Abstract:
Micronesia is a good start word. Particularly the “micro” part. Micronesia is the geographical area of the Pacific, stretching from Kiribati to Palau. On the map, if you see it at all, it is a series of 2,000 micro dots of land totaling just 1,000 square miles. The ocean area meanwhile is nearly three million square miles. Politically, there are five sovereign states and three US territories. At times, one gets the feeling that the countries are too small to get Washington's attention. It is almost as if you need a microscope to magnify the issues to understand what's going on. I'll turn the microscope on just one area, the Republic of the Marshall Islands (RMI). Just like life under the microscope, once you zoom in, the activity and diversity is incredible.

A palpable energy is reinvigorating the once-stagnant Cuban economy. Entrepreneurial businesses—spanning all sectors and industries—are springing up across the island. Walking through the streets of Havana, Santa Clara or Camagüey, it's hard not to trip over construction sites for private restaurants, or see the storefronts offering manicures, haircuts, cell phone repairs, or colorful artwork.

Abstract:
The emergence of a large number of small states over the past four decades or so (there are presently around 50 states with populations with less than 1.5 million) has led to considerable interest amongst researchers, member governments, and international agencies in their economic and environmental viability. The literature generated in the process has focused on the special problems and development challenges faced by such states, including their prospects for integration with the changing global environment. The study presented here builds upon this literature in examining the binding constraints to development. It is our hope that this study will benefit policy makers, researchers, and the donor community.

Enmity between China and Japan is hardening into a confrontation that appears increasingly difficult to untangle by diplomacy. Positions on the dispute over the Diaoyu/Senkaku island group are wide apart, and politically viable options to bridge the gap remain elusive. New frictions have arisen. China's announcement in November 2013 of an Air Defence Identification Zone (ADIZ), overlapping that of Japan's and covering the disputed islands, deepened Tokyo's anxiety that Beijing desires both territory and to alter the regional order. Prime Minister Shinzo Abe's provocative visit to the Yasukuni Shrine in December 2013 triggered a bitter argument as to whether Japan has fully atoned for its Second World War aggression, a still vivid sore in the region. Amid heightened suspicion and militarisation of the East China Sea and its air space, the risks of miscalculation grow. Leadership in both countries needs to set a tone that prioritises diplomacy to calm the troubled waters: November's Asia-Pacific Economic Cooperation (APEC) summit might provide such an opportunity.

In a landmark ruling, the Dominican Republic's Constitutional Court last September stripped an estimated 210,000 individuals—most of whom are Dominicans born to Haitian sugar cane workers—of their citizenship, effectively leaving them stateless. The ensuing outcry from the international community has included Junot Díaz and Edwidge Danticat—two of the best-known contemporary authors from the island of Hispaniola. Friends for over 20 years, Danticat (from Haiti) and Díaz (from the D.R.) have been relentless in their condemnation of the ruling. In a written exchange moderated by Americas Quarterly production editor and Haitian-American Richard André, Díaz and Danticat discuss the roots and legacies of racism and conflict in the neighboring nations, the impact of the court's ruling, and the responsibility of the diaspora to build bridges between Dominicans and Haitians and defend human rights at home and abroad.

The region around the Paracel Islands and the South China Sea is important to the economies of the surrounding states in terms of the fish resources and potential for energy reserves, which result in diplomatic and physical clashes. The large flow of maritime commerce around the Paracel Islands is also crucial to the economic well-being of the region and the world, and occupation of the islands dictates control of the surrounding sea's maritime traffic, security, and economic exploitation. Although China currently occupies all of the Paracels, they are also vigorously claimed by Vietnam.

Taiwan's ambiguous international status has long complicated its ability to participate in international organizations in which the rest of the world shares information and makes critical global decisions. The island's 23 million people cannot reap the benefits that derive from full membership in most international organizations and are unable to contribute their well- developed knowledge, skills, and resources to issues that directly affect them, such as civil aviation regulations, natural disaster response and recovery, and regional economic cooperation. Being barred from international economic organizations erodes Taiwan's international competitiveness and hinders economic liberalization of the domestic economy as well as its further integration regionally.

“[E]ach person shall remain free, especially in his religion, and . . . no one shall be persecuted or investigated because of their religion” (p. 96). Those words evoke America's revolutionary era, but they were penned two centuries earlier. They are part of the Dutch de facto constitution, the Union of Utrecht, drafted in 1579 after thousands of Dutchmen had suffered religious persecution by the Spanish in the form of torture and death. To Russell Shorto, a writer for The New York Times Magazine, these words speak directly to the “tolerance” embodied by the 17th-century Dutch Republic and its colonies, particularly the island colony of Manhattan, or New Amsterdam, after English explorer Henry Hudson claimed the land for the Netherlands in 1609.
