Abstract:
Many Israelis and Palestinians once again have a sense of hope, following President George W. Bush's meeting with Arab leaders at Sharm al-Shaykh and with Israeli prime minister Ariel Sharon and Palestinian Authority (PA) prime minister Mahmoud Abbas (known as Abu Mazen) in Aqaba. This new hope in both societies poses an existential threat to terrorist organizations operating in the Israeli-Palestinian arena. Once Israel is no longer viewed as an enemy, there is no clear justification for the existence of such organizations. Hence, it should come as no surprise that these organizations are trying to escalate operations against Israel in an attempt to derail any peace initiatives. In the past, suicide operations undertaken by these organizations have been quite successful in achieving this objective; this should not be allowed to happen again.

The slide in the polls of Ariel Sharon's Likud Party over the last six weeks has been rather dramatic, transforming the character of the campaign from an expected Sharon landslide into a closer contest. In Thursday's Yediot Ahronot-Dahaf poll, Likud dropped from 40 to 28 seats in the 120-member Knesset, while Amram Mitzna's Labor Party edged up to 24 seats from 22. Sharon's losses stem directly from the swirl of Likud election corruption allegations, beginning with low-level charges of vote buying — illegal activity that may have helped catapult Sharon's son Omri onto the parliamentary list. The latest charges, denied by Sharon, surround a $1.5 million loan that the prime minister borrowed from a South African businessman friend, Cyril Kern, to pay back illegal campaign contributions in 1999. Sharon still clings to the hope that his denials will halt his party's slide downward, while Mitzna is finding new hope in the prospect that a drop in support for Likud will lead voters to take a second look at his candidacy.

Prime Minister Ariel Sharon's short visit to India in early September, the first by an Israeli prime minister, highlighted the dramatic expansion in a relationship that started only 12 years ago. Before Sharon's early departure because of two suicide bombings back home, ministers from both countries signed six agreements covering visa requirements, environmental protection, combating illicit drug trafficking, and an initiative to begin an educational exchange program. The accent, however, was on the rapidly growing military supply relationship. Balancing its relations with Israel and its still important ties with the Muslim Middle East, especially its major oil suppliers, will be a growing challenge for India's policymakers.

Abstract:
How much does it matter that Japan creates relatively few new high technology companies? Many observers estimate, or at least assume, that entrepreneurial dynamism and its associated innovations promote economic growth and in the long run are necessary for it. In recent years there has been much attention devoted to fostering such new firms in many countries, including Japan, with much of this interest derived from the example of Silicon Valley. Before the 1990s, after several decades of excellent performance by the Japanese industry, any observer noting that it had few new high tech companies would probably have met with indifference. Success spoke for itself. Now, after an economic plateau lasting over a decade, questions about the late and relatively small-scale emergence of high tech startups have become increasingly salient.

This is due partly to regulatory practices and partly to specific Japanese socioeconomic conditions, for instance the system of relationship banking. A half-century of zero-sum confrontation between South and North Korea ended symbolically when the two leaders of divided Korea finally met on June 13, 2000. The 74-year-old Kim Dae-jung, president of South Korea (the Republic of Korea, or ROK), flew to Pyongyang, the capital of North Korea (the Democratic People's Republic of Korea, or DPRK), to meet his counterpart, 58-year-old Kim Jong-il, chairman of the National Defense Committee. At Sunan Airport, the two leaders embraced while thousands of mobilized North Koreans sent up rousing cheers. Tens of thousands more lined the motorcade route into the city, and millions around the world watched the television coverage, fighting to keep back tears of joy.

1510. Inflation Dynamics and International Linkages: A Model of the United States, the Euro Area, and Japan

Abstract:
In this paper we estimate a small macroeconometric model of the United States, the euro area and Japan with rational expectations and nominal rigidities due to staggered contracts. Comparing three popular contracting specifications we find that euro area and Japanese inflation dynamics are best explained by Taylor-style contracts, while Buiter-Jewitt/Fuhrer- Moore contracts perform somewhat better in fitting U.S. inflation dynamics. We are unable to fit Calvo-style contracts to inflation dynamics in any of the three economies without allowing either for ad-hoc persistence in unobservables or a significant backward-looking element. The completed model matches inflation and output dynamics in the United States, the euro area and Japan quite well. We then use it to evaluate the role of the exchange rate for monetary policy. Preliminary results, which are similar across the three economies, indicate little gain from a direct policy response to the exchange rate.
