901. The healer or the druggist: Effects of two health care policies in Taiwan on elderly patients' choice between physician and pharmacist services

Abstract:
When both physicians and pharmacists in Taiwan prescribed and dispensed drugs, many elderly people considered the two types of health care providers more or less synonymous (i.e., close substitutes). Two policies mandated in the 1990s changed this perception: National Health Insurance (NHI), which provides insurance coverage to all citizens, and a separation policy (SP) that forbids physicians from dispensing and pharmacists from prescribing drugs. The author finds that by providing an economic incentive to the previously uninsured elderly, NHI raised the probability that they would visit physicians, relative to their continuously insured counterparts. In particular, some previously uninsured elderly who once only visited pharmacists were more likely to also visit physicians after NHI was implemented. Following this, the SP made it more likely that all elderly patients would only visit physicians and buy drugs from on-site pharmacists hired by physicians—a result different than its policy goal.

902. Allocation of control rights and cooperation efficiency in public-private partnerships: Theory and evidence from the Chinese pharmaceutical industry

Abstract:
This article uses incomplete contract theory to study the allocation of control rights in public-private partnerships (PPPs) between pharmaceutical enterprises and nonprofit organizations; it also investigates how this allocation influences cooperation efficiency. We first develop a mathematic model for the allocation of control rights and its influence on cooperation efficiency, and then derive some basic hypotheses from the model. The results of an empirical test show that the allocation of control rights influences how enterprises invest in PPPs. A proper allocation provides incentives for firms to make fewer self-interested and more public-interested investments. Such an allocation also improves the cooperation efficiency of PPPs.

Abstract:
Government and private roles in this segment of health service delivery remain controversial in China, as in many countries. Using 2004 data from over 360 government-owned and private hospitals in Guangdong Province, we find that non-government hospitals serve an overlapping but distinct market. They are smaller, newer market entrants, more likely to specialize, and less likely to be included in urban social insurance networks. We also document differences in staffing and financial performance, but no systematic ownership differences in simple measures of quality, controlling for size, location, case-mix and other confounding factors.

904. Gaza's Unfinished Business

Abstract:
The Israel-Hamas war has ended but none of the factors that triggered it have been addressed. Three months after unilateral ceasefires, Gaza's crossings are largely shut; reconstruction and rehabilitation have yet to begin; rockets periodically are fired into Israel; weapons smuggling persists; Corporal Shalit remains captive; and Palestinians are deeply divided. It is not as if the war changed nothing. Many hundreds lost their lives, tens of thousands their livelihood and a new political landscape has emerged. But the war changed nothing for the better. The status quo is unsustainable, and Gaza once again is an explosion waiting to happen. Genuine Palestinian reconciliation and a fully satisfactory arrangement in Gaza may not be on the cards, but lesser steps may be feasible to lessen the risk of escalation, address Gaza's most pressing needs and achieve some inter-Palestinian understanding. That would take far greater flexibility from local actors – and far greater political courage from outside ones.

Japan's economy has suffered exceptional damage because of its high level of exposure to the massive downturn in world trade and investment, notably impacting on demand for cars, consumer electronics and investment equipment. The depth of Japan's recession looks set to be far worse than that of the US and the EU. However, the recession has also radically reshaped the global financial environment in ways that suggest unexpected opportunities for Japanese financial institutions and markets. This report reviews the outlook for Tokyo as a financial centre and the role of Japan's financial sector in the light of domestic targets as well as international trends and competition.

906. Options for a Democratic Taiwan

Abstract:
Over the last two decades, as Mainland China has been developing and liberalizing its economy, Taiwan has been undergoing an equally remarkable but very different political transformation, from martial law in 1987 to its current status as one of the most vibrant, stable democracies in Asia. Despite its eventful experience of the democratization process, the parliamentary and presidential elections in 2008 proved that Taiwan is now a mature, and stable, democracy. It has passed the ultimate test, seeing the successful transition of rule from one party to another and back again, without social turmoil. Economic performance over the same period has been less striking. Once among the fastestgrowing economies, Taiwan is now afflicted by a relatively low growth rate, and problems over the outflow of capital and investment to the Mainland. The potential for conflict over cross-straits relations remains but it has been significantly reduced under President Ma and by the Mainland Chinese government's greater accommodation with a democratic Taiwan in the last decade. The risk of a military conflict between the two sides, which could drag in the US, and therefore the rest of the world, cannot be entirely discounted, however. Taiwan's greatest challenges in the next decade remain the same as in the last – to maintain its identity, to develop its democratic system, and to handle relations with the Mainland in a way that preserves its interests while avoiding conflict. Taiwan's system, which has so far proved itself robust and effective, faces a new challenge too: how to benefit from the increase in Mainland investment abroad.

Abstract:
Despite the negative atmosphere it created for both sides, the Davos case should be seen as an opportunity to revisit the various aspects of Turkish-Israeli relations. Turkish-Israeli rapprochement is important for the regional order. However, both sides should realize that like all bilateral relations the Turkish-Israeli one is subject to social, political and psychological parameters. There is no ideal, correct model that is free of social effects. The fluctuations of a bilateral contact cannot be understood through simplistic analyses that prioritize personalities or other trivial issues. Every single event, including that at Davos, should be seen as one function of complex social phenomena. Even the most unexpected events in politics are the products of several major social machineries. This article will offer an alternative analysis of the Turkish-Israeli relationship in the light of a number of social structures.

This essay analyzes the relationship between Turkey and Israel against the background of the AKP ascent to power in Turkey in 2002 and the invasion of Iraq in 2003. It argues that notwithstanding the sea changes that occurred in the region following the invasion, as well as the far-reaching changes in Turkey's foreign policy, both states still have vested interests in maintaining their close relationship, even at times of crisis. One of the most important explanations for their relations' longevity is that the two states have no serious problems on the bilateral level, while their strategic, economic and societal common interests have been strong enough to weather crises. The paper also explores the implications for the future of the Turkish-Israeli relationship of Turkey's policy during Israel's operations against Hamas in Gaza.

Abstract:
Nicolas Sarkozy's election as France's president in May 2007 has marked a rhetorical change in the foreign policy of Paris and has made the French presidency much more dynamic. Sarkozy has led many international initiatives and increased France's presence in international and Middle Eastern arenas. Despite all these developments, however, France's Middle-Eastern policy has been characterized by a large degree of continuity since Sarkozy has embraced traditional French perceptions and agenda concerning the Middle East. Thus, he has continued France's so-called 'Arab policy', and mainly pursued past policies on key regional issues such as the Israeli-Arab conflict. Consequently, Sarkozy's declarations concerning the changing nature of French policy do not seem fully compatible with reality. So far there has also been a gap between France's optimistic assessment of the results of its Middle Eastern policy versus the less impressive outcomes on the ground.
