61. The Cornerstone and the Linchpin: Securing America’s Northeast Asian Alliances

Abstract:
During an era in which strategic gravity is shifting to Asia, the United States cannot be careless in tending to its alliances with Japan and South Korea (the Republic of Korea, or ROK). The three countries face persistent threats from North Korea and from China’s semi-transparent bid for regional hegemony. Meanwhile, rocky relations between Tokyo and Seoul are jeopardizing vital U.S. interests in the Indo-Pacific. The latest disagreement between America’s premier allies raises new questions about alliance strategy, commitment, and burden-sharing. These fissures have become exacerbated as the U.S. pressures allies to increase their contributions to regional security and reciprocal trade. [...] This report seeks to explain why the U.S.-Japan and U.S.-ROK alliance are still a vital means of achieving overlapping strategic interests. At the same time, it also argues that keeping these alliances fit for purpose requires radical change rather than business as usual. Both a rapidly changing security environment and growing intra-alliance squabbling pose dangers that require U.S. leadership. This report concludes with specific ideas for advancing bilateral and trilateral cooperation in the coming months and years, without trying to achieve too much too quickly.

This paper examines debates about soft power and popular culture, with particular attention to the framing and reception of the opening ceremonies at the Olympics. It examines how national narratives, particularly in the oft-noted Beijing 2008 Games and the London 2012 Games, have been analysed, turning then to a discussion of clues regarding the likely framing of the 2020 opening ceremony in Tokyo.

63. A Spark Beyond Time and Place: Ogawa Shinsuke and Asia

Abstract:
One of the most important documentary film-makers of the post-war period, Ogawa Shinsuke, had an enormous impact on film-makers across Asia. This paper will unpack some of the paradox-filled processes by which his influence spread across the Asian film-making world through an analysis of interviews, film festival records, and the role of translation during his lifetime (1936–1992). Energised by an increasing interest in mentoring young Asian film-makers in his later years, and having created a platform for the exchange of films and ideas through the first documentary film festival in Asia in the late 1980s, Ogawa continued to offer a kind of spiritual orientation to other film-makers in translation even after his death. This paper will examine how this process was not merely a result of Ogawa’s own efforts but realised through a series of interwoven yet contradictory social, economic, and interpersonal histories. Amidst the call for a greater exchange of media within and beyond Japan, the circulation across Asia of Ogawa’s cultural capital offers an opportunity to think about the significance of the various ‘investments’ that form such capital, and poses important issues for considering the conditions under which it can continue to survive.

64. Words and Their Silos: Commercial, Governmental, and Academic Support for Japanese Literature and Writing Overseas

Abstract:
This paper connects in a preliminary way realms of analysis and data regarding practices of disseminating Japanese literature and writing translated in English and Association of Southeast Asian Nations (ASEAN)–located languages since about 2000. The assumption is that translations from different languages have been consistently silo’ed – separated and allowed to accumulate and dynamically evolve. I outline a history of the de-linking of ‘writing’ from ‘literature’ as well as language study itself, which has led to both a withdrawal and an explosion of funding since about 1990. I note secondary effects of re-concentration in English and European languages, a flourishing of small-press activity and writing on food (Jonathan Gold) and self-help (Kondo Marie), and a focus on the ‘authorised translator’ model in both English and ASEAN languages following a tendency to standardise copyright law. Second, I introduce some histories and distinctive practices that could model support for translators. Last, I discuss economies of both money and prestige in different practices, and offer some suggestions based on interviews with an eye to supporting translators so that all languages have a hand in creative practice, and English-language–based translators can collaborate with translators in other languages.

Abstract:
Attempts by Japanese producers to ‘crack’ the North American entertainment market date back to the 1910s, and were driven by both profit motive and ideological desires to have one’s own cinema recognised by the hegemonic other. This paper considers the historical difficulties of exporting Japanese films to the most desirable markets in the West. In this context, it examines recent Chinese attempts to enter American cinema production and distribution, and contemplates the implications of the failure of these efforts for the regional export of Japanese films.

Abstract:
Japan is often seen as pacifist and as a defender of nuclear disarmament. This article, though, sustains that Japan is basing its security on extended nuclear deterrence, and on the possibility of acquiring nuclear weapons. In the first part of the article, the role of extended deterrence in the relationship with the U.S. is analyzed, and in the second, the history of the Japanese nuclear option since the end of the Second World War is reassessed.

67. The Impact of Economic Globalisation on Firm Performance and the Labour Market: Evidence from Japan

Abstract:
This paper summarises the major findings and arguments in the literature on the impact of globalisation on firm performance and the labour market, focusing on the case of Japan. Internationalised firms show better performance. Although offshoring has shifted labour demand towards skilled workers, thedirect contribution of globalisation to the widening wage gap is quite limited. The empirical evidence for Japan is more or less consistent with that for other developed countries, but some observations on Japan are worth pointing out. First, several empirical studies confirm a learning-by-exporting effect. Second, there is no strong evidence that increases in imports from China have reduced domestic employment. Increases in imports from China have a positive effect on value added growth in downstream industries, implying that imports from China are likely to be complementary to domestic production in Japan.

Abstract:
Political dynasties are a common feature of democracies. Prominent examples of dynastic politicians include George W. Bush in the United States, Winston Churchill in the United Kingdom, and Indira Gandhi in India. Research has found that members of dynasties benefit from the political capital they inherit from their relatives (for example, name recognition and political networks). Yet few studies have sought to understand the wide variation in dynastic politicians across democracies over time. Dynasties and Democracy offers a comprehensive answer to this question. The book focuses on legacy politicians, defined as those related to politicians who served in the national legislative or executive office. According to Daniel M. Smith, legacy politicians are antithetical to democracy, as this form of government is aimed at removing any marks of distinction as a prerequisite for access to office. However, politicians of this kind have existed and continue to exist in democracies. One may be tempted to explain the existence of legacy politicians as a product of modernity (economic or political). But Smith warns us that this explanation does not takes us very far, as Japan, a highly developed country, reports to this day a high percentage of legacy candidates running for office and seats in the national legislature.

Abstract:
During the 1947 Duncan & John Gray Memorial Lecture then-minister of external affairs, Louis St. Laurent, outlined guiding principles for Canada’s engagement with the world. In his address, he recognized that Canada could not maintain the standard of living Canadians had come to enjoy in isolation from the rest of the world. He said, “[we] are dependent on markets abroad for the large quantities of staple products we produce and cannot consume, and we are dependent on supplies from abroad of commodities which are essential to our well-being.” This irrefutably remains true today. Canada’s ability to utilize its vast wealth of resources has afforded it the opportunity to become one of the most affluent and developed nations in the world, making the preservation of such ability of vital national interest. However, trade in the 21st century is more complex than ever before. Technology allows for transactions between parties scattered across the globe to occur near instantaneously, and complicates the tracking and classification of many goods and services. Moreover, global political developments and economic transformation are threatening the liberal world order built and protected by the United States since the Second World War. China’s emergence as an economic juggernaut is shifting the global economic centre of gravity. Furthermore, reactionary domestic political forces within much of the western liberal democratic world, including the United States, question the value of continued support for the status quo. Tectonic change is afoot. In response, Canada is charting its path to navigate the challenges of 21st century global trade. Prime Minister Justin Trudeau’s Liberal government is pursuing a progressive trade agenda as it seeks to modernize existing agreements, implement newly minted agreements, and explore potential future opportunities. The lead package of this issue examines a multiplex of challenges and opportunities presented to those currently crafting Canadian trade policy. Geographically, it spans not only the management of relations with the United States and NAFTA renegotiation, but also the geopolitical considerations of bolstered engagement with Asia and the underappreciated opportunities present in Africa and South America. In addition to "with whom", this package also addresses the "how and why" of trade: the difficulty of adapting trade practices to the digital age and the costs, benefits and limitations of projecting Canadian values via trade relations. In computer simulated and professional chess matches white consistently wins more often than not. The lack of first-mover advantage is a formidable deficit to overcome. Those who are not leading, are fated to play catch-up. The challenges facing Canada’s policy-makers responsible for protecting and advancing our national interest via trade are legion. To optimally address these challenges, Canada is best served by being proactive at the forefront of negotiations. The benefits of cultivating a proactive posture are enticing, and the costs for failing to do so are avoidable. Canada must adapt to the dynamism of the global economic order, or fight to catch-up.

Abstract:
This paper offers an understanding of the scope, nature, and context of constitutional change being proposed in Japan today, in internal terms rather than through external reconstruction. Rather than being a mere reaction to “external circumstances”, as portrayed by its apologists and by “realist/rational-reconstructionist” analysis, the movement to amend and replace the Constitution is a project with a history, underpinned by a worldview and driven by an ideology that provide it with its own momentum. The most overlooked aspect of the movement is religion. From the Meiji Restoration until the end of the War, Japan was governed through a religio-political system based on a newly invented State Shintoism. The scope and intent of today’s movement to amend/replace the Constitution cannot be understood without this background in mind. Failure to account for the ideological, cultural, historical, and indeed the constitutional dimensions of the issue seriously underplays the stakes for Japan and its neighbours. The constitutional movement is part of a multi-generational project to restore what its leaders declare to be the “true shape of Japan”, with the pre-war religious ideology and constitutional form that they deem to have been unjustly replaced by the US occupation administration after Japan’s defeat.
