Abstract:
Israel took early preventive measures against the COVID-19 pandemic that contributed to low infection and mortality rates. This allowed lifting the restrictions and restarting the economy at the end of April. The cooperation undertaken with the Palestinian Authority helped limit the spread of COVID-19 across the Palestinian territories. The successful fight against the spread of the coronavirus in Israel has strengthened Prime Minister Benjamin Netanyahu, but the newly earned support may be halted by the impending economic slowdown.

2. What the Mediterranean Means for Israeli Geopolitics

Abstract:
Although the Mediterranean was traditionally an afterthought in Israeli geopolitical thinking, the 2000s recorded a shift: Israel is turning to the sea. The Mediterranean is capturing a growing role in Israeli geostrategic thinking. This is in large part the result of the discovery and development of gas in the Mediterranean Sea beginning in the late 1990s. Developed rather quickly, these gas reserves made Israel energy self-sufficient, a significant geo-strategic transformation. Prior to these discoveries, energy was a serious concern. The state had no energy resources, and for decades found it challenging to secure supply in the face of Arab hostility. With the gas discoveries, Israel gained not only energy independence, but also an economic and political tool. Israeli agreements to export gas to Egypt, Jordan and the Palestinian Authority gave Israel important leverage. The gas discoveries in the Mediterranean further offered the possibility for export to Europe if indeed Israeli-Greek–Cypriote designs to build an undersea pipe will materialize. The new maritime energy source contributed to the expansion of the Israeli navy. Once a junior player in the Israeli armed forces, in 2013 the navy was entrusted by the government to protect the gas depots, despite the fact that they are held in private hands (including by non-Israeli corporations) and are outside of Israel’s territorial waters. The new task, alongside the expansion of the submarine flotilla (probably as part of a future nuclear deterrent against Iran), awarded the fleet a more important role in Israel’s national security establishment and resource allocation. It also allowed Israel to use the force for international cooperation and military diplomacy in the region. This turn to the sea also contributed to an emerging quasi-alliance with Cyprus and Greece, which includes, among many other areas, the possible joint gas export project, military exercises, and bi-annual trilateral summits between these countries’ leaders. Like its regional allies, Israel is affected by growing Chinese interest in the Mediterranean. Chinese corporations contracted the expansion of Israel’s two largest ports, Ashdod and Haifa. The latter was substantial enough to irk the US, whose navy used the Haifa port in the past for re-supply. Israeli and Chinese actors are in early phases of developing a Chinese funded, or owned, high speed train from Israel’s Red Sea port in Eilat to the Mediterranean port of Ashdod, that will serve as an alternate route for the Suez Canal portion of Beijing’s Belt and Road Initiative (BRI).

3. The Story of a Restaurant during the Corona Epidemic: A Period of Crisis for Businesses in the Arab Sector

Abstract:
96% of the businesses in Arab society are small and miniature businesses, most of which are not defined as "essential enterprises". As a result, they were shut down during part of the Corona crisis. The model of distance working and working from home is not common in Arab society. Only a miniscule proportion of Arab businesses have the potential to operate in this mode and as a result the Corona crisis took a heavy toll on businesses in Arab society. The government made state-guaranteed loans available to small and medium-sized businesses; however, the conditions for eligibility were difficult to fulfil for Arab-owned businesses. Most of the loan applications were rejected, and businesses that managed to meet the conditions were awarded much smaller loans than they had requested. Their financial distress has led many business owners to take out gray market loans at exorbitant interest rates. It is recommended that an interministerial forum be created with representatives of the Ministry of Internal Security, the Ministry of Welfare and the Ministry of Economy in cooperation with the Committee of Arab Mayors, with the goal of keeping Arab business owners from entering a vicious circle of crime and violence as a result of the debt they have been forced to take on. Arab business owners need to become organized, whether at the national or local level.

4. The Middle East and the Maghreb in the Czech Foreign Policy

Abstract:
In 2017 the Czech foreign policy toward the Middle East and the Maghreb did not witness significant shifts and followed the wider goals established in the previous years. It continued to be oriented on the stabilisation of the states affected by the wars in Syria, Iraq and Libya, limiting the number of refugee arrivals to Europe, strengthening the business co-operations with promising regional partners and enhancing the co-operation and strategic partnership with Israel. Accordingly, economic diplomacy, security assistance and humanitarian relief remained the dominant modes of engagement with most of the countries in the region. Similarly to the previous years, the Czech policy mostly reactively followed the common EU positions, while being proactive regarding the issues concerning Israel and, to a lesser extent, also Syria, Jordan, Iraq and Libya. The Czech policy for the Middle East did not strongly enter the domestic public debate. The only exceptions were the conflicting positions on the issue of the Czech embassy’s relocation to Jerusalem and the role of the ambassador in Syria.

Abstract:
The economic case for free immigration is nearly identical to the case for free trade. They both rely on a greater division of labor based on comparative advantage to ensure that allowing the free movement of goods and services or the free movement of people results in greater global wealth. Estimates of the global gains that could be achieved by the global adoption of an open immigration policy are massive, ranging from 50 to 150 percent of world GDP (Clemens 2011). Even a migration of just 5 percent of the world’s poor to wealthier countries would boost world GDP by more than could be gained by completely eliminating all remaining trade barriers to goods, services, and capital flows (Clemens 2011).

Abstract:
At the conclusion of the summer 2014 Gaza War Israel, Hamas, and the P.A. agreed to meet in Cairo, Egypt to discuss a long-term ceasefire. The goal of this summit was to allow for Gaza to rebuild itself, and for political changes associated with June's Unity Government deal between the P.A. and Hamas to take effect. The summit has since been postponed. However, Gaza still requires significant financial and material aid in order to function and provide for its people. This work examines the economic and security benefits to all parties involved of a long-term ceasefire between Israel, and Hamas. An economically open Gaza benefits Israel, the P.A. and Hamas, with few associated costs and creates an opportunity to reinvigorate final status negotiations.

Abstract:
Robert O. Freedman\'s edited volume, Israel and the United States: Six Decades of U.S.-Israeli Relations, is a compilation of an interesting assortment of essays by Israeli and American scholars from various fields, contending with different aspects of a complicated and multilayered relationship that comprises not only diplomatic and economic links, but also religious, legal, military and strategic connections as well as common beliefs. The first section of the book articulates the political ties between the United States and Israel since 1948. It contends with U.S.-Israeli diplomatic relations, an enquiry of the progression of the pro-Israeli lobby in the United States, and an analysis of the evolution of U.S. public attitudes toward Israel. David Makovsky\'s essay, which deals with the U.S. and the Arab–Israeli conflict, emphasizes that the U.S.\'s relationship with Israel and the Arab world is not a zero-sum game and that the United States can maintain good ties with both sides. The essay reiterates that Israel has been an asset for the United States rather than a liability, which has been suggested by the likes of John Mearsheimer and Stephen Walt. Robert Freedman, in contending with the policies of George Bush and Barack Obama towards the Arab-Israeli conflict, brings to the fore the similarities in their approaches as well as the significant differences, with the former pursuing an episodic approach while the latter has adopted a more continuous line. In his essay on the pro-Israeli lobby in the United States, Dov Waxman discusses the ruptures and fissures that have emerged within the lobby and concludes that there is no single organization that can persuasively claim to exemplify the vast majority of American Jews; as such, its clout/influence is expected to wane. Amnon Cavari\'s essay deconstructs the shifting trends in American support for Israel, contending that a decline in support among college-educated Americans along with an upsurge in support among evangelical Christians could weaken bipartisan backing for Israel.

Abstract:
Many countries in Africa suffer high rates of underemployment or low rates of productive employment; many also anticipate large numbers of people to enter the workforce in the near future. This paper asks the question: Are African firms creating fewer jobs than those located elsewhere? And, if so, why? One reason may be that weak business environments slow the growth of firms and distort the allocation of resources away from better-performing firms, hence reducing their potential for job creation.

The economic rationale for energy collaboration between Turkey, Cyprus and Israel is compelling. Cyprus and Israel need commercially viable export routes for their gas while Turkey is eager to diversify and increase its gas supplies. Hydrocarbon resources could potentially be a catalyst for both bringing about a Cyprus settlement and a Turkey-Israel rapprochement. A trilateral cooperation scheme involving a Turkey-Israel pipeline and an LNG plant in Cyprus could offer strong commercial incentives to all parties. But it would require bold political vision on the part of the region's leaders, coupled with backing from influential external actors with an interest in reconciliation and stability in the Eastern Mediterranean.

10. The Process of Formulating Japan's Arctic Policy: From Involvement to Engagement

This paper argues Japan's Arctic policy is in the process of developing toward more active engagement in the region. The first part of the paper discusses three milestones of Japan's past involvement in the Arctic, which consists of signing the Svalbard Treaty in 1920, engaging in polar science for more than 50 years and conducting the International Northern Sea Route Programme (INSROP) during the 1990s. The second part of the paper summarizes the current process of formulating Japan's Arctic interests at the ministerial level, as well as active discussions in private think tanks. Then, this paper considers opportunities and challenges for Japan in the Arctic, in areas such as Arctic shipping, oil and gas exploitation, and fisheries. The paper concludes with three strategic considerations to help formulate Japan's Arctic policy: the need to combine scientific findings with economic interests; possible diplomatic linkages between Arctic and East Asian states; and making diplomatic efforts toward subnational actors, such as indigenous groups in the region.
