Abstract:
Both Belgium and Italy want to give their current mandate in the UN Security Council a European dimension. Yet, the conclusion that they are natural partners in doing so may be premature. Before focussing on Belgian and Italian objectives, the article presents the current state of the ongoing reform processes in Brussels and New York and of EU actorness in the Security Council more generally, as both are critical for estimating the prospects for a stronger European profile. It concludes by discussing the possibilities and constraints that the non-permanent members face within this framework.

Abstract:
NATO, the EU, and the UN have been the cornerstones of Italy's foreign policy since WWII: although they continue to provide a point of reference, these institutions are undergoing major changes that reflect - and partly create - a very unpredictable international environment. The evolving security agenda, choices made by key allies (especially the United States), and domestic political forces, are putting Italian decision-makers under pressure. There is a serious problem of resource constraints while the country is still unwilling to make clear-cut choices based on unavoidable tradeoffs. The past few years witnessed a mix of continuity and change due to the political orientations of successive governments under these challenging circumstances.

“I see that under the Prodi government Italy already now has and even more in future will be able to have a big role in Europe, and that as a result of this role will be able to take on an important function in relation to the United States and the Arab world […] I believe that in the course of one month Italy has succeeded to launch a strategic rearrangement of its foreign policy.”1 These are the words of Massimo D'Alema, Italy's Minister of Foreign Affairs since May 2006. Indeed, the measures taken by the new Italian government of Prime Minister Romano Prodi indicate, if not a completely new orientation, a revised concept behind Italian foreign policy in contrast to that of his predecessor Silvio Berlusconi. Most striking is the withdrawal of Italian troops from Iraq, to be completed by autumn of this year. But Prodi wants to maintain Italian involvement in Afghanistan, and the government seems eager to uphold the traditionally good relations with the United States, despite the withdrawal from Iraq. While Prodi and D'Alema are in favour of a more important role of Italy in Europe and of the European Union in the world, close ties are to be kept with the United States. According to D'Alema: “The foreign policy of the government intends to favour the growth of an autonomous European actor but tied to the United States by solid and mature understanding within the alliance.”

This document is intended to: highlight the main achievements of the Constitutional Treaty drafted by the European Convention which should be fully endorsed by the Intergovernmental Conference (IGC); emphasise some critical points of the Draft Constitutional Treaty that need to be revised to ensure an effective functioning of the European Union, avoid the risk of a decision-making paralysis and make possible future constitutional adaptations; suggest further modifications to the Draft Constitutional Treaty which appear necessary for a truly, effective constitutional reform of the Union.

Istituto Affari Internazionali (IAI), Italy's major international affairs think tank organised an international conference on “Ukraine's European Choice and the Partnership with Poland and Italy”, in cooperation with the Ukrainian and the Polish Embassies in Rome. The event took place in Rome on 22nd March 2000 and was supported by the Ukrainian Ministry of Foreign Affairs, the Polish Ministry of Foreign Affairs, the Italian Ministry of Foreign Affairs, the NATO Office of Information and Press, the Office of the European Commission in Rome, and the Centre for European and International Studies and the Institute of International Relations, Kyiv.
