Abstract:
In recent years, many have argued that China has been largely successful at using soft power to bolster its rise to great power status. This essay suggests that the Chinese government—and other authoritarian states—have fundamentally misread the nature of the relationship between soft power and the globally networked, information-rich environment, thus misunderstanding how soft power is accumulated. Because of this, their efforts at deploying soft power over the long term are not likely to be as effective as conventional wisdom would make them out to be.

Abstract:
Cet article porte sur les effets de circulation des notions d'empowerment, de genre et de féminisme dans les stratégies d'extraversion des associations de femmes bédouines du Néguev en Israël. À partir d'une étude localisée des modes d'appropriation et de reformulation de ces cadres d'analyse et d'action, il s'agit de comprendre comment les structures féminines et/ou féministes locales construisent leurs répertoires d'action sous l'effet de ressources et de contraintes multi-niveaux (locales, nationales et internationales). Au-delà d'une neutralisation politique du genre diffusée par les politiques d'aide internationales, il convient de comprendre comment les associations de femmes perçoivent et utilisent les notions d'empowerment, de genre et de féminisme. Dans un contexte fortement fragmenté et conflictuel comme le contexte israélo-palestinien, l'arbitrage entre ces termes est d'autant plus politique qu'ils sont pour les uns porteurs de changement social et de démocratisation, et pour les autres le signe d'un néocolonialisme hégémonique. Les associations de femmes bédouines du Néguev sont au coeur de ces tensions. Leur étude permet d'abord de repenser la transnationalisation des idées à partir des processus de reconfiguration locale de l'épistémologie féministe, ensuite de mettre au jour les différentes stratégies d'adaptation et de transposition pratique de ces notions par les associations de femmes.

Abstract:
Since 2006 the checkpoints along the borders of the West Bank and the Gaza strip have been reorganized and equipped with a new technological platform. They are now managed by private security firms. The instigators of these reforms speak of the "civilianization" of the checkpoints and justify their program on economic, organizational and humanitarian grounds. This detailed study of the concrete means by which the management of the Israeli checkpoints has been outsourced and commodified enables one to establish links between the evolution of Israeli society in terms of the relationship between the State, the market and society and the actual changes in the operation of the occupation. It would appear that this is not a case of the State receding in the face of market forces in a zero sum game. Rather it is the redeployment in a neoliberal context of the State in which it has adopted the uniquely Israeli layering of the public and the private, the national and the international, the State and civil society.

Abstract:
This paper argues that the question of food (in)security in the Democratic People's Republic of Korea is not necessarily indicative of the country's actual nutritional conditions but is rather constituted through meaning‐making behavior—signifying practices—predominantly on the part of humanitarian aid institutions working there. The argument is not intended to gloss over the food and nutritional situation in North Korea or to suggest that famine, starvation, or malnutrition do not exist. The paper nevertheless argues that humanitarian institutions are not external to or separate from the reality they observe, monitor, and measure, but are rather constitutive of the categories which produce that reality— in this case food (in)security in North Korea. The undertaking of nutrition surveys, food security assessments, and food‐aid monitoring as well as the issuing of consensus statements are examples of aid practices that signify North Korea in terms of vulnerability, emergency, and food insecurity. The paper's central argument is that it is through precisely these observations, assessments, and representations that food (in)security in North Korea comes into being.

Abstract:
The concept of “peace through health” or “health as a bridge for peace” has been in existence for decades, but remains ambiguous. The idea is best understood as cross-border or cross-group initiatives toward increasing understanding, cooperation, and trust, addressing health concerns of populations and mobilizing health professionals as advocates for peace. Such initiatives can potentially contribute to building a foundation for state-building and economic development. But few rigorous evaluations of peace through health initiatives have been conducted, and the limitations of the idea must be recognized. Peacemaking is an inherently political process, and health-related initiatives are unlikely to contribute directly to peace settlements. Palestinian and Israeli health professionals have a long history of cross-border cooperation in health, including collaboration in disease surveillance, training and advocacy for health. Cooperation is increasingly difficult because of ongoing travel restrictions on Palestinians in the West Bank, because the initiatives are increasingly seen by Palestinians as political in nature—even as a tacit endorsement of the Israeli occupation—and because many Palestin¬ian health professionals prefer to invest their energy in building an effective health system in the West Bank independent of Israel. Efforts to foster cooperation through health initiatives—especially in situations where differentials are so great as in the Israeli-Palestinian conflict—must be directed toward meeting real health needs of the population, be founded on mutuality, and focus on building effective systems.

Abstract:
The ballistic missile defence (bmd) has been promoted as a means to counter the security concern posed by North Korea's missile and nuclear programmes. While these could threaten Japan in theory, the likelihood of an attack by North Korea is negligible as the consequences of such an action would compromise the survival of the North Korean regime. Conversely, an exaggerated response to North Korea's missile programme increases the risk of even further unpredictable provocations by North Korea. Other regional actors, especially China and even Russia, may counter Japan's increased defence readiness with even greater military presence in the region, leading to an exacerbation of regional tension. bmd, and intensified defence measures at large, will contribute to a perpetuation of rivalry between Japan and its East Asian neighbours, restricting Japan's diplomatic manoeuvrability and reducing its future policy options towards consolidating a regional security architecture. bmd should not be seen as a test case in the validity and future integrity of the us-Japanese defence alliance. Disparate political and cultural traditions aside, shared economic interests and values suffice to ensure the continuity of the alliance, which is not as fragile as recent media reports have suggested.

Indeed, the last decade has been dominated by setbacks -- the second intifada, which started in September 2000; Hamas' victory in the January 2006 Palestinian legislative elections; and then its military takeover of the Gaza Strip in June 2007 -- all of which have aggravated the conflict.

It was conducted by a joint team composed of the Manufacturers Association of Israel, Tel Aviv University, Hebrew University, and the Vale-Columbia Center on Sustainable International Investment (VCC), a joint undertaking of the Columbia Law School and The Earth Institute at Columbia University in New York. The survey is part of a long-term, multi-country study of the rapid global expansion of multinational enterprises (MNEs) from emerging markets. The results released today cover the year 2008.
