831. Private Military Companies in the US Stabilization Operation in Iraq

Abstract:
In the last two decades, the issue of private military companies and the privatization of the sphere of international security, have been addressed by political decision-makers in many countries, military experts, as well by the media and non-governmental organizations (NGOs). It seems that the controversies and sometimes very categorical opinions which have emerged concerning these issues have several sources. Firstly, the relatively sudden appearance of a new type of non-public actor in the military sphere, which traditionally was the exclusive activity of the state, was associated with consternation caused by negative connotations with historic, still pre-Westphalian international order where significant roles were played by private armies and other mercenary forces (e.g. condottieres, corsairs). Secondly, the activities of these types of firm have caused a number of problems. For example, to this day, not all the circumstances have been explained regarding the participation by several firms in conflicts in Africa and the Balkans in the 1990s, while the media are still reporting various irregularities and incidents involving such enterprises. Thirdly, this specific business has developed with enormous dynamism, continuously generating profits and extending both the geographical scope of activities and the profile of the services provided.

In early 2001, the Pentagon anticipated an approximate budget of $900 billion for the Navy and Marines for the period 2001 to 2009. Not counting $95 billion subsequently received for the wars in Iraq and Afghanistan, the Navy/Marine Corps "base" (nonwar) budget was increased by $174 billion to $1.074 trillion. “I tell you to act upon the orders of Allah, be united against Bush and Blair, and defeat them through suicide attacks so that you may be successful before Allah.” That directive was issued by Osama Bin Laden in 2003, in the early days of Operation Iraqi Freedom. And it was remarkably successful. In droves, his followers began to attack U.S. and British forces, resulting in indiscriminate death and destruction throughout Iraq and, ultimately, in Afghanistan and other parts of the world.

As the conflict in Iraq winds down, the “forgotten front” of the War on Terror, Afghanistan, has moved back into the forefront of the national security debate. Operation Enduring Freedom-Afghanistan (hereafter OEF) is aptly named, since the conflict will endure long into the next administration. Whoever takes the oath of office in January of 2009 will face the same types of challenges in Afghanistan that have bedeviled the current administration since 2001, and to an extent have been characteristic of Afghan politics for decades. The primary strategic challenge that the new administration will face is arriving at a definition of success—or perhaps victory—in Afghanistan similar to that used in Iraq, and seeking a means eventually to declare the mission accomplished and bring the troops home. This is unlikely to take place in the foreseeable future, however.

With the “surge” in Iraq an apparent success, opponents of the war in Iraq have paradoxically been given more justification for their demands for an immediate troop withdrawal. Republican presidential candidate John McCain argues that we must stay in Iraq until victory is achieved, while his Democratic counterpart, Barack Obama, claims that it is time for the Iraqis themselves to take responsibility for prosecuting the “war.” Neither of these positions, however, provides a basis for a viable strategy.

Abstract:
On September 22, the Iraqi parliament belatedly passed a provincial elections law, ending a long and costly deadlock. Parliament ratified the initial version of the law on July 22, but it was later vetoed by two members of Iraq's presidency council. This time it is likely that the bill will survive council scrutiny because of the compromises and concessions made in the long negotiation process. Nevertheless, passing the law marks only the beginning of a vital political transition that could lead to either a unified democratic state or a fractured sectarian country prone to foreign influence.

Abstract:
After months of rigorous debate, U.S. and Iraqi negotiators submitted a draft Status of Forces Agreement (SOFA) to Iraq's cabinet and political leadership last week. Since then, many Iraqi politicians have publicly expressed reservations, while others have distanced themselves from the draft in an attempt to deflect blame and avoid the electorate's censure in the upcoming provincial elections. Despite the opposition, approving the SOFA is essential not only for maintaining Iraq's fragile security gains, but also for supporting the struggle against regional forces that want to reshape the Middle East to the detriment of U.S. and Iraqi interests.
