The East Asian development experience needs to be better understood — especially the region's clustered, sequential development process and neighbourhood effects linking economies at different levels of industrial development. How have different policy vectors transmitted by OECD countries, notably in the areas of trade, investment and aid, contributed to the development of the region? To what extent have the impacts of OECD-country policies depended on the capacity of East Asian economies to respond through their own public policies?

Abstract:
The strengthening of the economy has raised hopes that Japan is emerging from a decade of stagnation. Output has been increasing at a more than 2 per cent annual rate since 2002, reflecting strong external demand and the progress made in corporate restructuring and economic reform. However, Japan still faces a number of serious headwinds to sustained growth, notably entrenched deflation and continued declines in bank lending and land prices. Meanwhile, the government's financial position continues to deteriorate, raising concerns about fiscal sustainability at the same time that population ageing is increasing demands for public spending. Addressing these challenges requires a combination of well-designed macroeconomic policies and structural measures to boost the growth potential and ensure rising living standards in the face of rapid population ageing.

1293. An Assessment of the Impact of Japanese Foreign Exchange Intervention: 1991-2004

Abstract:
We analyze the short-term price impact of Japanese foreign exchange intervention operations between 1991 and 2004, using official data from Japan's Ministry of Finance. Over the period as a whole, we find some evidence of a modest "against the wind" effect, but interventions do not have value as a forecast that the exchange rate will move in a direction consistent with the operations. Interventions conducted between 1995 and 2002, which were large and infrequent, met with a much higher degree of success. For the most recent episode of intervention, in 2003 and 2004, despite the record size and frequency of the overall episode, it is difficult to statistically distinguish the pattern of exchange rate movements on intervention days from that of all the days in that particular subperiod, showing little effectiveness. Still, while the evidence of Japanese intervention effectiveness is modest overall, it appears to be stronger than that found using similar techniques for U.S. intervention operations conducted in the 1980s and 1990s.

Indivisible territory is all too frequent in international politics. In Jerusalem, many Israelis “insist that a united Jerusalem will be the eternal capital of the Jewish state,” whereas Palestinians contend that any deal excluding sovereignty over Al-Aqsa Mosque and the Dome of the Rock is “an unacceptable compromise…[that] will make their blood boil.” India and Pakistan's inability to compromise over Kashmir has increased tensions between these nuclear powers, and well before the age of nationalism Maria-Thérèse refused to negotiate with Frederick the Great over the territory of Silesia.

Abstract:
From 1991 to 2000, Syria and Israel, two of the key actors of the Middle-Eastern conflict, entered into extensive peace negotiations. What lessons can be drawn from the process in terms of Syria's objectives, motivations and perceptions, considering that this actor remains largely unknown? Such concerns will be addressed by identifying the major issues at stake: territory, security, and water resources. By analyzing all the obstacles on the road to peace, we will evaluate the potential for a resumption of peace talks in the new regional context. The death of President Hafez al-Asad in June 2000 and the rise to power of his son Bashar, the deterioration of the Israeli-Palestinian situation since the start of the Intifada and Ariel Sharon's election in Israel, the war launched by the United States in Iraq, the assassination of Lebanon's former Prime Minister Rafic Hariri, the withdrawal of Syrian troops from Lebanon in April 2005, and the meeting of the 10th Baath Party Congress in June have all drastically impacted on domestic and regional dynamics. The purpose of the study is to shed new light on Syria's constraints and opportunities, and their impact on her bargaining position.

The political and economic landscape in the Middle East is changing in ways that would have been hard to imagine months ago. With changes in governments, the near cessation of violence, the more active reengagement of the United States in the peace process, and various positive signals from both sides, including direct meetings between Israeli Prime Minister Ariel Sharon and Palestinian President Mahmoud Abbas, the longstanding conflict between Israelis and Palestinians is entering a period of relative optimism. Recent indications are that the Palestinian Authority is ready to work jointly with five parallel working groups being set up by the Government of Israel to address different aspects of the planned disengagement from Gaza, and the Quartet Principals have appointed out- going World Bank President James D. Wolfensohn as Special Envoy for Gaza Disengagement. The Special Envoy is charged with leading, overseeing and coordinating the international community's efforts in support of the disengagement initiative.

Abstract:
Turkish-Israeli relations, which are important in the Middle East, were excellent in the mid-l990s but suffered from ups and downs between 2000 and 2005. Turkish-Israeli relations, which celebrated their “golden age” after 1996, reached their lowest point in 2003-2004. This can be explained by changes in the balances between countries in the Middle East and by internal factors in the two countries. It can be argued that the “golden age,” which began with the birth and strengthening of a shared threat perception, deteriorated in the absence of the threat perception. This article examines the structural and conjunctional factors in Turkish-Isreali relations and attempts to predict how those factors may affect Turkish-Israeli relations in the near future.

Abstract:
Many leaders in Africa argue that East Asia's success in economic growth and development is due to special prowess in "picking winners." That is, the state is assume to have adequately identified future growth areas and effectively channeled investments into specific firms or industries. We argue, however, that this assessment is not accurate. Even where states have attempted to follow this path, they have frequently made a hash of it. The wrong sectors or firms have been identified. Public monies have been squandered or siphoned off for private enrichment. Instead, the successful East Asian states have focused their attention on consistently creating competitive market environments. They have invested in the hard and soft infrastructure (like road, ports and education) necessary for success in an increasingly globalized economy. It is these types of policies that currently hold out the greatest prospects for growth in Africa.

Regional financial cooperation in East Asia is proceeding with unprecedented intensity. Latest developments include two Asian Bond Funds, created by the regional central bankers group, and an Asian Bond Markets Initiative launched by the finance ministers of the Association of South East Asian Nations member states plus China, Japan, and South Korea (or ASEAN+3). Some observers continue to attribute such cooperation to sharpened antagonism between East Asia and the West since the Asian financial crisis of 1997–98. But this view overlooks a key internal driver: ChinaÂ's shift to a more proactive stance toward regional cooperation. Far from demonstrating an antagonism toward market-based financial systems, ASEAN+3 members are embracing more liberal rules for economic interaction in their creation of regional bond funds and markets. Financial cooperation in East Asia is today motivated by factors that differ considerably from those observed in the immediate aftermath of the Asian financial crisis—and the implications extend beyond East Asia.

1300. Banking Crises in East Asia: The Price Tag of Liberalization?

Abstract:
The banking crises that swept through East Asia in 1997– 1998 set off dramatic recessions in the affected countries and imposed heavy costs on the domestic taxpayers. Fear of further crises prompted searches causes and early warning signs. It soon became apparent that liberalization the domestic financial sectors of the countries in crises contributed to genesis of these crises, but policymakers, regulators, and economists disagree about the reason for this. Initial scrutiny fell on unregulated international capital flows, but a comprehensive study suggests that liberalization can to financial instability either because of insufficient regulation of the financial sector or because of erosion of previously granted monopolies of existing banks. These possibilities suggest varying policy implications for the current state domestic financial systems in East Asia, including the challenges inherent opening up ChinaÂ's banking system to foreign competition as mandated in China–World Trade Organization accession agreement.
