Abstract:
The opening of the first high-speed line, the Japanese Shinkansen, ushered in a new era of rail travel but it has taken a surprisingly long time for the concept to spread. Indeed, 50 years later, there are still barely a dozen countries that boast trains that can be described as high-speed. And while there are lots of schemes in the offing, the huge cost and long lead times are proving a barrier for their rapid spread.

Abstract:
This paper applies the probabilistic debt sustainability model developed for the euro area in Cline (2012, 2014) to sovereign debt in the United States and Japan. The results indicate that to avoid further increases in the expected ratio of public debt to GDP over the next decade, average annual primary deficits will need to be reduced by about 0.75 percent of GDP in the United States and by about 3 percent of GDP in Japan from the likely baselines as of mid-2014.

President Xi Jinping's July 2014 visit to Seoul indicates that the strategic partnership between China and the Republic of Korea is moving forward against a backdrop of growing power competition and instability in the region. Both Seoul and Beijing have strong interest in close cooperation: Beijing wants to prevent a full-fledged trilateral alliance between the US, Japan and South Korea aimed at containing China's rising power Seoul needs Chinese support in its efforts to reach out to Pyongyang and work towards future reunification.

205. China's Public Opinion Management: Tightening the Grip in the Digital Age

The number of netizens in China is growing year on year and the increase in the use of mobile technologies to access the internet is the most notable trend of late. Around half of the Chinese population are now internet users. The Chinese leadership has tightened internet control since August 2013. In February 2014, China established Central Internet Security and Information Leading Group, headed by President Xi Jinping, to monitor Chinese cyberspace. Defamatory social media posts were criminalized, and the first sentence was imposed in April 2014. Despite stricter internet control, criticism of the state and politicians has often been tolerated in social media, whereas any content that promotes offline collective action is systematically censored. However, the idea that the development of the internet in China would lead to significant political change seems unwarranted in the current circumstances. Poll data released on September 9 show that almost 90 per cent of the Chinese respondents harbour negative views about Japan. Internet forums and increasing commercialization of the traditional media are contributing to this public opinion trend, which complicates the handling of China's turbulent relations with Japan.

206. Implementing Structural Reforms in Abenomics: How to Reduce the Cost of Doing Business in Japan

Abstract:
Improving the environment for business is an important part of the growth strategy of Abenomics. As the KPI (Key Performance Indicator) for this effort, the Abe Administration aims to improve Japan's rank in the World Bank Doing Business Ranking from the current #15 among high-income OECD countries to one of the top three. This paper clarifies what it takes for Japan to be among top three countries in terms of ease of doing business. By looking at details of the World Bank Doing Business ranking, we identify various reforms that Japan could implement to improve the ranking. Then, we classify the reforms into four groups depending on whether the reform requires legal changes and whether the reform is likely to face strong political resistance. By just doing the reforms that do not require legal changes and are not likely to face strong political opposition, Japan can improve the ranking to 9th. To be in the top 3, Japan would need to implement all the reforms except for those that require changing the laws and are likely to face strong political resistance, even under the unrealistic assumption that the other countries do not reduce the cost of doing business. Thus, in order to be one of the top three countries among OECD countries in terms of ease of doing business, Japan would most likely need to carry out all the reforms identified in this paper.

207. Estimates of Fundamental Equilibrium Exchange Rates, November 2014

This semiannual review finds that most of the major international currencies, including the US dollar, euro, Japanese yen, UK pound sterling, and Chinese renminbi, remain close to their fundamental equilibrium exchange rates (FEERs). The new estimates find this result despite numerous significant exchange rate movements associated with increased volatility in international financial markets at the beginning of the fourth quarter of 2014, and despite a major reduction in the price of oil. The principal cases of exchange rate misalignment continue to be the undervalued currencies of Singapore, Taiwan, and to a lesser extent Sweden and Switzerland, and the overvalued currencies of Turkey, New Zealand, South Africa, and to a lesser extent Australia and Brazil. Even so, the medium-term current account deficit for the United States is already at the outer limit in the FEERs methodology (3 percent of GDP), and if the combination of intensified quantitative easing in Japan and the euro area with the end to quantitative easing in the United States were to cause sizable further appreciation of the dollar, an excessive US imbalance could begin to emerge.

208. Changing the Channel: Cultivating Security Cooperation in Northeast Asia

High tensions in Northeast Asia are cause for considerable alarm. Of particular concern for the maintenance of global security are the disputes over Senkaku/Diaoyu and Dokdo/Takeshima islands. Strong grievances rooted in history and rising nationalistic sentiment in China, South Korea and Japan have made the positions of the respective parties currently irreconcilable. The tension surrounding the issue of territorial control, particularly between China and Japan, has the potential to spark a military confrontation. Due to a lack of empathy and the propensity to overestimate threats from neighbours, the region is especially volatile. Public commitments by US President Barack Obama in support of the US-Japan Mutual Security Treaty could ensure that any military confrontation between China and Japan might quickly escalate and draw the United States into direct conflict with China. In order to improve empathy, a concerted effort must be made to change the channel and work on issues where interests do align. Nowhere do the interests of China, South Korea, Japan and the United States align more than on the issue of North Korean denuclearization. By working together on an issue of mutual concern, these four countries can counter the rapid erosion of trust. By cultivating a cooperative attitude, tensions can be lowered, increasing the prospects for peaceful management of current acute disputes.

China, in the next few years, faces the prospect of major regional and bilateral trade negotiations possibly including the Trans-Pacific Partnership (TPP), the Regional Comprehensive Economic Partnership with the Association of Southeast Asian Nations (ASEAN) and Japan, Korea, India, Australia and New Zealand and separate negotiations with India, Korea and Japan, potentially the United States and even possibly the European Union. A likely key element in such negotiations, and one already raised by the United States in the TPP negotiations, is that of trade arrangements involving state-owned enterprises (SOEs). China is viewed from outside as having a large SOE sector, and large SOEs are viewed as having a protected monopoly position in domestic Chinese markets.

210. Respond and Restrain: Deterrence and Reassurance in Northeast Asia

The US extended deterrent in Northeast Asia is strong. US alliances with Japan and South Korea are each arguably in the best shape in years, with alliance modernization efforts proceeding in tandem with domestic adjustments to security policy that strengthen the foundation for cooperative action. Policy toward North Korea, historically a wedge between Washington and allied governments in the region, is largely aligned, and serving as a glue rather than a source of discord. This otherwise sunny outlook is darkened by the difficulties in the Seoul-Tokyo relationship. The (from a US perspective) obvious convergence of interests among the three governments is overshadowed by a lengthy and depressingly well-rehearsed list of problems. The second US-ROK-Japan Trilateral Extended Deterrence Dialogue, hosted by Pacific Forum CSIS and the Asan Institute for Policy Studies, with indirect support from the Project on Advanced Systems and Concepts for Countering WMD (PASCC) and the Defense Threat Reduction Agency (DTRA), explored ways to overcome those obstacles to enhanced cooperation. In an attempt to push the envelope, the 43 senior participants from the three countries joined 17 Pacific Forum Young Leaders (all attending in their private capacities) in discussions and a tabletop exercise that was designed to explore reactions to a nuclear contingency on the Korean Peninsula. The results were sobering and underscored the need for increased coordination and planning among the three governments to prepare for such a crisis in Northeast Asia.
