Despite the important achievements of the past years (the Euro, enlargement, the drafting of the Constitutional Treaty, interventions in the Balkans and the growing diplomatic role in the Middle East), Europe is at a standstill and experiencing scepticism which, combined with prolonged economic stagnation, could deteriorate into a serious crisis. In this difficult situation, Italy could suffer particularly negative consequences. At the same time, however, it could – as in the past – play a prominent role in providing the Union with new dynamism.

Abstract:
This article describes the impact of the Italian electoral reforms of 1993 on the structure of political alliances. The reform, which moved Italy from a pure proportional representation system to a mixed largely majoritarian system, was designed to increase transparency, reduce corruption, limit the number of political parties, and create the conditions for a politics of interests, rather than a politics of influence. Paradoxically, moving to a mixed electoral system had the opposite effect. In this article, the authors demonstrate this impact, by modeling the structure of political alliances at multiple levels (municipal, provincial, and regional) of the Italian polity from 1986 to 2001, from data on roughly 441,000 persons elected to serve in almost 3 million positions.

“I see that under the Prodi government Italy already now has and even more in future will be able to have a big role in Europe, and that as a result of this role will be able to take on an important function in relation to the United States and the Arab world […] I believe that in the course of one month Italy has succeeded to launch a strategic rearrangement of its foreign policy.”1 These are the words of Massimo D'Alema, Italy's Minister of Foreign Affairs since May 2006. Indeed, the measures taken by the new Italian government of Prime Minister Romano Prodi indicate, if not a completely new orientation, a revised concept behind Italian foreign policy in contrast to that of his predecessor Silvio Berlusconi. Most striking is the withdrawal of Italian troops from Iraq, to be completed by autumn of this year. But Prodi wants to maintain Italian involvement in Afghanistan, and the government seems eager to uphold the traditionally good relations with the United States, despite the withdrawal from Iraq. While Prodi and D'Alema are in favour of a more important role of Italy in Europe and of the European Union in the world, close ties are to be kept with the United States. According to D'Alema: “The foreign policy of the government intends to favour the growth of an autonomous European actor but tied to the United States by solid and mature understanding within the alliance.”

The Report is divided into two parts: the first reviews the main stages and obstacles in the process of establishing an EU CivMil Cell in the current European and Transatlantic security and defence context; and the second examines its particular impact on Italian policy and planning.

275. Debunking the 1930s Analogy: Neville Chamberlain's Grand Strategy Re-Examined

The key events of the 1930s Hitler's rise to power, Germany's reoccupation of the Rhineland, the Anschluss with Austria, Munich and the subsequent German occupation of Prague in March 1939, and the outbreak of World War II in September 1939 transpired some seventy years ago. The events of the 1930s or at least Churchill's depiction of them have provided the standard images that have shaped U.S. foreign policy and scholarly research alike: falling dominoes, insatiable dictators, the interdependency of strategic commitments, the importance of demonstrating resolve, and the impossibility of achieving diplomatic accommodation with nondemocratic regimes. But does the myth track with the historical record? Does the 1930s myth accurately explain British grand strategy in the 1930s? Simply stated, my argument is that the 1930s myth as commonly understood in the United States is bad history, and that its use has contributed importantly to a series of dubious policy decisions by U.S. decisionmakers and still does. As I demonstrate, the British, in fact, were not willfully blind to the German threat or indifferent to the need to rearm to meet it. Rather, during the 1930s, London formulated a quintessentially realist grand strategy that attempted to blend deterrence and diplomacy to contain Hitler's Germany (and Japan and Italy), and defend Britain's interests as a world power by avoiding what, for Britain, could only be a disastrous war.

276. Relics of Cold War: Defence Transformation in the Czech Republic

Abstract:
On 28 October 1918, the newly created Czechoslovak Republic—incorporating the historic Czech lands (Bohemia, Moravia and Czech Silesia) and Slovakia— declared its independence after three centuries under Austrian and then Austro- Hungarian rule. This First Republic, initially led by its popular first president, Tomá G. Masaryk, lasted until the resignation of his successor, Edvard Bene, in October 1938. This followed an agreement between France, Germany, Italy and the United Kingdom forcing Czechoslovakia to cede the Sudetenland to Germany. From March 1939 until the end of World War II Czechoslovakia was split into the German Protectorate of Bohemia-Moravia and the nominally independent Slovakian State, which was also under de facto German control. Czechoslovakia regained its independence in 1945. The Communist Party took over government in 1948 and in 1955 Czechoslovakia signed the Treaty of Friendship, Co-operation and Mutual Assistance (the Warsaw Treaty) along with Albania, Bulgaria, Hungary, Poland, Romania and the Soviet Union and, from 1956, the German Democratic Republic. A period of hardline communist rule followed. Attempts at democratic transformation in 1968, the so-called Prague Spring, were ended by a Soviet-led invasion by the forces of fellow Warsaw Treaty Organization members in August 1968, after which the leading reformists were replaced with orthodox Communists. Czechoslovakia's Communist regime relinquished its monopoly on power in November 1989 following more than a week of popular demonstrations, a series of events known as the Velvet Revolution. A former dissident, Václav Havel, was elected president of the renamed Czech and Slovak Federal Republic. On 1 January 1993, the federation was peacefully dissolved and the Czech Republic and Slovak Republic (Slovakia) became independent democratic states. In 1999 the Czech Republic joined the North Atlantic Treaty Organization (NATO), and in 2004 it joined the European Union.

Milan ranks among wealthy OECD metropolitan regions and is often identified with the “Made in Italy” brand on the international arena, notably for fashion and design. Once a successful industrial city, Milan has grown into the core of a wider industrial metropolitan region that is home to more than 7 million people. Industrial activities still drive the region's periphery while the centre of Milan is veering towards becoming a service platform for a significant share of northern Italy. Milan's historical skills endowment and its advantageous geographic location could underpin its ambition to become a southern European and Mediterranean capital, supplying advanced services and new technologies while remaining an international capital of fashion and design.

278. Bad Riddance: The Dangers of Deportation as a Counterterror Policy

Sami al-Arians plea agreement, unsealed last week in Tampa, Florida, has been almost universally billed as a domestic counterterrorism victory. Al-Arian pleaded guilty to providing financial and material support to Palestinian Islamic Jihad, a U.S. specially designated terrorist group, and agreed to be deported. He is one of a small but important number of U.S. deportees (out of approximately 200,000 annually) who have connections to international terrorism.Many in the United States will say good riddance to people like al-Arian, a sentiment shared by a substantial portion of Europeans whose governments are increasing their own efforts to send terrorist suspects back to their countries of origin. Since the July 7 London transit bombings, Britain has signed deportation agreements with Jordan, Libya, and Lebanon, and is negotiating a similar one with Algeria. Spain, Germany, Italy, and the Netherlands have all recently introduced or passed legislation that will facilitate deportation on national security grounds, while the French for their part wonder why other Western democracies have been so slow to catch on. France has been deporting terrorist suspects and other extremists for more than a decade, including more than a dozen radical imams in 2005 alone. American and European deportation policies differ in key areas. U.S. policy is aimed at lawbreakers generally, whereas Europe, because of its more ingrained challenge of domestic radicalism, targets extremist imams and other purveyors of jihadist ideology who can have a pervasive radicalizing effect on a community. Nevertheless, the same rationale underpins deportation on both sides of the Atlantic, and enthusiasm for the policy seems almost universal. Sending problem immigrants back to their native countries allows Western governments to deal with extremists outside the framework of domestic legal codes that remain woefully ill-equipped to address the threat of terrorism. Deportation minimizes the need to adopt draconian measures such as indefinite detention. It is counterterrorism on the cheap, and has become the policy of first choice for domestic law enforcement agencies that lack the personnel and resources to conduct adequate surveillance on all potential terrorists. But although deportation of terrorist suspects may be the most appealing of several bad policy options, it is by no means a perfect solution. Deportation is designed to displace the threat, but it may ultimately create a host of other challenges for the West in Muslim countries and ultimately on its own territory.

Abstract:
Public discourse, understood both as ideas about public action and interactive processes that serve to 'coordinate' the construction of those ideas and to 'communicate' them to the public, has been central to the success (or failure) of the reform projects of social democratic parties. Certain background factors, including countries' policy legacies, problems, preferences, and capacity set the stage for reform while good ideas which are cognitively sound and normatively appropriate as well as relevant, coherent, and consistent contribute to reform success. But institutional context also matters with regard to how ideas are conveyed to whom, with 'simple' polities emphasizing the 'communicative' discourse to the general public and more 'compound' polities the 'coordinative' discourse among policy actors. This is demonstrated with examples from Germany, France, Britain, Italy, the Netherlands, Denmark, and Sweden.

Abstract:
A modest recovery is under way. A recovery has been under way since early 2004 and is expected to proceed at a moderate pace in 2005 and 2006, with domestic demand continuing to rise faster than GDP. Real growth is projected to remain somewhat slower than the EU average. The gap in consumer price inflation is expected to widen again in 2006. The current-account deficit has increased and export market share losses were substantial until recently. Employment growth has been impressive throughout the slowdown, but the growth of productivity, including that of total factor productivity, has been very weak.
