Abstract:
Japan is often seen as pacifist and as a defender of nuclear disarmament. This article, though, sustains that Japan is basing its security on extended nuclear deterrence, and on the possibility of acquiring nuclear weapons. In the first part of the article, the role of extended deterrence in the relationship with the U.S. is analyzed, and in the second, the history of the Japanese nuclear option since the end of the Second World War is reassessed.

282. The Impact of Economic Globalisation on Firm Performance and the Labour Market: Evidence from Japan

Abstract:
This paper summarises the major findings and arguments in the literature on the impact of globalisation on firm performance and the labour market, focusing on the case of Japan. Internationalised firms show better performance. Although offshoring has shifted labour demand towards skilled workers, thedirect contribution of globalisation to the widening wage gap is quite limited. The empirical evidence for Japan is more or less consistent with that for other developed countries, but some observations on Japan are worth pointing out. First, several empirical studies confirm a learning-by-exporting effect. Second, there is no strong evidence that increases in imports from China have reduced domestic employment. Increases in imports from China have a positive effect on value added growth in downstream industries, implying that imports from China are likely to be complementary to domestic production in Japan.

283. The Art of Summitry

Abstract:
It has recently become fashionable to host a regional summit with African leaders. The Arab states, China, the European Union, France, India, Russia, and Turkey all established high-profile diplomatic forums with African counterparts. Japan has been one of the pacesetters, inviting African governments, as well as multilateral institutions, to attend TICAD since 1993. TICAD’s seventh iteration, which was staged in Yokohama from August 28- 30, 2019, welcomed 42 African presidents, vice presidents, and prime ministers and witnessed the signing of 110 memorandums of understanding (MOUs) with African countries and private-sector companies.1,2 The United States chaired one such event, the U.S.-Africa Leaders Summit, in August 2014. While it represented a milestone in U.S.-African diplomatic engagement, the United States has not attempted anything on the same scale since. In 2016, the U.S. Department of Commerce with Bloomberg Philanthropies chaired a second U.S.-Africa Business Forum. President Trump met with eight sub-Saharan African leaders on the margins of the UN General Assembly in 2017 and separately invited Nigerian president Muhammadu Buhari and Kenyan president Uhuru Kenyatta to the White House in 2018. If the U.S. government decides to resume the U.S.-Africa Leaders Summit, it has the potential to deepen ties between the United States and African counterparts, as well as promote trade and investment and advance signature initiatives.

Abstract:
When I was appointed as Japan’s Ambassador to the United States in early 2018, Prime Minister Shinzo Abe and other political leaders had very clear instructions to me: they told me to go outside of the Capital Beltway as often as possible to explore the many communities that make up the United States of America. Following this instruction, I have visited nearly 30 states so far. As a diplomat who has frequently interacted with the United States during my career, even I was surprised by the depth of my feelings during these visits. I am finding that this is truly the “United” States of America! In city after city, even as people express worries about the current state of the world, they also mention that the Japan-U.S. alliance and the ties between our people have become a stable constant in these unsettled times. I believe that this full maturation of the Japan-U.S. relationship into a global partnership will allow us to build a more peaceful and prosperous world together.

Abstract:
Political dynasties are a common feature of democracies. Prominent examples of dynastic politicians include George W. Bush in the United States, Winston Churchill in the United Kingdom, and Indira Gandhi in India. Research has found that members of dynasties benefit from the political capital they inherit from their relatives (for example, name recognition and political networks). Yet few studies have sought to understand the wide variation in dynastic politicians across democracies over time. Dynasties and Democracy offers a comprehensive answer to this question. The book focuses on legacy politicians, defined as those related to politicians who served in the national legislative or executive office. According to Daniel M. Smith, legacy politicians are antithetical to democracy, as this form of government is aimed at removing any marks of distinction as a prerequisite for access to office. However, politicians of this kind have existed and continue to exist in democracies. One may be tempted to explain the existence of legacy politicians as a product of modernity (economic or political). But Smith warns us that this explanation does not takes us very far, as Japan, a highly developed country, reports to this day a high percentage of legacy candidates running for office and seats in the national legislature.

286. Finding an Advocate: The Role of the Private Sector in Korea-Japan Relations

Tensions between South Korea and Japan are frustratingly persistent. Despite the shared interests of both countries, such as economic development in Southeast Asia, and keeping a robust alliance with the United States, South Korea and Japan maintain a bellicose relationship because of unresolved historical misunderstandings and territorial disputes. Inconsistent diplomatic policies and lack of strong leaders have made it difficult to prevent unnecessary hostility between South Korea and Japan. Fear of losing support has prevented politicians from pursuing friendly policies towards each other. Businesspeople, too, have been reluctant to pursue friendly policies towards each other, because of preconceived risks of being targeted for backlash. An examination of economic data shows these risks are minimal, and political tensions do not affect business or consumer behavior. Current efforts from both Korean and Japanese business organizations to improve cooperation include student exchange programs, recruitment processes, and public diplomacy. We urge the business community to advocate more to improve bilateral relations. Economic relations alone are insufficient to handle the task of improving a difficult relationship; there is also a need for leadership. In South Korea-Japan relations, the business community should step in and provide that role.

Abstract:
In the age of globalisation, international trade and foreign direct investment (FDI) have become integral elements of cross-country production sharing. In this paper we empirically assess the impact of FDI, as well as capital dynamics and structure, on the formation of global value chains (GVC) and trade in value added at country and sectoral levels based on a database constructed for a sample of European countries over the period 2000-2014. The analysis reveals that inward FDI is especially conducive to the formation of backward linkages while outward FDI facilitates forward GVC participation, especially in high-tech manufacturing sectors. A particularly robust influence of FDI and capital accumulation on GVC integration is identified in the textile and clothing industry. While capital accumulation in general intensifies GVC linkages for most sectors, ICT capital appears to be especially instrumental for backward integration of electrical and transportation equipment sectors.

Abstract:
In late 2018, Japan announced that it would withdraw from the International Convention on the Regulation of Whaling and leave the International Whaling Commission. It did so due to its disapproval of the ban on commercial whaling, which has been in force for the Parties of the Convention since 1986, and to its decision to resume whalle hunt since the summer of 2019. This reflection first gives an overview of the evolution and the structure of the international legal regime related to whaling and of the history of Japan’s relationship with this regime. It then shows that the Japan’s attempt to justify the resumption of commercial whaling by the principle of sustainable use of living marine resources cannot be successful for both practical and normative reasons.

Abstract:
During two critical meetings, Prime Minister Abe’s visit to France in May 2019, followed by President Macron’s visit to Japan in June of the same year, several elements were highlighted that demonstrate a close convergence of analysis on the strategic situation in the Indo-Pacific region. This convergence paves the way for increased opportunities for cooperation. Internal evolutions on defense-related issues in Japan since 2012 have made this type of cooperation more accessible. On the French side, a more assertive ambition for engagement in a critical area has been expressed on many occasions.

Standing atop the point where the snowcapped heads of the skyreaching Dhavalgiri ranges get interspersed with the undulating stretch of the northeast prairies of Tibet, scattered with shining streams of water, Ekai Kawaguchi was to keep heading north until arriving at Lake Mānsarovar. Having nothing else to guide him but a compass and a survey that he carried along with, Kawaguchi recalled that at the time of bidding adieu to his folks and friends back home in Japan, he had claimed to enter Tibet in three years. That day was June 26, 1897, and “… here I was, stepping on the soil of Tibet on July 4, 1900” filled with mixed feelings of joy, gratitude and hope.
