Abstract:
Earlier this year, ASPI and the Embassy of Japan in Australia convened a hybrid workshop on responsible behaviours in space; a concept which has emerged as a key focus of the international space policy community. At the workshop, participants discussed the stable and sustainable use of space and management of security challenges in space, and ways to define responsible behaviour in space, including through UN General Assembly Resolution 75/36. Participants at this workshop included academics, practitioners, government representatives, military personnel and legal experts from Australia, Japan, Britain and Southeast Asia. This workshop and report were sponsored by the Embassy of Japan in Australia.

22. Positive Visions, Powerful Partnerships: The Keys to Competing with China in a Post-Pandemic Indo-Pacific

Abstract:
The United States was losing ground to China in the Indo-Pacific when the COVID-19 crisis began. China’s growing economic might, military modernization, and aggressive diplomatic efforts were already eroding America’s competitive advantage and shifting the regional balance of power. A year after the virus first spread, it is possible to identify where the pandemic is affecting diplomatic, economic, and defense trends in ways that could accelerate declines for the United States, but also might create opportunities to reverse or mitigate some of them. Restoring U.S. alliances and partnerships in the Indo-Pacific is critical to competing effectively against China, and President Joe Biden has made this a top foreign policy priority. In particular, his administration is making the Quadrilateral Security Dialogue—a strategic forum commonly known as the Quad, which is comprised of the United States, Japan, Australia, and India—a core component of its approach to the Indo-Pacific. Chinese post-outbreak behavior has driven increased cooperation among these four countries in the diplomatic, economic, and defense domains to address shared challenges from China. Seizing the opportunities this cooperation creates is critical for the United States. While expanding U.S. cooperation with Quad countries, the United States cannot neglect Southeast Asia, where competition with China for influence is fiercest. Southeast Asia is at the heart of U.S. and Japanese efforts to promote a free and open Indo-Pacific, and is a region where Australia has played a traditional leadership role. Competing effectively with China requires offering Southeast Asian countries a positive alternative vision to the one Beijing promotes. Whether the United States and its fellow Quad democracies can help Southeast Asian countries recover from the COVID-19 crisis will be a key litmus test of their ability to deliver on such an agenda. This report offers recommendations for the United States to take unilaterally and in close cooperation—bilaterally, trilaterally, and through the Quad—with Japan, Australia, and India to address challenges and seize opportunities created by the COVID-19 crisis along three lines of effort: diplomatic, economic, and defense.

Abstract:
This panel will gather four scholars engaged in ongoing research on the history of mobility (and immobility) within and beyond the borders of Imperial Japan. Takahiro Yamamoto (University of Heidelberg) will present on “Identification documents and human mobility in the Japanese empire,” exploring how foreign diplomatic pressure and the need to surveil the mobility of colonial populations influenced the Japanese government’s border control policy. Martin Dusinberre (University of Zurich) will present a paper titled "The Archiving of Japanese Mobility in late-nineteenth century Queensland", analysing the history of Japanese migration to Australia under British colonial rule. Youjia Li (Harvard University) will focus on the role of human locomotive power in Japan's formal empire in her paper "The Unexpected Network: Push-car Railways and the Change of Local Mobility in Colonial Taiwan" . David Ambaras (North Carolina State University) will serve as discussant.

24. A U.S.‐Japan Dual‐Citizen Arrangement Can Benefit Both Countries

Abstract:
Although Japan does not recognize dual citizenship, the United States and Japan would both benefit from such an arrangement. A combination of on-the-ground realities of dual citizens in Japan, the emerging needs and capabilities of the Japanese state (namely digitalization of public services and taxation), and the interests of U.S.-based corporations operating in Japan should inspire the United States to encourage dual citizenship initiatives by the Japanese government. The driving forces of globalization and the benefits of exploring new avenues of U.S.-Japan relations combine with domestic developments in Japan to make dual citizenship a “common sense” goal for both countries, at both the institutional and person-to-person level of international diplomacy and mutual understanding. Just as foreign professionals proved indispensable to modernization in Japan’s Meiji Period (1868 - 1912), bi-national Americans currently on the ground in multinational corporations and other entities in Japan are playing a part in economic and cultural synergy, while contributing to a more well-informed U.S. stance on a number of important bilateral issues. Giving these agents of positive change the benefits of dual citizenship will make their lives in Japan easier and more fulfilling, while inviting more Americans with talent and knowledge to the grand project of mutual cooperation.

25. The U.S.‐Japan Relationship: Modeling New Frontiers in Subnational Diplomacy

In our increasingly networked world, the international activities of states, cities, and other subnational actors are expanding rapidly. Their rising importance has spurred Congress to consider legislation establishing an Office of Subnational Diplomacy within the U.S. State Department that would institutionalize and support these initiatives, while better aligning them with national diplomatic strategies. Moreover, they offer opportunities for envisioning new foreign policy approaches that directly benefit U.S. communities. The U.S.-Japan relationship — with its robust history of subnational interaction, strategic global interests and increasingly integrated economies — offers a fertile environment for developing and implementing new models for subnational diplomacy, with global applicability. While state and local governments cannot commit the federal government to action, they can conduct activities that advance both local and national interests. This is evidenced by an ever-expanding range of trade and business missions, and cultural and educational exchanges that bridge subnational actors with international partners. Increasingly, these activities are evolving into new areas, including technology-driven entrepreneurship, environmental quality and disaster resilience. At their best, subnational initiatives—which national leaders have cited as critical to U.S. foreign relations—create meaningful, long-term relationships amid often-changing national-level politics and officials. By stimulating information exchange, training and research opportunities, and business connections, they deliver concrete benefits to participants on both sides of the Pacific, especially in areas where national governments are not best positioned to engage.

Abstract:
Abe Shinzo is the longest-serving prime minister in post-World War II Japan. Having occupied the office since December 2012, Abe has attempted to leverage his stable tenure to increase Japan’s international presence. In particular, Abe has tried to reshape the way Japan conducts its foreign policy, from being responsive to proactive. “A proactive contribution to peace with international principle” or chikyushugi o fukansuru gaiko (diplomacy that takes a panoramic view of the world map) symbolizes his government’s approach, part of an earnest attempt to remain relevant on the international scene even as the country grapples with irreversible trends including population decline and aging.

Abstract:
Bilateral defense cooperation agreements (DCAs) have become the most common form of institutionalized defense cooperation. These formal agreements establish broad defense-oriented legal frameworks between signatories, facilitating cooperation in fundamental areas such as defense policy coordination, research and development, joint military exercises, education and training, arms procurement, and exchange of classified information. Nearly a thousand DCAs are currently in force, with potentially wideranging impacts on national and international security outcomes. A theory that integrates cooperation theory with insights from social network analysis explains the significance and need for DCAs. Shifts in the global security environment since the 1980s fueled the demand for DCAs. Ever since, States are known to have used DCAs to modernize their militaries, respond to shared security threats, and establish security umbrellas with like-minded states. However, the DCA proliferation cannot be attributed to the demand factor alone. Nations are required also to overcome dilemmas of mistrust and distributional conflicts. Network influences can increase the supply of DCAs by providing governments with information about the trustworthiness of partners and the risk of asymmetric distributions of gains. Two specific network influences that can be identified here are—preferential attachment and triadic closure. They show that these influences are largely responsible for the post-Cold War diffusion of DCAs. Novel empirical strategies further indicate that these influences derive from the proposed informational mechanism. States use the DCA ties of others to glean information about prospective defense partners, thus endogenously fueling further growth of the global DCA network.

Over the past three decades, democracy has put down roots in many seemingly unlikely places across Asia, from Mongolia to Indonesia. At a time when democracy is in global retreat, the majority of these Asian regimes have demonstrated surprising resiliency, though many continue to suffer from glaring flaws: weak state capacity and accountability institutions, the absence of impartial rule of law, and uneven protection of political rights and civil liberties. A joint statement by the United States and North Korea in June 2018 declared that the two countries were committed to building “a lasting and stable peace regime on the Korean Peninsula.” Such a peace regime will ultimately require the engagement and cooperation of not just North Korea and the United States, but also South Korea, China, Russia, and Japan. This report outlines the perspectives and interests of each of these countries as well as the diplomatic, security, and economic components necessary for a comprehensive peace.

30. The “Indo-Pacific” Concept: Geographical Adjustments and their Implications

Abstract:
The United States, Australia, Japan, India, France, the United Kingdom, Indonesia and ASEAN have adopted the term “Indo-Pacific” as a policy symbol of regional engagement. However, less attention has been given to the change in the geographical definition of the “Indo-Pacific”. This study examines how these countries have adjusted the geographical scope of “Indo-Pacific” to understand how they conceptualise the region. It finds that the inherent core area of the “Indo-Pacific” is from India to the Southeast Asian countries and the seas from the eastern Indian Ocean to the South China Sea, and that the “Indo-Pacific” has converged eastwards and diverged westwards through the geographical adjustment process. It also found that some of the geographical definitions have an additional function of conveying diplomatic messages. These findings will help us understand how the concept of “Indo- Pacific” as conceptualised by various countries develops.
