Abstract:
On July 29, the Independent High Electoral Commission (IHEC) issued the provisional results of last month's presidential and parliamentary elections in Iraqi Kurdistan. The election outcome -- the traditionally entrenched political bloc losing ground to a newly formed party -- has exposed an opening in the Kurdish Regional Government (KRG). Consequently, the region has taken a step away from a fully "managed democracy" toward a more fluid and unpredictable political system.

Abstract:
On July 25, Iraqi Kurds go to the polls to vote in a joint parliamentary and presidential election. Although a heated competition in January produced massive change at the provincial level throughout the rest of Iraq, the electoral system produced by the incumbent Iraqi Kurdistan parliament prevents such sweeping changes in the north. Both the current coalition governing the Kurdish Regional Government (KRG) and the current KRG president, Masoud Barzani, will most likely be reelected. Despite the lack of change, the postelection period will create an opportunity for Baghdad, Washington, and the KRG to resolve outstanding issues that cause increased tension between Arabs and Kurds. Resolution can occur only if all parties take advantage of new political openings, however narrow.

During Iraqi prime minister Nouri al-Maliki's visit to Washington next week, the Obama administration will likely seek to reinvigorate that country's flagging reconciliation process as part of ongoing efforts to establish a stable political order in Iraq. Progress, however, continues to be hindered by ongoing violence, deep-seated suspicions, and partisan politics, raising questions about the ultimate prospects for national reconciliation.

In late 2008, seventeen states, including the US, UK, China, Iraq, Afghanistan, and others, endorsed the Montreux Document on Pertinent International Legal Obligations and Good Practices for States related to Operations of Private Military and Security Companies during Armed Conflict (2008). This provides important guidance to states in regulating private military and security companies (PMSCs). However, there is a need to do more, to provide increased guidance to the industry and ensure standards are enforced.

Abstract:
On June 30, 2009, Iraq reached an important milestone in its recovery with the withdrawal of American forces from Iraqi cities and towns. This first crucial step was stipulated within the Status of Forces Agreement (SOFA), signed between the United States and Iraq last November, which outlines the future of military engagement between the United States and Iraq together with the Strategic Framework Agreement (SFA), which outlines non-military forms of engagement. The transfer of security responsibility to Iraqi forces is an important step in normalizing relations between the United States and Iraq and in restoring Iraqi sovereignty. It is part of a process that began many months ago and will continue for many months—and even years—to come. It is the process of stabilizing and reconstituting Iraq as a free and secure country at peace with itself and the outside world.

Existe un acuerdo casi unánime entre aquellos estudiosos que han investigado la compleja realidad de la guerra: el creciente papel que tiene la gestión de la información pública en el desarrollo de los conflictos bélicos (Libicki, 1995; Alberts et al., 2001, Armistead, 2004). Esta preponderancia se manifestó en algunos de los conflictos de la década de los noventa, como la llamada Guerra del Golfo, y en los de la antigua Yugoslavia y Kosovo. A pesar de que en ellos la gestión de la información jugó un papel destacado en la estrategia de los contendientes, el desenlace de estos conflictos estuvo vinculado a los tradicionales elementos del “poder duro”, según la distinción de Josehp Nye (1990). Sin embargo, en los últimos años, hemos podido asistir a un acelerado incremento de la importancia del componente “inmaterial” de la guerra. La generalización y sofisticación de las nuevas tecnologías de la información, junto con la aparición de una nueva tipología de conflicto caracterizado por la asimetría en la naturaleza y fines de los contendientes, han situado a la dimensión informativa de los conflictos en el lugar central de toda reflexión sobre la naturaleza de las guerras del presente y el futuro.

The debate over territorial partition as a solution to civil war is highly politically relevant. At the height of the Iraqi civil war in 2006 and 2007, faced with intensifying violence against civilians, mistrust among the main Sunni, Shiite, and Kurdish groups, and bleak prospects for state building, policymakers and analysts turned to ideas about partitioning the country. War-induced partitions and partition-induced wars continue to be prominent features in international security—two recent examples being the de facto partition of Kosovo from Serbia in 1999 followed by international recognition of Kosovo's independence in 2008, and the August 2008 war between Russia and Georgia following the latter's invasion of the separatist region of South Ossetia.

Since taking office, the Obama administration has repeatedly affirmed its intent to prevent potential future international crises from becoming the source of costly new U.S. military commitments. In one of the earliest foreign policy pronouncements of the new administration, Vice President Joseph R. Biden declared: “We'll strive to act preventively, not preemptively, to avoid whenever possible or wherever possible the choice of last resort between the risks of war and the dangers of inaction. We'll draw upon all the elements of our power—military and diplomatic; intelligence and law enforcement; economic and cultural—to stop crises from occurring before they are in front of us.” Not long afterward, General James L. Jones, in his first speech as national security adviser, echoed much the same objective: “We need to be able to anticipate the kind of operations that we should be thinking about six months to a year ahead of time in different parts of the world to bring the necessary elements of national and international power to bear to prevent future Iraqs and future Afghanistans.” And in a major speech to the Veterans of Foreign Wars in August 2009, President Barack Obama also declared that “one of the best ways to lead our troops wisely is to prevent the conflicts that cost American blood and treasure tomorrow.
