COVID-19 pandemic lasts long, however, prolonged negative demand shocks would hurt production networks in East Asia.
